A. Authorize the City Manager to issue purchase orders to, and to execute all required documents with National Auto Fleet Group and Winner Chevrolet, in the amounts of $122,105.82 and $41,466.50 respectively, for the purchase of two Ford F -150 Lightning Truck Pro vehicles and one Chevrolet Equinox EV; and B. Authorize the City Manager to approve purchase orders up to $8,178, or five percent, above the quoted price to account for changes in base cost, specifications, or requested upfitting of the vehicle, which may have transpired since the vendor provided the original quote to the City; and
C. Authorize the budget appropriation transfer of $ 122,110 from Program 5400 to Program 1830 – Fleet Management as described in the Fiscal Impact Section.
DISCUSSION:
The City owns a fleet of approximately 26 vehicles. One of those vehicles, a 2009 Nissan Altima (Vehicle No. 12), which serves as a pool vehicle for common use, has reached its end of life and needs to be replaced. Moreover, in Fiscal Year 2024 -25, City Co uncil approved the creation of two new Lead Maintenance Worker positions in the Public Works Department, both of which are heavily dependent upon vehicle use to perform essential job functions.
The City’s Green Fleet Policy prioritizes the purchase of Ze ro Emission Vehicles (ZEV) unless the ZEV option poses significant limitations to range, passenger or towing capacity, or fueling availability, etc. Staff did not identify any functional element that could not be satisfied by a ZEV. For this reason, Staff recommends that the City purchase the vehicles shown in the table below.

Cooperative Purchasing
Section 3.05.100 of the Goleta Municipal Code allows the City to obtain equipment and services through a cooperative bidding procedure that is conducted by another local, state, or federal agency, which allows the City to take advantage of the cooperative purchasing award and competitive contract pricing. The proposed vehicles listed above are all priced in accordance with cooperative purchasing agreements through both Sourcewell and the State of California Department of General Services. Following Council approval, Staff will issue purchase orders to each vendor referencing the cooperative purchasing agreement that underpins the price.
FISCAL IMPACTS:
The total one-time cost of the three vehicle purchases is estimated at $163,572. Existing appropriations in Program 1830 will be used to cover the cost of the Chevrolet Equinox.
Staff is requesting a transfer of funds as described below to cover a portion of the two Ford F-150 Lightning vehicles, which exceeds the existing budget.

As discussed on December 3, 2024, there was an estimate of approximately $140,000 of one-time available budget related to funding set aside for splash pad maintenance (GL Account 101-50-5400-51300) that would be available for one-time costs associated with the two new lead Maintenance Worker positions in Public Works, including providing vehicles.
FISCAL IMPACTS:
Council may choose not to support the recommended action. However, doing so would severely hamper delivery of Public Works Maintenance activities.
