SUBJECT: Interviews of Candidates for the Santa Barbara Airport Noise Working Group
RECOMMENDATION:

A. Conduct candidate interviews for the Santa Barbara Airport Noise Working Group; and B. Continue this item to the May 29, 2024, City Council meeting to conduct the remaining interviews.

BACKGROUND:

The Santa Barbara Airport Noise Working Group was created by the City of Santa Barbara. The purpose of the Santa Barbara Airport Noise Working Group shall be to gain input from neighborhood representatives and other airport stakeholders on potential solutions to Airport noise issues affecting local residents. The working group will seek to identify realistic and achievable strategies to mitigate the noise impact of the Airport on surrounding neighborhoods.

The group will be made up of the following representatives:
 Six (6) Members from the City of Goleta
 Two (2) Members from the City of Santa Barbara
 One (1) Member from Isla Vista
 One (1) Airport Commissioner
 Four (4) Professional Members/Airport Employees
 One (1) Air Traffic Controller from the Federal Aviation Administration 1 Meeting Date: May 22, 2024

DISCUSSION:

Recommendations for six city representatives to the Santa Barbara Airport Noise Working Group will be provided to the City of Santa Barbara at the conclusion of all interviews .

The City received 20 applications for the six available positions. To allow for enough time for all interviews, the applicants will be interviewed in two sessions – one on May 22, 2024, and one on May 29, 2024. The Council will interview members for District 1 – East, District 1 – West, District 2 – East, District 2 – West, and District 3 on May 22, 2024, and members for District 4 on May 29, 2024.

Why are you interested in serving on a board, commission or committee? I have concerns about airplane noise pollution and how plans to expand Air Service to the airport in Goleta will impact our quality of life. I know that it's important to have convenient and efficient transportation and I appreciate that we have a local Airport. At the same time I think that growth needs to be managed and mitigation policies need to be put into place so that the noise and pollution impacts of increased flights do not significantly damage our quality of life in Goleta and surrounding areas that may be in the flight path.

My only qualification in this regard is that I have been observing, and have been impacted by noise from the airport. I do have a bachelor's degree from UC and have the ability to parse information and evaluate different positions. I'm open to both the need to expand Airport Service as well as protect quality of life in Goleta

Why are you interested in serving on a board, commission or committee? I live on a flight path to the airport. For 4 years I was an Airport Commissioner at Santa Barbara Airport. I was not re-elected for a second 4 year term, possibly due to my strong opinions about airport noise effects on the city of Goleta. I get woke up almost every morning by departing airliners.

My past experience as Vice President of the Santa Barbara Airport Commission taught me a lot about noise abatement and the future plans for Santa Barbara Airport. I am well aware of what can and cannot be done to reduce aircraft noise at Santa Barbara Airport. I am a licensed pilot who learned to fly at Santa Barbara Airport. I have extensive experience working as an engineer in the aerospace industry.

Why are you interested in serving on a board, commission or committee? We live under the 'small plane' flightpath, but are well aware of commercial flights as well as private jets that use SBA. In the comparatively short time we've lived in the area, I've noticed a definite increase in the frequency of the commercial flights but especially smaller private jets that seem not to be subject to the same regulations as larger planes. I'm concerned with plans to expand the airport terminal yet again but even more so by the potential for more flights, more noise and more polllution; I can smell jet fuel in my garden if the wind is in the right direction.

Not sure about that. Used to be an editor for two association magazines so was very cognizant of the need to get the facts straight.

Why are you interested in serving on a board, commission or committee? I live within the flight pattern in District 3 and have experienced the noise some planes/airlines make over others. I have my own ideas of how we can keep the airport viable, keep all airlines satisfied and busy, but limit the amount of noise occurring especially on take offs to the west.
