BACKGROUND:
FLT Heritage Ridge TG, a Delaware Limited Liability Company, and GF Frontier, LLC, a Texas Limited Liability Company , the owners of the subject property , submitted a subdivision application to the Planning Department to merge and re-subdivide 13 parcels, vacate and dedicate road right of way and create four new parcels, with two lots dedicated to affordable housing, one lot to market-rate housing, and one lot dedicated as a public park. The table below summarizes the four parcels of Final Map 32,068:
Lot No. Land Use Acreage
1 Affordable Housing 1.82
2 Affordable Housing 2.96
3 Public Park 1.85
4 Market Rate Housing 9.56
TOTAL 16.19
1 Meeting Date: June 4, 2024
Lot 1 and Lot 2 will create 102 affordable apartments (41 senior units, 61 family units, and 2 manager units, not included in the count), Lot 3 will create a public park as identified in the General Plan, and Lot 4 will build 228 market-rate units. Access to the subdivision will be via three driveways along Camino Vista. The previously identified public road rights of way have been vacated, and the road rights of way needed for future use have been dedicated. The owner has offered to dedicate a public park and easement for public parking for the park.
On November 14, 2022, the Planning Commission recommended project approval to the City Council, and on Ma rch 7, 2023, the City Council approved the Vesting Tentative Parcel Map along with certifying an Environmental Imp act Report and approved the development for 332 residential units. Also, on March 7, 2023, the City Council approved drafts of the following documents, which have now been revised to reflect current dates and other non-substantive edits:
Declaration of Restrictions (Stream Protection Area Easement) Irrevocable Offer of Dedication (Public Park)
Grant of Reciprocal Easements and Agreement (between City and FLT Heritage/GF Frontier)
Final Map 32,068 includes the dedication of a Public Park (Lot 3) Attachment 4 and the acceptance and vacation of certain road easements Attachment 5. On October 9, 2023, the Planning Commission considered these actions and found them to conform to the City’s General Plan.
DISCUSSION:
FLT Heritage Ridge TG, a Delaware Limited Liability Company, and GF Frontier, LLC, a Texas Limited Liability Company, the owners of the subject property (Case No. 23-0004- SUB), propose to record a Parcel Map creating four new parcels. The new lots will conform to City development standards and Title 17 of the City of Goleta Zoning Ordinance. The property owner has prepared the map per the Subdivision Map Act and City Municipal Code requirements and has satisfied all Conditions of Approval approved by the Planning Commission and City Council.
Per the City Municipal Code Section 16.02.040, the City Council must approve the Parcel Map before it is recorded. The approval of this item by the City Council will allow the City Engineer to execute the Final Parcel Map on behalf of the City and allow the City Clerk to record it.
FISCAL IMPACTS:
Recordation of the Final Parcel Map will have no fiscal impact on the City. The property owner will pay all map check and map clearance costs associated with the Final Parcel Map. There is no fiscal impact associated with this item. 2 Meeting Date: June 4, 2024
ALTERNATIVES:
The City Council may elect not to authorize approval of the Resolution and Final Parcel Map. Doing so will impact the proposed project, and not allow the development of the housing project and the dedication of the public park as entitled by Council in March 2023.
