Agenda Item A.5

CPMS CONSENT CALENDAR
Meeting Date: September 3, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Luz “Nina” Buelna, Interim Public Works Director PREPARED BY: Daniel Virgen Jr, Assistant Engineer
SUBJECT: CalRecycle Rubberized Pavement Grant
RECOMMENDATION:

A. Receive information on the CalRecycle Rubberized Pavement grant to be used for the Annual Pavement Rehabilitation Projects; and
B. Adopt Resolution No. 24-___ entitled, “A Resolution of the City Council of the City of Goleta, California, Authorizing Submittal of an Individual Grant Application for CalRecycle Rubberized Pavement Grant Program”.

BACKGROUND:

The California Department of Resources Recycling and Recovery (CalRecycle) has allocated an annual budget from the California Tire Recycling Management Fund to implement the California Tire Recycling Act, established by Senate Bill 937 (Vuich, Statutes of 1990, Chapter 3 5) (Public Resources Code [PRC] sections 42860 et seq).

According to PRC sections 42872 and 42873, grants can be awarded and funded for initiatives that reduce landfill disposal or stockpiling of waste tires. The program's goals are to reduce the disposal of waste tires in landfills, combat illegal tire dumping, and promote markets for recycled-content tire products.

DISCUSSION:

Grant Description:

The Rubberized Pavement Grant Program promotes surfacing products made exclusively from waste tires generated in California. This program explicitly targets new or occasional users of rubberized pavement and supports two types of projects: Rubberized Aspha lt Concrete Hot-Mix (RAC) and Rubberized Chip Seal (Chip Seal). One requirement for the grant is to adopt a resolution that authorizes staff to submit the grant application and accept the associated award of funds.

RAC and Chip Seal are tools that we currently use for pavement reconstruction and preservation. These treatments provide more durability and flexibility, thermal longevity, and noise reduction, which extend the pavement life. They are also green products. The following table provides details on the Rubberized Pavement grant program:
