Agenda Item A.4

CPMS CONSENT CALENDAR
Meeting Date: September 3, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Matthew R. Fore, General Services Director SUBJECT: Amendment No. 2 to Agreement No. 2021 -020 with Cicileo Landscapes, Inc. for Pr ovision of Landscape Maintenance Services at Various City-Owned Properties
RECOMMENDATION:

A. Authorize the City Manager to execute Amendment No. 2 to Agreement No. 2021 - 020 with Cicileo Landscapes, Inc. for the provision of landscape maintenance services at various City -owned properties, increasing the contract authority by $51,412 for a total not-to-exceed amount of $205,716 and extending the term of the Agreement by an additional one year for a new expiration date of June 30, 2025.

B. Approve a budget appr opriation of $25,000 from the County Per Capita Fund to the Library Maintenance Facilities Account as described in the Fiscal Impacts Section.

BACKGROUND:

Cicileo Landscapes, Inc. (Cicileo) has provided landscape maintenance services to City Hall and the Goleta Valley Library since March of 2021. Cicileo has consistently fulfilled its contractual obligations and is in good standing with the City. On October 4, 2022, City Council approved Amendment No. 1 to the Agreement to add 5551 and 5553 Hollister Ave. (Mission Leasing) to the inventory of locations to be maintained by Cicileo; to include a time and material rate for landscape services that may be needed at other locations on an ad-hoc basis to improve aesthetics, reduce fire danger, etc .; and, to extend the term of the Agreement from March 31, 2024, to June 30, 2024.

DISCUSSION:

The proposed Amendment No. 2 extends the Agreement to June 30, 2025 and increases vendor compensation accordingly. Note that there is no change in the rates paid to Cicileo.
1 Meeting Date: September 3, 2024

Page 2 of 2 ends

FISCAL IMPACTS:

Amendment No. 2 adds $51,412 of contract authority to the Agreement : $48,408 for routine maintenance and $3,004 for ad -hoc maintenance activities and irrigation repairs. The Adopted Fiscal Year 2024 -25 General Services Department Budget includes sufficient funding to cover the cost of routine maintenance and necessary repairs at City Hall and Mission Leasin g; however, the Adopted Budget does not include appropriations to cover the Goleta Valley Library. For this reason, Staff recommends that Council appropriate $25,000 from the County Per Capita Fund (Fund 208) to the Library Maintenance Facilities Account (208-20-2100-51064).

ALTERNATIVES:

The City Council may elect not to authorize the proposed contract amendment and provide staff with alternative direction. However, doing so would result in a significant and prolonged disruption in landscape maintenance adjacent to City-owned facilities.
