CPMS CONSENT CALENDAR
Meeting Date: June 18, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Kelly Hoover, Community Relations Manager/PIO PREPARED BY: Jaime Shaw, Management Assistant
SUBJECT: Amendment No. 4 to Agreement 2019-082 with Main Street Banner USA for Fiscal Year 2024/25
RECOMMENDATION:
Authorize the City Manager to execute Amendment No. 4 to the General Services Agreement No. 2019 -082 between the City of Goleta and Wonderful Things Inc. (dba Main Street Banner USA) for light post banner and A -Frame services, increasing the contract amount by $63,000 for a new not-to-exceed amount of $271,200 and a termination date of June 30, 2025, subject to approval of the FY 2024/25 budget.
BACKGROUND:
The City of Goleta utilizes Main Street Banner for its light post banner and A -frame sign program. There are a total of 80 banner locations in Old Town, the Calle Real/Fairview, and Storke/Hollister shopping areas. Up to 30 -35 A-frames are out at any one time in various areas of Goleta promoting various City events and projects/programs. Main Street Banner has continually produced, stored, cleaned, serviced, installed, and rotated out the City street banners going back to 2010.
In September of 2019, Council approved Agreement No. 2019 -082 with Main Street Banner USA for street banner services for Fiscal Years 2019/20 and 2020/21 with a not- to-exceed amount of $60,000 and a termination date of June 30, 2021.
In June of 2021, the City Manager authorized Amendment No. 1 to extend the term of the Agreement to August 30, 2021, with no additional compensation. In August of 2021, Amendment No. 2 was authorized by the City Manager for a not -to-exceed amount o f $121,200, and a new termination date of June 30, 2023. Agreement No. 2019-082 and Amendment Nos. 1 and 2 are included in Attachment 3.
The Community Relations Division took over the City’s contract with Main Street Banner beginning July 1, 2022, and brought Amendment No. 3 to the City Council on December 6, 2022. Amendment No. 3 updated the scope of work to include printing A-frame signs 1 Meeting Date: June 18, 2024
and printing light post banners (previously the Agreement was only for the rotation of light post banners). The amendment also extended the Agreement through June 30, 2024, with a not-to-exceed amount to $208,200. See Amendment No. 3 in Attachment 2.
DISCUSSION:
The banners and the bracket system are proprietary.
Light post banners and A -Frames are great tools for community outreach. Over the last year and a half , Community Relations has worked to design and print new light post banners to replace our outdated ones. New light post banners printed and put in the rotation include: Beautify Goleta, Live • Wor k • Play, GoodLandGoodShopping and Go Green Goleta. These new light post banners are printed in both English and Spanish.
A-Frame signs in English and Spanish have also been a popular addition to the community outreach tools used by the City. They have been very effective and are easily changeable. Community Relations uses them to promote City events and projects/programs such as: Community State of the City, Goleta Community Ribbon Cutting Celebration, Project Connect Groundbreaking, Beautify Goleta, Publ ic Works Week Celebration and much more. We are also able to re-use many of the A-frame signs annually. If a date or time changes, we can purchase a sticker/decal from Main Street Banners to place directly on the sign and blend in.
Staff anticipates exce eding the contract authority and is recommending approval of Amendment No.4 to the Agreement with a revised scope, updating the Agreement for one more year and amend ing the compensation due to inflation. Amendment No. 4 requests $63,000 to cover expenses we anticipate incurring in FY 24/25.
FISCAL IMPACTS:
The proposed contract amendment is for an increased amount of $63,000 for a total not- to-exceed contract amount of $2 71,200 with a termination date of June 30, 2025. The services will be supported from the Community Relations Division subject to approval of the FY 2024/25 budget under Professional Services account 101-10-1500-51200.
ALTERNATIVES:
Alternatively, Council can choose to not approve Amendment No. 4, which would prevent the City from purchasing new light post banners and A -Frame signs which are used to promote City programs and events.
