Agenda Item A.3

CPMS CONSENT CALENDAR
Meeting Date: May 6, 2025
TO: Mayor and Councilmembers
SUBMITTED BY: Kelly Hoover, Community Relations Manager PREPARED BY: Jaime Shaw, Management Assistant
SUBJECT: Award of Contract for On-Call Video Production Services RECOMMENDATION:

Approve and authorize the City Manager to execute a Professional Services Agreement with Paradigm Pictures SB to provide On-Call Video Production Services in an amount not-to-exceed $165,000, for an initial term through June 30, 202 8, with two, one -year options to extend at the discretion of the City and subject to adoption of the Fiscal Year 2025/26 and Fiscal Year 2026/27 budget.

BACKGROUND:

Since 2020, the City has contracted with Paradigm Pictures SB to provide on-call video production services. These services have been crucial to supporting the City’s community outreach by producing high-quality videos that are distributed through the City’s website, social media channels, YouTube , and Goleta TV Channel 19 . On June 30, 2025, the agreement with Paradigm Pictures will expire.

On March 13, 2025, the City issued a Request for Qualifications (RFQ) for On-Call Video Production Services to establ ish a new agreement in anticipation of the current agreement’s expiration on June 30, 2025. The RFQ was issued consistent with the Goleta Municipal Code requirements. Proposals were due on April 3, 2025. The city received proposals from Liz G Photography, Black Diamond, Lure Digital Agency, VideoVets, and Paradigm Pictures SB.

DISCUSSION:

A panel consisting of Community Relations staff evaluated the proposals based on established selection criteria, including experience, technical competence, responsiveness, pricing competitiveness, and overall quality of past work . Additionally, Paradigm Pictures SB already provides quality services to the City of Goleta, working with Community Relations staff to develop a strong video presence for the city. 1 Meeting Date: May 6, 2025

Page 2 of 2 ends

Paradigm Pictures SB, since 2020, has maintained excellent quality and responsiveness.

Their familiarity with the City’s expectations, processes, and bilingual communication needs make them uniquely positioned to continue providing these services without disruption.

The proposed agreement will establish Paradigm Pictures SB as the City’s primary provider for video production services, with the flexibility to engage additional providers if needed.

GOLETA STRATEGIC PLAN:

City-Wide Strategy: 8. Enhance the Efficiency and Transparency of City Operations.

FISCAL IMPACTS:

The proposed agreement is for a total not -to-exceed amount of $ 165,000, for an initial term through June 30, 2028, or a three -year period, with optional one -year extensions available at the City’s discretion. As shown in the table below, sufficient funding to cover the first two fiscal years is included in the proposed Fiscal Year 2025/26 and 2026/27 budget within the Community Relations Division's Professional Services Account (Account No. 101-10-1500-51200). Funding for future fiscal years will be programmed accordingly, subject to future City Council budget approval.

ALTERNATIVES:

The City Council could choose not to award the agreement to Paradigm Pictures and direct staff to reopen the RFQ process. This alternative would delay the execution of future video production services and impact the City's ability to maintain timely and effective community outreach.
