Dear Ms. Wells,
I am writing as a Goleta resident with some questions related to Item D.1 for the council meeting of 9/17/24 that I am hoping may be addressed in the presentation.
What is the practical benefit to city residents if new areas are brought into the City of Goleta's Sphere of Influence? Could you provide an example?
In terms of the various pending processes -- the MOA between the City, County, and LAFCO and the MSR update -- how long is all of this expected to take? I do not have a good sense of timing.
Does the Sphere of Influence discussion impact the Revenue Neutrality Agreement, if at all? If the city boundaries change, does that change the RNA?
Do SOI changes require county approval/cooperation? Or it would only be subject to a LAFCO decision?
