RESOLUTION NO. 25-___
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GOLETA, CALIFORNIA, APPROVING SIDE LETTER
AGREEMENTS WITH SEIU LOCAL 620, AMENDING THE CITY OF
GOLETA SALARY SCHEDULE AND CLASSIFICATION PLAN FOR
FISCAL YEAR 2025/26 (EFFECTIVE JANUARY 10, 2026) , AND
APPROVING CERTAIN FUTURE SALARY INCREASES.
WHEREAS, on April 16, 2024, the City Council approved and authorized the City Manager to execute Amended and Restated Agreement Nos. 2018-037.2 and 2018-038.2, establishing the Memoranda of Understanding ("MOUs") with the Service Employees International Union, Local 620 ("Union") for the General and Miscellaneous Bargaining Units; and
WHEREAS, on that same date, the City Council adopted Resolution No. 24-20, amending the City of Goleta Salary Schedule and Classification Plan and approving certain future salary increases based on the terms of said MOUs; and
WHEREAS, the MOUs and Resolution No. 24-20 currently provide for cost- of-living adjustments effective January 2026 and January 2027, calculated based on the Consumer Price Index for All Urban Consumers (CPI -U) for the Los Angeles–Long Beach–Anaheim area for October of the preceding year; and
WHEREAS, on November 21, 2025, the federal government confirmed that due to the suspension of data collection during the 2025 government shutdown, the October 2025 CPI-U data was cancelled and will not be published, rendering strict application of the existing salary adjustment formula impracticable; and
WHEREAS, to resolve this issue, the City and Union met and conferred in good faith and reached Side Letter Agreements to : (1) establish a negotiated across-the-board salary increase totaling 3.7% effective January 2026, consisting of the base 3.0% increase provided in the MOU plus an additional negotiated 0.7% increase in lieu of an unavailable CPI-U-based adjustment; (2) permanently modify the MOU to shift the CPI- U reference month from October to September for purposes of calculating the January 2027 salary increases to avoid future d ata availability issues; and
WHEREAS, the City Council wishes to extend consistent treatment to Unrepresented Confidential, Management, and Executive employees by amending their compensation formula to match these negotiated changes; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GOLETA AS FOLLOWS:

SECTION 1.
The Side Letter Agreements between the City of Goleta and Service Employees International Union, Local 620, attached hereto as Exhibit A, are hereby approved. The City Manager is authorized to execute said Agreements on behalf of the City. The Side Letter Agreements amend Articles 10.4 and 10.5 of the applicable Memoranda of Understanding and establish the following terms:
A. January 2026 Adjustment: A negotiated total across-the-board salary increase of 3.7%, effective January 1, 2026 (pay period 1/10/2026 to 1/23/2026).
B. January 2027 Amendment: Amending the formula for the January 2027 increase (pay period 1/9/2027 to 1/22/2027) to utilize the September 2026 Consumer Price Index for All Urban Consumers (CPI-U) data (instead of October) as the basis for calculating the potential additional COLA.
SECTION 2.
The City Council hereby approves amendments to the compensation provisions applicable to Unrepresented Confidential, Management, and Executive employees (excluding the City Manager), as follows:
A. Effective January 10, 2026: Employees shall receive a total across - the-board salary increase of 3.7%. (This replaces the prior provision which granted 3.0% plus a conditional CPI-based increase).
B. Effective January 9, 2027: Employees shall receive an across -the- board salary increase of 3%. Plus, if the year -over-year change in the September 2026 Consumer Price Index (CPI -U) for Los Angeles–Long Beach –Anaheim is greater than 3%, an additional increase equal to the amount by which that change exceeds 3%, not to exceed 1%, for a total possible increase of 4%.
SECTION 3.
The City of Goleta Salary Schedule and Classification Plan is hereby amended, as included herein as Exhibit B, to reflect the salary adjustments approved in Sections 1 and 2 above, effective the first full pay period of January 2026.
SECTION 4.
All other terms, conditions, and provisions of the MOUs, the Personnel Rules and Resolution No. 24-20 not specifically amended by this Resolution shall remain in full force and effect.
SECTION 5.
The City Clerk shall certify to the passage and adoption o f this Resolution and enter it into the book of original resolutions.

The CITY OF GOLETA, a municipal corporation (“CITY”) and LOCAL 620 OF THE SERVICE EMPLOYEES INTERNATIONAL UNION, GOLETA CHAPTER (“UNION”) agree to modify the Memorandum of Understanding (“MOU”) set to expire on December 21, 2027 as follows:
I. Article 10. WAGES, subsection 10.4 of the MOU, is hereby amended to provide as follows:
10.4 Effective January 1, 2026 (pay period 1/10/2026 to 1/23/2026), employees will receive an across-the-board salary increase of 3%. Employees will also receive an additional negotiated across-the-board increase of .7% Pursuant to the MOU, said additional amount was supposed to have been determined based on CPI-U data for October 2025, not to exceed an additional increase of 1%, but because no such data was published, CITY and UNION reached the indicated negotiated amount.
