Meeting Date: July 16, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Luz “Nina” Buelna, Interim Public Works Director PREPARED BY: Sarah Fox, Public Works Business and Administration Manager SUBJECT: Measure A Project Cooperative Agreement – Project Connect RECOMMENDATION:
A. Authorize the City Manager to enter into a Project Cooperative Agreement with Santa Barbara County Associa tion of Governments for Project Connect as a named project; and
B. Authorize a budget appropriation in the amount of $8, 414,317 as per Table 1 in the Fiscal Impacts section of the report.
BACKGROUND:
In 2008, Santa Barbara County voters approved Measure A, which established the Santa Barbara Transportation Improvement Program . Santa Barbara County Association of Governments (SBCAG) administers Measure A . The Goleta Overpass Improvement Project was a named project included in the Measure A Ordinance and Investment Plan.
The City of Goleta (City) requested an amendment to the Measure A Investment Plan to rename the Goleta Overpass Improvement project to the “City of Goleta Project Connect” and to update the project description.
SBCAG’s Board of Directors approved the Investment Plan amendment on April 18, 2024, and the City of Goleta’s Project Connect is now identified in the Measure A Investment Plan. The 2020 Measure A Strategic Plan includes $8.4 million for City projects. Under Measure A, a cooperative ag reement must be executed between SBCAG and the local agency delivering the “named” project before an expenditure of funds. The City is identified as the project sponsor that must execute the cooperative agreement with SBCAG to receive the Measure A funds f or transportation improvements . Measure A funds have been programmed in Fiscal Year (FY) 2024/25 and 2025/26. The cooperative agreement is effective June 3, 2024.
1 Meeting Date: July 16, 2024
DISCUSSION:
The cooperative agreement specifies the scope of work, the roles and responsibilities of the two agencies, and the funding plan for the work covered by the cooperative agreement. The City’s role is generally to carry out the project scope of work and delivery schedule specified in the cooperative agreement. SBCAG’s role generally is to provide the Measure A funds and reimburse payments made by the City as part of the project.
On May 16, 2024, SBCAG Board approved and authorized the SBCAG Chair to execute the cooperative agreement with the City of Goleta pursuant to the Measure A Investment Plan City of Goleta's Project Connect Project for an amount not to exceed $8,414,317 with a period of performance from June 3, 2024, through June 30, 2027. The cooperative agreement is included in Attachment 1.
The Overpass Improvement Project is listed in the City’s Capital Improvement Plan (CIP Project No. 9027). Public Works staff plan to remove the vehicular overcrossing project and include a new CIP project for a bik e and pedestrian overcrossing. This new CIP project will require a feasibility study to determine location and preliminary costs.
FISCAL IMPACTS:
Measure A funds for the named project, Project Connect will be appr opriated to the construction portion of the Ekwill -Fowler Project. This funding is slightly higher than anticipated so an additional appropriation to reduce the general fund budget by $317 is recommended in order to match the project costs.
