SUBJECT: Award of Goleta City Grants for Fiscal Year 2024-2025 RECOMMENDATION:

Approve the Fiscal Year 2024-2025 Goleta City Grant Program funding recommendations of the Human Services Standing Committee, Homelessness Issues Standing Committee, Economic Development and Revitalization Committee, and the Parks and Recreation Commission.

BACKGROUND:

The Goleta City Grant Program provides grants of up to $10,000 for non -profit organizations involved in providing public services, educational and cultural activities such as music, art, dance, and recreation, and Goleta -oriented special events and regional projects that enhance and support the quality of life in Goleta. In Fiscal Year (FY) 2024-25, a total of $250,000 is available to award.

On December 5, 2023, City Council adopted a resolution establishing the Human Services Standing Committee. The Human Services Standing Committee was tasked with reviewing grant applications related to education, the arts, senior programs, youth services, and miscellaneous. The Homelessness Issues Standing Committee, the Economic Development and Revitalization Committee, and the Parks and Recreation Commission are responsible for reviewing grant applications relevant to their oversight.

On December 15, 2023, the City published a Notice of Funding Availability (in English and Spanish), inviting applications for FY 2024-25 funding through both the Goleta City Grant and CDBG programs. Outreach for grant availability was provided via newspaper ads in The Independent and El Latino, the City's website, social media channels, and direct notification to former applicants and interested parties. On January 9, 2024, staff held a grant workshop designed to empower local non-profit organizations with essential knowledge about available grants and funding opportunities. The workshop was a resounding success, with approximately 40 people in attendance. 1 Meeting Date: June 4, 2024

This year marked the sixth year the City utilized an online application process through ZoomGrants, a popular online application program used by many jurisdictions for grant programs. The application period ran from December 15, 2023, through January 26, 2024. A total of eighty -eight (88) applications were received. Of the applications received, seven (7) applicants were eligible for CDBG funding. The Human Services Committee reviewed the seven (7) CDBG applicants, recommending awards to three (3) and moving the remaining four (4) to the City Grant Program for further consideration.

For the City Grant Program, 85 applications totaling $659,022.81 were considered for funding. On February 12 , 14, and 22, 2024, the Human Services Standing Committee reviewed fifty-two (52) applications spread between six (6) categories. On March 12, 2024, the Economic Development and Revitalization Committee reviewed six (6) applications. On March 13, 2024, the Parks and Recreation Committee reviewed twenty applications spread between two categories. The Homelessness Issues Standing Committee reviewed seven (7) applications on March 14, 2024.

Collectively, the Committees and the Commission are recommending awarding funding to seventy -eight (78) applicants, 2 Meeting Date: June 4, 2024

totaling $250,000. Of the eighty -five (85) applications received, seven (7) we re not recommended for funding. Following Council approval of the funding recommendations, staff will create grant agreements for the awardees and issue the payments after July 1, 2024. The full final funding recommendations are included in Attachment 1.

GOLETA STRATEGIC PLAN:

City-Wide Strategy:

Strategic Goal 2.1: Provide community development for neighborhoods and social welfare assistance for disadvantaged and/or marginalized groups.

Strategic Goal 2.2: Support programs that enhance quality of life in the Goleta community such as recreation, public safety, human services, and cultural arts.

FISCAL IMPACTS:

Funds associated with awarded grants will be available to applicants after July 1, 2024.

For FY 2024-25, $250,000 in City Grant funding being proposed in this item will be paid from Support to Other Agencies - Grants (101-60-6100-54012).

ALTERNATIVES:

City Council could alter the collective recommendations for the Goleta City Grant Program funding by increasing or decreasing the award amounts to recommended applicants and/or awarding funding to applicants not recommended by the Committees and Commission. City Council may also choose to delay the award of the FY 2024-25 Goleta City Grant Program funding and direct staff and the Committees and Commission as appropriate on other options.
