Item II. Deltopia 2025 Parking Restrictions
BACKGROUND:

In past years, the City experiences impact from unsanctioned Isla Vista events. Over the past several years, these events have occurred during the Fall Halloween event, and the Spring Deltopia event. Deltopia is an unsanctioned spring break event usually held the weekend after students return from their Spring break to the Isla Vista area. Deltopia 2025 is anticipated for Friday, April 4th through Sunday, April 6th. For the 2024 Deltopia, the Sheriff’s Office and partner agencies issued 256 citations and made 32 arrests (all misdemeanors). In 2023, there were a total of 151 citations, and 23 arrests. In past years, an estimated 25,000 people have passed through Goleta for this popular annual event.

In partnership with Santa Barbara County, and surrounding jurisdictions (UCSB, Isla Vista Community Services District), the City of Goleta has implemented parking restrictions for the anticipated weekend. The restrictions are meant to ensure the safety of students and the broader community during the annual unsanctioned event commonly known as Deltopia.

For these types of events, the City of Goleta’s temporary permit-only on-street parking program for residents was implemented, it has been deemed successful in reducing impacts to Goleta residents in the implementation areas.

One of the significant impacts from these Isla Vista events has been parking overflow into the University 1 and 2 neighborhoods in Goleta, and associated noise and other disturbances from individuals returning from Isla Vista to their vehicles in the late evening and early morning hours.

Staff seek to continue this program and modify both the hours and scope of the restriction for the upcoming Deltopia event to ensure Goleta neighborhoods and community members are protected from negative impacts resulting from this year’s event.

In preparation for the upcoming event, staff discussed planning with the Sheriff’s Department for the 2025 event. Since the event is primarily a daytime event on Saturday of the designated weekend, law enforcement recommended having parking restrictions in effect from noon on Friday, April 4th through 7:00 AM on Sunday, April 7th. Based on observations from prior years, where non-residents began parking in the area late Friday and proceeding into the Isla Vista neighborhoods, the Sheriff’s Department believes this adjustment would deter individuals from participating in the event. Typically, both the anticipated weekend and the following weekend are included in the restrictions due to the potential for inclement weather causing participants to delay the event to the following weekend. The same proposed parking restriction times would apply for the following weekend (Friday April 11th through Sunday April 13th).

Further consideration was given to Girsh Park programming with this proposed change. It was recommended that a daytime pass would be available for Girsh Park activities, allowing parents and community members to participate in Little League programming activities. City staff discussed this revised parking program restriction with Girsh Park Executive Director, Ryan Harrington. They support the proposed recommended change.

Staff is requesting the committee review and discuss the proposed change for the upcoming 2025 Deltopia parking restrictions.
