Agenda Item C.3
DISCUSSION/ACTION ITEM
Meeting Date: January 21, 2025
TO: Mayor and Councilmembers
SUBMITTED BY: Deborah S. Lopez, City Clerk
PREPARED BY: Blake Markum, Public Records Specialist
SUBJECT: Selection of City Council Representatives to Regional Agencies and City Council Subcommittees
RECOMMENDATION:
A. Approve the Mayor’s appointments of City Council representatives and alternates to various regional intergovernmental organizations; and
B. Confirm membership on the City Council ’s existing standing and ad-hoc subcommittee members.
BACKGROUND:
The s election of Councilmembers to serve on regional boards , commissions, and committees follows the requirements of CA Government Code Section 40605 and the process provided in Goleta Municipal C ode (GMC) 2.15.050. Under GMC 2.15.050(B), Mayoral Appointment, “The Mayor shall, in his or her discretion and subject to City Council approval, appoint liaisons from among the members of the City Council to regional boards, commissions, and committees .” These appointments must be approved by the City Council in a public meeting. Under established City procedure, prior to the public meeting during which the Mayor proposes appointments to be approved by Council, the City Clerk request s that each Councilmembe r submit their preferences for appointment to regional boards, commissions, and committees. The City Clerk then provides these preferences to the Mayor , who makes selections and returns them to the City Clerk. The Mayor’s selections are consolidated into a spreadsheet by the City Clerk.
Also o n December 1, 20 20, the City Council agreed that the process for selecting i ts own standing and ad hoc subcommittee members will continue to follow the appointment practice that has been consistently used in years pas t, whereby appointment to a particular standing and ad hoc subcommittee is made by majority vote of the entire City Council. Prior to the public meeting in which the Council makes these appointments, the City Clerk requests that each Councilmember submit t heir 1 Meeting Date: January 21, 2025
preferences for appointment to standing and ad hoc subcommittees and consolidates the Councilmembers’ requests into a spreadsheet.
In general, City Council subcommittees consist of less than a quorum of the Council and enable Councilmembers and staf f to work closely on strategic priorities and collaborate on a number of issues important to the City. Often, committees serve as an opportunity to brainstorm and vet issues prior to their coming to Council for action. Typically, the appointments are made in even-numbered years for two-year terms, though that can be modified by the Council.
The City Clerk has requested that each Councilmember submit their preferences for any changes to current assignments to Regional, Ad Hoc, and Standing Committees and are provided in Attachments 1, 2 and 3 to this report.
DISCUSSION:
As mentioned above, Council was provided a current list of the appointments during the week of January 6, 2025, in preparation for this staff report. Councilmembers have been asked to indicate their appointment preferences and provide feedback directly to staff as indicated in Attachments 1, 2, and 3. Appointment opportunities have been organized into three broad categories; (1) Regional Agencies, Intergovernmental Boards, Commissions, Task Forces, (Attachment 1); (2) Internal Standing Committees (Attachment 2); and (3) Internal ad -hoc committees (Attachment 3). The components of each category are contained with summary tables in each attachment, and a summary of each category is also provided below:
