TO: Mayor and Councilmembers
SUBMITTED BY: JoAnne Plummer, Neighborhood Services Director PREPARED BY: Jason Levy, Emergency Services Coordinator SUBJECT: Temporary On -Street Parking Restrictions for the 202 5 Isla Vista Deltopia Event
RECOMMENDATION:
Adopt Resolution No. 25 -__ entitled, “A Resolution of the City Council of the City of Goleta, California Establishing Temporary On-Street Parking Restrictions Related to the 2025 Isla Vista Deltopia Event.”
BACKGROUND:
In past years, the City experienced impacts from unsanctioned events in Isla Vista. Over the past several years, these events have occurred during the Fall Halloween event and the Spring Deltopia event. Deltopia is an unsanctioned spring break event usually held the weekend after students return from their Spring break to the Isla Vista area. Deltopia 2025 is anticipated for Friday, April 4th through Sunday, April 6th. For the 2024 Deltopia, the Sheriff’s Office and partner agencies issued 256 citations and made 32 arrests (all misdemeanors). In 2023, there were a total of 151 citations and 23 arrests. In past years, an estimated 25,000 people have passed through Goleta for this popular annual daytime event.
In partnership with Santa Barbara County, and surrounding jurisdictions (UCSB, Isla Vista Community Services District), the City of Goleta has implemented parking restrictions for the anticipated weekend. The restrictions are meant to ensure the safety of students and the broader community during the annual unsanctioned event commonly known as Deltopia.
One of the significant impacts from these Isla Vista events has been parking overflow into the University 1 and 2 neighborhoods in Goleta, and associated noise and other disturbances from individuals returning from Isla Vista to their vehicles in the late evening and early morning hours.
1 Meeting Date: February 18, 2025
On February 5, 2025 , the Public Safety and Emergency Preparedness Standing Committee discussed the ongoing parking restrictions and recommended going forth with the parking restrictions related to the 202 5 Isla Vista Deltopia event, with a modification to the time of the restrictions.
DISCUSSION:
In past years, both UCPD and the Santa Barbara County Sheriff’s Office have increased officer presence during the Deltopia event in partnership with other UC campuses and law enforcement jurisdictions, respectively. Additionally, UCSB, via its Parking Services, has implemented on -campus parking restrictions for the weekend that Deltopia occurs.
UCSB is expected to take the same measures for this spring’s event. Historically, the increased parking restrictions on campus have resulted in event attendees utilizing parking within the local Goleta neighborhoods and businesses.
To dissuade partygoers from parking in the Goleta neighborhoods closest to Isla Vista, staff are proposing a temporary on -street parking restriction in the University 1-2 neighborhoods, limiting parking to only residents and/or attendees for sanctioned Girsh Park activities. Historically, the times of the restrictions were limited to the late afternoon and overnight. As the Deltopia event occurs during the day, the proposed restriction times would span from noon on Friday, April 4th through 7:00 AM on Sunday, April 7th . The dates of these restrictions are dependent on when the unsanctioned D eltopia event is held. The most likely dates are April 4th through April 6th, but staff are prepared to implement the same restrictions the following week, April 11th through April 13th, should the event take place one week later.
Further consideration was given to Girsh Park programming with this proposed change.
It was recommended that a daytime pass would be available for organized activities at Girsh Park, allowing parents and community members to participate in Little League programming activities. Ci ty staff shared the proposed changes in the revised parking restrictions with Girsh Park Executive Director, Ryan Harrington. Provided daytime parking passes can be issued to the Little League families, Mr. Harrington is in support of the proposed change.
The proposed parking restriction area generally has the following boundaries: Cannon Green Drive to the east, Hollister Avenue to the south, Storke Road to the west, and Whittier Drive to the north. A map of the proposed parking restriction area is provi ded in Attachment 1. This area is comprised of an estimated 1,250 dwelling units representing approximately 4,000 residents. Parking permits will be required to be taped to the inside of the vehicle’s driver’s side window during the restricted hours as noted above . A resolution imposing these restrictions is included for the Council’s consideration as Attachment 2 to this report.
The affected streets will be posted in advance to allow towing consistent with Section 22507 of the California Vehicle Code. Vehicles found parked on any of the streets in the University 1-2 neighborhoods during the restricted times, not displaying the appropriate parking permit, will be subject to ticketing and/or towing. In lieu of towing , citations are 2 Meeting Date: February 18, 2025
preferably issued for vehicles in violation of the resolution unless the vehicle is parked in an unsafe condition as defined in Section 22500 of the California Vehicle Code or has already received a citation for the same violation within the previous 24 hours.
A total of four electronic message boards will also be deployed in several entrances into the University 1-2 neighborhoods to provide added and visible notification of the parking restrictions. Staff will post notices on the streets subject to the parking restrictions specified in the Resolution 72 hours before the restrictions take effect.
An outreach effort will be coordinated by the City’s Community Relations Manager, and will include social media notifications, automated phone, email, and text messaging, press release, an article in the Monarch Press, postings on Nextdoor, and updates to the City’s website.
Households will be mailed two parking permits. Staff have an accurate mailing list for the entire area, based on information from past events and residents’ comments. Additionally, Girsh Park management will receive parking permits to distribute to their facility participants.
On the Monday morning following Deltopia, Public Works staff will also go through the subject neighborhoods to remove any trash or debris from the streets.
GOLETA STRATEGIC PLAN:
The restrictions are meant to ensure the safety of students and the broader community during the annual unsanctioned event. This program aligns with the City of Goleta’s strategic plan to support public safety and the quality of life of the community. The parking restrictions serve as a deterrent for vehicles parking in the neighborhood where individuals return at late hours, creating a nuisance to the community. Additionally, this program ensures that community activities at Girsh Park may proceed uninterrupted by additional vehicles parking in the area.
City-Wide Strategy:7. Maintain a Safe and Healthy Community Strategic Goal: 7.2 Participate in regional public safety collaboration
FISCAL IMPACTS:
The City’s adopted Fiscal Year 202 4/2025 budget includes $25,000 in account 101 -60- 6100-54006 (Special Event Response) which is intended to cover related expenses for the Fall Halloween event and the Spring Deltopia event. These costs include the printing and mailing of parking permits to residents in the restricted area, posting signs throughout the neighborhoods, and the placement of four electronic message boards at the entrances to the neighborhoods.
The additional law enforcement presence in the City rel ated to the upcoming Deltopia event will be covered within the City’s Deputy Sheriff Service Unit contract model, without incurring additional charges related to overtime.
3 Meeting Date: February 18, 2025
All tow costs of vehicles parked in violation will be borne by the registered owne r(s) of any vehicles towed.
