I restored two 1870’s, Victorian homes on Martha’s Vineyard in Massachusetts and restored a five-story. 1870’s brownstone in Boston, Massachusetts. I also developed this brownstone into four condominiums and sold them individually. All properties are now listed within National Historic Register neighborhoods. I also worked closely with Bertrand Goldberg & Associates in Chicago in the design and eventual construction of Brigham and Women’s Hospital in Boston —- a merger of four Harvard teaching hospitals.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? All of those characteristics (buildings, landscaping, signage and lighting) should be harmonious. They should compliment one another so that the completed project satisfies the owner but also is satisfactory to the neighbors and the neighborhood in which the project exists. Because of my working relationship with Bud Goldberg (Bertrand Goldberg & Associates) in Chicago, I admire Goldberg’s designs and particularly his curvilinear concepts whereby every internal space has an external view of a horizon.

16 Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
As a long-time resident of the area and now of the City of Goleta, I am interested in and concerned about how the City's built environment (buildings, signs and lighting) can be impacted by poorly designed buildings and project components. My goal of joining the DRB is to ensure that projects being reviewed meet the intent as well as the policies governing development so that they enhance the city's urban environment and not detract from it.

Question applies to multiple boards
Have you obtained any memberships in professional organizations? NO
Question applies to multiple boards
What civic and/or volunteer activities have you participated in? You may include past or present activities.

I don't have any formal civic or volunteer activities of note, other than my appointments to the DRB and the SB County planning commission. However, since City incorporation my civic activity has been to follow City planning commission and Council meetings as well as DRB meetings after I was no longer a member. I read their agendas and participate in their meetings: I write letters and/or provide testimony at hearings, Recently, I had the opportunity to be the community stakeholder involved with the "roll-out" of the City's LED street light conversion process. Further, I was just notified that I was chosen to be a member of a focus group regarding the development of an Economic Development Strategic Plan. I've really appreciated these opportunities to be involved in City activities and efforts.

Question applies to Design Review Board
List your relevant experience as it relates to: A) Reading plans (i.e. site plans, elevations, roof plans, building sections, grading plans, landscape plans, photometrics, lighting cut-sheets, sign plans, and sign sections). B) Making findings (i.e. determining if a project be compatible with the neighborhood in terms of size, bulk and scale; if a project has a well- defined/harmonious relationship to its surroundings; if a project impacts or enhances a viewshed; if a project will respect the privacy of neighbors.

As a member of the first DRB and a SB County Planning Commissioner, I read site and building plans, grading plans, landscape plans, lighting plans and cut-sheets, sign plans and sign sections. Not only do I read landscape plans, but as a gardener and horticulturalist, I know a lot about plants and landscapes. Further, I understand the issues of neighborhood compatibility, size, bulk and scale issues, visual resource impacts of structures on the environment, and privacy issues as related to building design. In 2006 I was a member of a Santa Barbara County steering group working on a document writing design guidelines for residential development in the Eastern Goleta Valley of SB County which dealt with many of the aforementioned topics. Below is a link to that document in case you are interested:
https://docplayer.net/57210245-Eastern-goleta-valley-residential-design-guidelines.html As both a DRB member and County planning commissioner, I was required to make findings for project approval and for most projects at the conclusion of their discretionary review, such findings could be made. However, equally important is the ability to vote "no" if findings for approval can't be made.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? LIGHTING: Dark Sky lighting must be used in all outdoor lighting applications. I follow DRB projects with significant lighting components in them: the Hollipat Parking Lot and the Bermant/Seymour Duncan project are two such recent projects. For this latter project, I worked with the applicant and requested that they reduce the color temperature of their parking lot lights from 4000K to 3000K (which reduces the effect of "sky glow" or light pollution into the night-time sky) and they agreed to do this. Further, in a nearby parking lot, not part of the aforementioned project, was a very old high-pressure sodium dual headed cobra light. I requested that they also convert the existing lights to LED lights and they indicated they would! SIGNS: Signs need to be a subordinate element in the built environment: the size, kind, and number permitted for each business needs to be controlled so that they don't over take other design considerations in the City's streetscape. Too many signs can and will negatively affect the community aesthetic. When the City was drafting standards for its sign ordinance, I advocated strongly for not allowing Electronic Changeable Copy signs and fortunately the City greatly limited their use and scope and I hope that it was my advocacy for this that made a difference. LANDSCAPING: Landscaping is an important project element in "softening" structural development, providing "greenspace" against a "hardscape." A landscape design philosophy depends upon the kind of project (i.e. residential or business) and project size, location, and specific requirements of the project site. As a minimum, I believe that a landscape plan as part of any project must have a plant palette that is appropriate for our climate, the site, and that doesn't use much water. For commercial projects there should no be exotics as was proposed in the Calle Real Shopping refurbishment project, recently presented at the DRB, where cactus was included as part of the proposed plant palette. While this plant is water thrifty, those prickly cactus spines are not appropriate in a commercial setting. Trees are also an important element in a landscape and should be used if the project has room to accommodate their eventual size: the Maravilla retirement project on Calle Real is a wonderful example of this for it has many huge trees throughout its complex. Unfortunately, trees are not always welcome in a commercial landscape setting. Many business owners don't want trees because they can "hide" a business's storefront and signage (my experience with the landscape plan for the Fairview Shopping Center remodel). So, project landscaping, while beneficial and very important from my viewpoint, often needs to be balanced by project and applicant needs.

DESIGN PHILOSOPHY: For our built-out community with few large tracts of land left for development (except for Bishop Ranch), my preference is that new structures or those undergoing significant remodeling be compatible with adjacent structures, fit into the streetscape and with the character of the neighborhood. It is all about context. New buildings to the extent possible, should be designed with "360 degree" architecture. If adjacent to a scenic corridor or located in a viewshed corridor, building design must respect these contexts: enhance the view of the project from the scenic corridor and be subordinate in size and scale and height so as not to impact viewing angles in the viewshed. The City's views of the mountains are spectacular. are valued by all live here, and define our community.

Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
I would bring a lot of experience and knowledge to the DRB, not only from being a prior member of the DRB, but also because of my interests in the aesthetic and visual resources and their importance to our City. I have the time to prepare for and attend meetings and the experience and ability to participate fully in DRB meetings immediately upon joining the DRB should I be selected.

Dear Mayor Perotte and Councilmembers,
Please accept this letter as an addendum to my application for the Design Review Board (DRB).

It
has been a privilege and a pleasure to have served on the City’s Design Review Board for over 13 years. I was appointed to the first DRB which convened shortly after t
he City’s incorporation in 2002. I served about 10 ½ years in that position and have just
completed a 3-year term.

I have gained a lot of experience in reviewing all kinds of projects during my tenure on the DRB. I can understand landscape plans for I have knowledge of the plants used in proposed landscape projects. I can evaluate and comment on design-related issues for structures and signs, and I believe that I am the only community member on the DRB who can understand
lighting plans to ensure that Dark Sky lighting principles are being used in lighting for the project. Below are a variety of the projects I have participated in reviewing during my two terms on the DRB:
> A s
ingle family home subdivision on the coast in Ellwood, a new shopping center on Hollister with an apartment complex at its rear, four new hotels, upgrades to Goleta Valley Cottage Hospital and a new medical office building, the Fairview Shopping Center renovation, and upgrades to two car dealerships in Old Town > LED parking lot upgrades in Fairview Shopping Center, Camino Real Marketplace and Goleta Valley Cottage Hospital
>Free-standing and wall signs in commercial areas throughout the City >Cell sites (fortunately most hidden from view)
>Landscaping in medians on Hollister
With my background as a long-time DRB member and as a Goleta citizen interested in well-designed buildings and signage, neighborhood compatability and community character issues, and the use of Dark Sky lighting standards for lighting project, I know that my experience would benefit the DRB’s design review efforts. Thank you very much for considering my comments.

Sincerely,
//s// Cecilia Brown

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? Goleta's special quality stems from its unique historic heritage and its extraordinary setting between mountains and sea, so its buildings and site design must project the character of the region. The city's built environment should not mimic a development aesthetic of facile sameness that characterizes much of southern California sprawl. Many California architects and landscape architects recognize and embrace the "sense of place" that make this region unique. With the increase in building projects, it is more important than ever to have competent professionals review projects that come before the architectural review board.

Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
Board currently has no landscape architect. I have 30 years experience as a landscape architect at local office. I live adjacent to City of Goleta.

Why are you interested in serving on a board, commission or committee? I want to get locally involved in an area of personal interest such as design, architecture or the arts. I am not a professional in any of these areas but I do have a passionate interest. I strongly feel that public areas of Goleta are lacking a cohesive look and feel, but any approach toward a cohesive feel needs to be sensitive to our beautiful natural surroundings.

I have a Bachelors in Liberal Arts and a Master of Business Administration from Mount St.

Mary's University in Los Angeles. I have worked in leadership roles in Procurement for 25+ years, including procuring materials for capital projects, hiring landscape architects and interior design firms. I am deeply interested in design and interiors as well, including public spaces. I have traveled to 30+ countries and those experiences contribute to my sense of good design also.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? My design philosophy is that buildings and structures should be at a human scale, accessible, and respectful of the environment where it stands. Structures should feel welcoming and be considerate of a user's physical abilities. I personally do not care for signage that extends past the roofline of a structure. Natural interior lighting from windows or skylights should be considered as it both conserves energy and can invigorate a space and it's inhabitants, not to mention we have plenty of sunny days.

Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
I feel I should be appointed because I have an interest in seeing how design decisions are made, particularly in a young city such as Goleta. Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? I can serve as either an @ Large Member since I live in Goleta -OR- as the Licensed Landscape Professional. I previously served on the DRB for 8 years and I enjoyed my time on the board and working with City staff. I enjoyed solving the challenges that were brought before the DRB, I have the time available to dedicate to this position.

Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.

I am a licensed landscape contractor. I owned my own landscape and full service tree company for over 30 years. I have experience in designing and drawing landscape designs as well as interpreting blue prints. I have designed and implemented both simple and complex landscapes and have experience with various types of irrigation systems. I understand the importance of proper drainage. I have implemented a lot of drain work and am familiar with various drainage materials. Most of my work was with residential landscape projects. However, I have also worked on commercial projects. My tree service involved all types of tree work from removal of large, dangerous trees to thinning and shaping of small trees and grinding stumps. I am also a nationally recognized Artist. As an artist, I have a good visual sense of things where it comes to aesthetics, colors, etc. which can help with some of the DRB overall discussions about projects.. I feel that I can continue to offer good sound advice and insight as a member of the Design Review Board.

I am familiar with many of the above referenced plans and am very comfortable reading various types of plans. I had no problems reading and interpreting plans during my prior 8 years of service on the DRB. I had no problems making findings and bringing up items for discussion during our recorded meetings.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? Things have to be well planned out. As I said at previous DRB meetings, “everyone thinks that their football team is going to win the Super Bowl – On Paper!”... But, on game day, things don’t turn out that way. Drawings for buildings, landscaping, signage and lighting are done with the best of intentions. However, once work begins in the field, items on the drawings don’t always match the conditions in the field.

Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
I don't have a political or personal agenda. I have the experience and knowledge to serve on the DRB. I would be honored to serve again.

44 Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
Feeling a desire to help our beautiful city continue to thrive in a way that I can contribute via my viewpoints and experiences. I notice design of buildings and landscape as I am a very detailed observer. Changes are always very noticeable to my keen eye. When traveling I appreciate the architecture, landscape, and environment via my love for photography. I believe a city should care about design as it makes it more desirable for potential residents, businesses, and visitors which then helps the city's revenues.

I have unprofessional experience in reading plans of my personal house as it was built.I am a quick learner if the experienced professional members can help the At-Large members. As mentioned above, as long as I understand the plans size and scope, I can extrapolate the fit to the area as I am very good with spatial recognition. (Fun example: I am the one in my family that knows before trying how to fit items in a confined space just by looking at the items and space constrictions.)
Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? My personal philosophy is that buildings, landscape, signage and lighting are key components that should be compatible to the immediate surroundings without causing detrimental effects to the "neighbors" of the area proposing change. I love all types of design whether classical, mid-century modern, Spanish, current modern, or whimsical. They all have their place they look best and fit in. While I believe SB is beautiful with its Spanish style, Goleta needs its own identity.
