Agenda Item A.3

CPMS CONSENT CALENDAR
Meeting Date: October 15, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: JoAnne Plummer, Neighborhood Services Director PREPARED BY: Chuck Flacks, Homelessness Services Coordinator SUBJECT: Award of a Professional Services Agreement with Santa Barbara Alliance for Community Transformation (SBACT) for Homelessness Services Outreach and Navigation Center
RECOMMENDATION:

Authorize the City Manager to execute a Professional Services Agreement between the City of Goleta and the Santa Barbara Alliance for Community Transformation (SBACT) for ongoing facilitation of regional action planning and community outreach to coordinate homelessness services and provide public education and to establish a Neighborhood Navigation Center, in an amount not -to-exceed $133,175, for a term ending June 30, 2026, subject to Council approval of sufficient budget in future fiscal years.

BACKGROUND:

On June 21, 2021, the City Council approved a Professional Services Agreement 2021- 049 with SBACT for the creation and facilitation of a Goleta Regional Action Plan – a weekly series of activities that brought together social service organizations that wor ked with homeless people, City s taff in Neighborhood Services, Public Works, and Law Enforcement, interested partner agencies, and elected officials.

SBACT has continuously organized this weekly meeting and expanded it to include a once-a-month community forum where anyone in Goleta could bring concerns about the impacts of homelessness including encampments, vulnerable people on the streets, people living in vehicles, and the need for shelter.

On June 30, 2022, the City Council amended Agreement No. 2021-049 to extend the length of time of the agreement for another year and expand the funding available to continue these services.

On January 31, 2023, Agreement No. 2021-049 was amended a second time to increase the time of the agreement to June 30, 2023, and to add an additional task. SBACT would create a Neighborhood Navigation Center in Goleta to provide showers, essential 1 Meeting Date: October 15, 2024

supplies, access to the Coordinated Entry System for housing placement, and ongoing case management.

On June 20, 2023, Agreement No. 2021-049 was amended a third time to increase the total compensation from $45,000 to $83,000 and to extend the termination date of the Agreement to June 30, 2024.

On June 18, 2024, Agreement No. 2021 -049 was amended a final time to extend th e termination date to December 31, 2024.

The new Professional Services Agreement under consideration does not differ in scope from the previous agreement ; however, it does change the way SBACT will bill the City from a deliverables -based approach to an ho urly rate. This adjustment allows staff to track the number of hours dedicated to the efforts of each project.

DISCUSSION:

SBACT is requesting $57,075 for FY 2024 /25 and $76,100 for FY 2025 /26 to provide continued services as outlined in Attachment 1 . The difference in the annual contract amounts is due to three quarters of FY 2024 /25 (October through June) compared to a complete FY 2025/26.

The Goleta Homelessness Strategic Plan of 2021 had specific goals and measures of success for which SBACT has taken the lead on behalf of the City. Specifically, the plan calls for increasing the number of weekly meal and showering opportunities in Goleta and increasing community awareness of issues surrounding homelessness.

Since 2021, SBACT has served as the lea d organizing entity for the Regional Action Planning process in Goleta that brings together City staff, County staff, elected officials, community service providers, church groups, and law enforcement staff to coordinate services across the City and ensure that there is no duplication of efforts and resources are efficiently and effectively deployed.

Each month, SBACT has led a broader community meeting where all interested people are invited and a growing mailing list has been created to include residents, other service providers like CommUnify, UCSB, business owners, churches, CalTrans, and Union Pacific Railroad. In addition, SBACT and City Staff have been present at community events such as the Lemon Festival, Public Works Day, State of the City, and Coffee and Community to discuss how the community can help end homelessness and how the City can better respond to residents’ needs. SBACT also coordinates a regional collaborative (ACT on Homelessness) that seeks to increase communication among South County community members. The initiative is funded by the City of Santa Barbara and Goleta is an active participant.

In November of 2023, SBACT, under contract with the City of Goleta opened a Neighborhood Navigation Center at Christ Lutheran Church. Offering services one day a week, including lunch and connection to Coordinated Entry Services and interim housing, 2 Meeting Date: October 15, 2024

Page 3 of 4 ends

this is the first opportunity for weekly meals in Goleta in quite some time. The turnout at this site has been low and SBACT is considering other site s closer to public transportation. Showers of Blessing has indicated interest in providing showers at a new site that is closer to where homeless people reside and gather.

SBACT researched numerous sites for a navigation center. This site was the only one that was available at the time of the search due to a variety of factors (e.g., some properties co-located with childcare programs, some property owners not responding).

City staff are exploring the possibility of using a different one-day-a-week site starting late in the Fall of 2024.

SBACT has been a vital partner in implementing the Homelessness Strategic Plan as discussed above. They are also initiating some preliminary discussions around an update for the Homelessness Strategic Plan in FY 2026/27. The continuation of the relationship between the City and SBACT will allow for this important work to continue.

GOLETA STRATEGIC PLAN:

City-Wide Strategy : 2.1. Strategic Goal: Provide community development for neighborhoods and social welfare assistance for disadvantaged and/or marginalized groups.

Strategic Goal : 2.1.1. Implement the Homelessness Strategic Plan to prevent homelessness in the City and to address the needs of Goleta-area homeless, and those at risk of experiencing homelessness, including homeless veterans, youth, seniors, individuals, families, and the vehicular homeless.

FISCAL IMPACTS:

Sufficient budget is available to cover the contract amount of $57,075 in FY 2024/25. The additional $76,100 for FY 2025/26 budget is subject to Counci l approval and will be supported by future fiscal years recommended budget appropriations.

ALTERNATIVES:

The ongoing relationship with a neutral policy partner such as SBACT allows for engagement with the public and with partner agencies to achieve the goals of the Homelessness Strategic Plan. Alternatives to this agreement include:

 No partnership. The impact would require staff be devoted to the duties outlined in Exhibit A: Scope of Work (Attachment 1). The result would be a re-prioritization of efforts on homelessness services.

 Partial funding. SBACT could be engaged only to convene and not provide a Neighborhood Navigation Center. This option would save 500 hours or 39% of the budget. The impact would eliminate the implementation of a Navigation Center, which is part of the Homelessness Strategic Plan.
