CPMS CONSENT CALENDAR
Meeting Date: June 18, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Robert Nisbet, City Manager
PREPARED BY: Shannon Kirn, Assistant to the City Manager SUBJECT: South Coast Youth Safety Partnership Memorandum of Understanding for Fiscal Years 2023/24 and 2024/25
RECOMMENDATION:

Authorize the City Manager to execute the South Coast Youth Safety Partnership Memorandum of Understanding between Community Action Commission and the City of Goleta as a sponsor jurisdiction for Fiscal Year 2023/24 in the amount of $2 3,358, and Fiscal Year 2024/25 in the amount of $24,526.

BACKGROUND:

The South Coast Youth Safety Partnership (SCYSP) is a regional partnership comprised of representatives from local government, law enforcement, schools and higher education institutions, non-profit, and other community-based organizations. The initiative is housed in Goleta and administered by the Commun ity Action Commission of Santa Barbara County doing business as CommUnify (CommUnify).

The mission of the SCYSP is to expand the mobilization and alignment of community resources to improve the safety and quality of life for our youth, their families, an d the community. Their vision is to create safe and caring communities that provide opportunities for all youth to fulfill their educational, employment, and personal potential.

The City has been a part of the SCYSP since 2010 and has provided financial support in the past in the amount of $22,800 per year in Fiscal Years 2010/11, 2011/12, and 2012 -

13. No financial support was provided in Fiscal Years 2013/14 or 2014/15 as there was no valid Memorandum of Understanding (MOU) in place signed by the City. W hile CommUnify did not receive any financial support for the Task Force from the City during those two years, the City still participated as a member of the Task Force.

In November of 2015, the City Council authorized the City Manager to execute the South Coast Task Force on Youth Gangs MOU between CommUnify and the City of Goleta as a sponsor jurisdiction for Fiscal Year 2015/16. City Council also approved subsequent 1 Meeting Date: June 18, 2024

MOUs between the City and the Task Force for FYs 2016/17, 2017/18, 2018/19, 2019/20, 2020/21 and 2021/22.

There was no valid MOU for FY 2022/23, however all four funding agencies signed a letter in August 2023 that stated with appropriate documentation reimbursement for expenses incurred would be authorized. The letter also stated that the use of current reserves the funding agencies contributed to would be used to cover a propor tionate share for each agency . In January 20 24, the City of Goleta authorized reimbursement totaling $7,518.10 for FY 2022/23 SCYSP services.

DISCUSSION:

The proposed MOU (Attachment 1) is between CommUnify, which will serve as “Host Agency,” and the four jurisdictions served by the Task Force, wh ich are referred to as “Sponsors.” The four Sponsors are the County of Santa Barbara and the Cities of Carpinteria, Goleta, and Santa Barbara. Under the terms of this MOU CommUnify -Host Agency and "Sponsors," agree to work coopera tively to further the obje ctives of the SCYSP. The SCYSP includes a Partnership Program Manager, a Policy Team, a Partnership Strategy Team, and a Community Engagement Team. As stated in the MOU, the Host Agency will provide an annual update to elected officials by way of presenting at public meetings, and staff plan on scheduling that annual presentation early next fiscal year.

The attached MOU has a two-year term of July 1, 2023, to June 30, 2025, and provides for a financial contribution from the City in the amount of $ 23,358 for FY 2023/24, and $24,526 for FY 2024/25, totaling $47,884.

The SCYSP City/County Contribution Formula s in Exhibit E for FY 2023/24 and FY 2024/25 of the MOU have been summarized below. This includes the forecasted populations from the State’s Departme nt of Finance Population and Housing Estimates for Cities, Counties, and the State — January 1, 2023, and 2024.

The previous cost share basis for FYs 2020/21 and 2021/22 use d the 2020 population multiplied by $0.72 per person totaling a share of $21,963 per fiscal year for the City of Goleta. The proposed FY 2023/24 cost share continues at the previous MOU rate of $0.72 per resident. The proposed FY 2024/25 cost share includes roughly a 5% increase in cost per resident at $0.76 per resident. The total annual share from local government is divided by the total population to get the cost per resident $150,833/199,515 = $0.75599 and 32,442 x $0.75599 = $24,525.82 which is rounded up to $24,526 to get the proposed FY 2024/25 share for Goleta.

FISCAL IMPACTS:

In the FY 2023/24 and FY 2024/25 Two-Year Budget Plan, $23,200 was approved each FY for the SCYSP line-item in the Neighborhood Services Support to Other Agencies Account – Other (101 -60-6100-54013). The minor difference, totaling $1,684, will be supported within the department ’s overall budget, so no additional appropriation is needed.

ALTERNATIVES:

The City Council could elect not to authorize participation in the MOU.
