Agenda Item D.2

DISCUSSION/ACTION ITEM
Meeting Date: June 4, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Luz “Nina” Buelna, Interim Public Works Director PREPARED BY: Derek Rapp, Contract Traffic Engineer
SUBJECT: Bike Lane and Parking Alternatives on Cathedral Oaks Road between Paseo del Pinon and Northgate Drive
RECOMMENDATION:

Receive a presentation on roadway improvement alternatives involving the design of bike lanes and on-street parking along Cathedral Oaks Road between Paseo del Pinon and Northgate Drive, provide staff with input, and direct staff to return to the City Council July 16, 2024, for approval on the City Council’s preferred alternative as a part of the 2023 Pavement Maintenance Project.

BACKGROUND:

While preparing construction documents for Goleta’s annual pavement main tenance project, staff reviews each street for opportunities to improve safety conditions for all modes of travel using Vision Zero policies, which include:
 Vehicles: Improve channelization and visual cues for turning movements. Examine the impacts of on-street parking on intersection visibility and look for opportunities to increase parking where feasible.
 Pedestrians: Add crosswalks and/or advanced warning le gends and signage , where supported by engineering standards, policies, or guidance.  Bicycles: Add or widen bike lanes. Add buffers and/or emphasize conflict zones with green markings.

The 202 3 Pavement Maintenance Pro ject will pave Cathedral Oaks Road between Winchester Canyon Road and Northgate Drive, providing an opportunity to implement changes to improve safety for all modes of travel.

Cathedral Oaks Road is one travel lane in each direction, varying in width from 46 to 84 feet between Winchester Canyon Road and Paseo del Pinon. A separated bike path is 1 Meeting Date: June 4, 2024

also present along this segment of Cathedral Oaks Road that connects to Calle Real. A 16-foot wide median exists between Paseo del Pinon and Northgate Drive, with 34 feet of roadway on either side of the median –the vicinity map below is provided for convenience.

Vicinity Map
There are 84 on -street parking spaces along the portion of Cathedral Oaks Road (58 spaces north and 26 spaces south). On-street parking is prohibited along the south side of Cathedral Oaks Road between Brandon Drive and Evergreen Drive. In this area, there are no residences on Cathedral Oaks Road along the south side of the street, suggesting that drivers parking along the south side live in the multi -family units north of Cathedral Oaks Road. The existing on -street parking on the south side is not located near the protected crossing at Brandon Drive and likely results in pedestrians crossing Cathedral Oaks Road mid-block or at the unprotected crossing at Paseo del Pinon.

As a separate item on the City Council agenda scheduled for this summer 2024, the Council will also consider designating Cathedral Oaks Road as a safety corridor, reducing the speed limit on this segment from 40 to 30 miles per hour. The roadway striping design will reflect this lower speed limit by reducing the length of striping transitions and adding more curbside space for on-street parking.

DISCUSSION:

Three alternatives are being considered for inclusion in the 2023 Pavement Maintenance Project in an effort to improve conditions for cyclists:

Alternative 1: Existing configuration with painted bike lane buffers. Relocate approximately 20 on -street parking spaces on the south side of Cathedral Oaks Road, closest to Paseo del Pinon, to the east of the bus stop, at Brandon Drive. 2 Meeting Date: June 4, 2024

Page 3 of 4 ends

The existing roadway width allows room to maintain an 8-foot parking lane, a 7-foot-wide bike lane, and a 4-foot minimum-width painted buffer.

Advantages:
 Painted buffer provides additional comfort and separation from traffic.  No loss of on-street parking.
 Requires no modification of existing curb extensions at Brandon Drive.  Can add up to 14 on-street spaces on the south side of Cathedral Oaks Road.

Disadvantages:
 No increase in on-street parking on the north side of Cathedral Oaks Road.  Striping provides less protection to cyclists than physical barriers.

Alternative 2: Move the bike lane adjacent to the curb and buffer it from traffic with parallel on-street parking. Relocate the on-street parking on the south side as in Alternative 1.

Advantages:
 Placing on-street parking between bicycle and vehicular traffic provides greater separation, protection, and physical barrier for cyclists from traffic.

Disadvantages:
 The loss of approximately 10 of 84 on -street parking spaces, or 12% of parking spaces, is due to sight -distance obstructions created by moving parking spaces away from the curb.
 Less space for parallel parking maneuvers may increase conflicts with through- vehicle traffic.

Alternative 3: Same as Alternative 2 with angled parking where road width allows.

Advantages:
 Maximizes separation and protection for cyclists from vehicular traffic.  Increase of approximately 10 on-street parking spaces, a 13% increase in parking spaces. +7 on the north and +3 parking spaces on the south side of Cathedral Oaks Road.

Disadvantages:
 Angled parking requires maneuvers that may conflict with through-vehicle traffic. 2023 Pavement Project Schedule
The 2023 Annual Pavement Project was awarded to Granite Construction, the lowest responsible Contractor, at the May 21, 2024, Council meeting. The paving project is anticipated to start after July 4, 2024. This work will not impact the paving schedule if the 3 Meeting Date: June 4, 2024

preferred alternative for Bike Lane and Parking Alternatives on Cathedral Oaks Road is approved by the July 16, 2024 Council Meeting.

FISCAL IMPACTS:

The fiscal impacts vary, depending on the alternatives selected. Alternative 1 is included in the 2023 Pavement Maintenance Project bid price . Alternative 2 is estimated to increase the striping costs by $5,000, and Alternative 3 is estimated to increase the striping costs by $10,000. These additional costs can be covered with the existing project funding.

GOLETA STRATEGIC PLAN:

This work effort meets the following City Strategic Goals:

Strategic Goals:
 5.2 - Encourage use of alternative transportation methods that reduce vehicle miles traveled
 5.6 - Incorporate Vision Zero plans into transportation project design LEGAL REVIEW BY: Megan Garibaldi, City Attorney
