SUBJECT: Generat Services Department {GS Dept.} Priority Setting Workshop - Fiscat Year 2025126 Annual Work Program. Agenda ltem 8.2, CPMS DISCUSSION/ACTION ITEM Meeting March 4,2025 Dear Mayor and Councit Members
Thank you for the opportunity to present information for your consideration as it pertains to the important work program for the Generat Services Department. This city department provides an important tink for communications and the management of the South Coast Raitroad Museum. The Board of SCRM appreciates your staff's direct involvement in hetping futfit our mutua[ lease agreement obtigations.

The summary betow outtines the key projects and improvements that shoutd be prioritized within the GS Department's wo!'k program, atongside the ongoing safety raiting initiative. 1) Storage Shed Reptacement.

More than a year and a hatf ago after broken tree tirnbs damaged our storage shed, we requ€sted the city to trim and remove additionat and obviousty dangerous timbs overhanging the shed. Prior to taking any action, additionat branches broke and destroyed the storage shed. The city very kindty offered to reptace the shed and requested that we recommend a new [ocation that was preferabty not under a tree. We have submitted the design and [ocation for a 120-square-foot shed to the city and expect its replacement soon. The shed replacement does not appear on the proposed GS Dept work program. The loss of the shed for storing recreational items has made it chattenging for our staff and votunteers to assist visitors in enjoyingthe museum grounds. 2) Safety and Drainage project
Attached is a copy of a letter previousty sent requesting the addition of this project as a priority in the city's ClP. The Safety and Drainage project not only hetps reduce the potentiat tiabitity by making the museum grounds safer for pedestrians, improve comptiance with ADA access, but atso diverts rainfatt runoff from accumutating under the structure of the historic depot. For the past two years the SCRM has paid the cost, arranged the professional engineering ptans, biotogicat report, and process for the city's approvat. We have secured the tand use and grading permits to do the work. lt is a "shovel ready " project. This Safety and Drainage project shoutd be prioritized in the Capitat Improvement Program (ClP) and inctuded in the General Services Departrnent's work program for the upcomingfiscat year. SCRM has expended over $75,000 and offered to contribute an additionat $25,000 to make the SCRM grounds safer and preserve the historic depot from damage to its foundation by accumutating water.

Thank you again for the time to present our suggestions for the GS Departments ptanned work program.

Goleta City Council
Subject: Agenda item 25-049, Capital Improvements Program Dear Honorable Council Members
Thank you for your kind invitation to submit capital projects for funding consideration. We are writing to you on behalf of the South Coast Railroad Museum (SCRM), a dedicated non-profit organization committed to preserving and celebrating the rich history of the railroad in our region. As part of our ongoing efforts to enhance the museum experience for our visitors and ensure the preservation of our historic site, we have initiated a crucial Safety and Drainage project.

The Safety and Drainage project will both improve the safety for pedestrian museum visitors and to ensure that storm water is redirected from accumulating under the historic Depot structure.

As of this date working with the city staff the project has secured full approval of the engineering plans including a construction permit. The Museum has funded the cost of the plans and with the city staff’s able assistance have the project “shovel ready”.

At this juncture it is unfortunate that the Non-Profit South Coast Railroad Museum does not have sufficient funds to complete the entire project as approved. While we intend to proceed with some early partial stages of the work that combine with a turf maintenance and restoration project in our birthday picnic area, we are unable to fund the entire project as shown on the approved engineering plans.

Our request is that the city includes the completion of the approved Safety and Drainage project including implementation and project management in its CIP . To date the SCRM has funded the engineering plans and portion of the drainage and access work for approximately $75,000 dollars. Furthermore, SCRM can commit to an additional $25,000 to help this work to proceed this coming fiscal year. The current construction cost estimate to complete this project is $225,000 which would require city funding of $200,000 in its CIP plan.

SCRM respectfully requests the city to consider funding and implementing this project Sincerely,

Board of Directors
