Preliminary Budget Overview & Process
April 15, 2025, Fiscal Year 2025/26 & 2026/27 Preliminary Operating Budget Review 2 Preliminary budget reflects amounts in the development process, and changes will continue to be made after the workshops, including incorporation of City Council input Spending plan supports Council’s priorities from the Strategic Plan and Annual Work Program Workshops:
2025-27 Strategic Plan Updates and Future Priorities Workshop held February 18, 2025 Annual Work Program Workshops held March 4, 18, and April 1, 2025 Preliminary Budget Overview

Five-Year Forecast
210
Financial Outlook
April 15, 2025, Fiscal Year 2025/26 & 2026/27 Preliminary Operating Budget Review 3 Balanced Budget with Long-Term Fiscal Challenges
For the next two years, service levels are expected to remain largely status quo
Ongoing revenues are sufficient to cover ongoing expenditures, but will remain challenged to address deferred maintenance or increase service levels
One-time needs met with one-time funds, preserving fiscal discipline The city is expected to meet reserve targets and compliance requirements
Economic Uncertainties
Challenging economic conditions for everyone
Unpredictable shifts in federal policy and funding, creating elevated fiscal uncertainty
Increased risk of economic slowdown or recession
Key revenues remain sensitive to consumer behavior -
sales tax and transient occupancy tax (TOT)
Fiscally stable today, but constrained going forward, as future enhancements will require tradeoffs or new revenue streams 211
Budget Strategies
April 15, 2025, Fiscal Year 2025/26 & 2026/27 Preliminary Operating Budget Review 4 Balanced budget while focusing on:
City priorities, fiscal stability, and identifying and mitigating fiscal risks Eliminate the use of one-time resources for ongoing costs Plan for the future by anticipating long-term needs:
Create and maintain prudent reserves:
Public Facilities/Building Maintenance Reserves
Capital Improvement Program Funding
Funding policy for Section 115 Trust (pension and retiree healthcare costs Explore options to grow revenue and support long-term sustainability Cost reduction strategies are
identified and available if needed ---
not recommending any cost
reduction strategies
