Meeting Date: January 21, 2025
TO: Mayor and Councilmembers
SUBMITTED BY: Luz “Nina” Buelna, Public Works Director
PREPARED BY: Michael Winnewisser, Project Manager
SUBJECT: Update to the 2023 Pre-Authorized Consultant List RECOMMENDATION:
Approve the update to the established 2023 Pre-Authorized Consultant List for various Professional Services.
BACKGROUND:
The City engages private consultants to perform a variety of City professional services.
Prior to initiating a contract, the purchasing regulations in the municipal code require open solicitation for the necessary services, done through the Request for Proposals/Request for Qualifications (RFP/RFQ) process. On January 17, 2023, the City Council adopted the 2023 Pre-Authorized Consultant List.
By maintaining current lists of pre -authorized consultants, the City can efficiently hire qualified consultants as needed. Once the consultant firms are qualified, the list can be used for three years, with two one-year extensions for a total of five years.
The current list does not meet the City’s necessary breadth and depth of services , and on August 20, 2024, the City released an RFQ to update the 2023 Pre-Authorized List.
The disciplines listed in this RFQ included:
Public Relations Services
Right-of-Way Services
Construction Management Services
Development Review Services
Engineering (Electrical, Mechanical, and Structural) Services* Engineering and Environmental Services
Environmental Assessment and Compliance Services*
Environmental Planning and Permitting Services
General Architecture Services*

** Indicates a category with a change in scope
Various firms that provide the requested services were notified of the RF Q and it was listed on the City’s website and PlanetBids Portal. No Statements of Qualifications (SOQ) were received for Procurement Services.
DISCUSSION:
The City does not have staffing to cover all of the above services and disciplines required for upcoming projects and workload. It is efficient to have a pre -authorized list of consulting firms that can provide services as needed.
By establishing a pre -authorized consultants list with multiple firms, the City can avoid potential conflicts of interest while maximizing flexibility and expediting needed services.
It also eliminates the need for multiple Request for Proposals (RFP) or RFQs to be released each time the City needs these services . The recommended list of pre - authorized consultant firms provides a mix of specialties covering the anticipated projects and services needed for all City departments that utilize the list for their projects.
An RFQ to update the 2023 Pre -Authorized Consultant List was issued on August 20, 2024. SOQs were submitted by October 1, 2024 , and a review period followed. Firms deemed qualified were included on the Updated 2023 Pre -Authorized Consultant List (Attachment 1), in addition to the firms already on the existing list.
As services are needed, scopes of work and rates will be negotiated with firms on the list.
Contracts with listed consultants will be established in accordance with the City’s municipal contract code.
Inclusion on the pre-authorized list of qualified consultants does not guarantee that a firm will be placed under contract. The City reserves the right to release a separate RFQ/RFP for highly complex and/or federally funded projects.
FISCAL IMPACTS:
There are no fiscal impacts associated with this item.
2 Meeting Date: January 21, 2025
ALTERNATIVES:
Council may elect to not approve the updated pre-authorized consultant list; however, this would reduce the efficiency of the projects City-wide, as it would require a separate RFQ/RFP for each sought contract. This alternative would both delay future projects and increase project costs.
