SUBJECT: Award of Goleta City Grants for Fiscal Year 2025-2026 RECOMMENDATION:
Approve the Fiscal Year 2025-2026 Goleta City Grant Program funding recommendations of the Human Services Standing Committee, Homelessness Issues Standing Committee, Economic Development and Revitalization Standing Committee, and the Parks and Recreation Commission.
BACKGROUND:
The Goleta City Grant Program provides grants of up to $10,000 for non -profit organizations involved in providing public services, educational and cultural activities , such as music, art, dance, and recreation, in addition to Goleta-oriented special events and regional projects that enhance and support the quality of life in Goleta. For Fiscal Year 2025-2026 (FY 2025-26), a total of $250,000 is available to award in Goleta City Grants. The grant cycle opened on December 12, 2024, and closed on January 31, 2025.
On December 1 2, 2024, the City published a Notice of Funding Availability (in English and Spanish), inviting applications for FY 2025-26 funding through both the Goleta City Grant and CDBG programs. Outreach efforts included newspaper advertisements in The Independent and El Latino , the City's website, social media channels, and direct notification to former applicants and interested parties. During the application period, staff held two mandatory informational workshops, which were attended by 105 applicants representing 90 unique organizations.
For this grant cycle, the City received ninety-four (94) applications requesting $873,156 in funding for both the CDBG and City Grant programs, which is an increase over last year’s eighty-eight (88) applications , totaling $721,522.81. The applications received were grouped into 11 categories: CDBG, Educational Programs, The Arts, Food/Nutrition, Programs for Low-Income and Homeless Individuals, Senior Programs, Recreational Activities, Youth Programs, Environmental/Wildlife and Animal Programs, Community Engagement, and Miscellaneous Programs.
1 Meeting Date: June 17, 2025
On February 27, 2025, the Human Services Committee reviewed the CDBG applications and Support to Other Agencies (STOA) funding. The Committee recommended that the Fairview Gardens STOA funding proposal be transferred and divided into five separate programs for consideration under the Goleta City Grant Program. As a result, a total of ninety-nine (99) applications were reviewed for funding through the combined CDBG and Goleta City Grant programs, totaling $923,157 in requests.
Of the applications received, fourteen (14) applicants were eligible and requested CDBG funding. One application was deemed ineligible due to the program occurring outside of the grant period. The Human Services Committee reviewed the fourteen (14) CDBG applicants, recommending awards to two (2) and moving the remaining twelve (12) to the Goleta City Grant Program for further consideration.
Excluding the two (2) CDBG applications and one (1) ineligible application, 96 applications totaling $883,157 were considered for funding through the Goleta City Grant program. The ten categories in which Goleta City Grant applications received $25,000 in funding each, for a total of $250,000, as follows:
