provide notice of the Electric
Vehicle (EV) Reach Code that the City has been working on, which would apply to new buildings and major renovations. My colleagues in Planning with the City provided your contact information to me.
To meet the growing need for access to EV chargers, the City of Goleta has been working on a potential EV Reach Code- as
local jurisdictions often adopt “Reach Codes” to increase the number of EV charging spaces required in new development.
A Reach Code is a local Building
Code that “reaches” beyond the state minimum requirements for building design and construction, creating opportunities for local governments to lead beyond state requirements.
The proposed EV Reach Code ordinance would
increase the number of EV charging spaces
and/or EV charging infrastructure
required in new
construction and major renovations. In the
ordinance, the City is proposing that new multifamily buildings, hotels and motels, residential homes, and nonresidential development, such as workplaces, are required to install a specific number of EV chargers and/or EV charger infrastructure beyond what the state currently requires. During the September 3, 2024 Discussion and First Reading of the EV Reach Code ordinance at City Council, City Council voted unanimously to approve the ordinance at First Reading with some modifications (reducing the requirements for non-residential construction, and adding in clarifying language and an additional major alterations/additions exception). The potential requirements for non-residential include: 1) new offices and retail developments shall provide 7% of parking spaces EV capability and 23% of parking spaces with EV Charging Stations (EVCS); and 2) all other new nonresidential developments shall provide 15% EV capable parking spaces and 15% EVCS spaces. City Council also directed staff to reach out to Goleta Valley Cottage Hospital about the EV Reach Code to ensure that our local Hospital is aware of the potential Reach Code that the Goleta City Council may be adopting on Sept. 17th.
