Agenda Item A.9
CPMS CONSENT CALENDAR
Meeting Date: September 17, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Peter Imhof, Planning and Environmental Review Director
PREPARED BY: Lisa Prasse, Current Planning Manager
SUBJECT: Pre-Qualification Consultant List for Contract Planning Services
RECOMMENDATION:
Approve the establishment of a pre -qualification list for contract planning services for a period of three (3) years.
BACKGROUND/DISCUSSION:
One of the functions provided by Current Planning is processing permit applications for land use development projects under applicable local, state and federal planning and environmental regulations and policies. Current Planning staff is anticipating an influx in residential and non -residential development based on the recent lifting of the multiple year water moratorium by Goleta Water District and the adoption and certification of the City’s Housing Element.
In view of this anticipated influx of permitting work, staff is proactively seeking to establish a list of qualified planning consultants to supplement existing staff with contract planning firms to ensure timely, efficient, and responsive service to applica nts in lieu of hiring additional full -time staff. By establishing a pre -qualified consultant list for professional consultant services with multiple firms, the City can avoid potential conflicts of interest while maximizing flexibility and expediting neede d services. It also eliminates the need for multiple Requests of Proposals to be released each time these professional services are needed by the City.
On June 6, 2024, Current Planning released a Request for Qualifications (RFQ) to establish a pre-qualified consultant list for as-needed planning services. The RFQ was published on PlanetBids, posted to the City’s website, and sent via a GovDelivery notice to firms/individuals who have signed up on the City’s bid opportunity list. In response to the RFQ, ten (10) Statements of Qualifications were submitted by July 1, 2024. The firms were evaluated based on the criteria outlined in the RFQ and all have been deemed to meet the criteria. The list of firms is provided in Attachment 1.
1 Meeting Date: September 17, 2024
When the City determines that contract permitting services are needed , staff will follow the City’s purchasing procedures and will typically contact at least three firms from the list based on the specific staffing need and task scope. The firms will be asked to prepare a detailed scope and cost proposal, and negotiations will take place. Upon selecting a firm and satisfactorily concluding the negotiations, an agreement/contract will be prepared defining the scope and budget.
If the services are successfully negotiated at a maximum cost of $45,000 or under, the City Manager may enter into a professional services agreement with the firm to provide the services. If the cost of the service exceeds $45,000, staff will return to the City Council for award of a contract. All contracts are subject to authority granted by the City Council.
Inclusion on the pre-qualified list of planning consultants in no way guarantees that a firm will be placed under contract during the duration of this establishment of the list.
FISCAL IMPACTS:
There is no anticipated fiscal impact associated with this item, as the cost of the contract services will primarily be paid from the funds recovered by fees charged to applicants for processing land use de velopment applications. If assistance with City projects is identified, then the costs associated would be allocated to the City project and additional Council action could be needed.
ALTERNATIVES:
Council may elect to not approve the consultant list; however, this would reduce the efficiency of acquiring needed services by requiring a separate RFQ/RFP for each future housing/development project or have the tasks performed by existing staff. The latter options would have workload impacts on existing st aff, which could hinder the ability to comply with timing standards in state law.
