SUBJECT: Ratification of Santa Barbara County Ordinance No. 5269 and Resolutions 25-250 and 25-251 regarding the Fire Codes
RECOMMENDATION:
Adopt Resolution No. 2 6-__, “A Resolution of the City Council of the City of Goleta, California, Ratifying Santa Barbara County Ordinance No. 5269, Amending Chapters 10 and 15 of the County Code and Resolution s 25-250 and 25-251, Pertaining to Building Standards Code, Fire Code, and Wildland-Urban Interface Code within the Jurisdictional Boundaries of the City of Goleta.”
BACKGROUND AND DISCUSSION:
On November 18, 2025, the Santa Barbara County Board of Supervisors acting on behalf of the Santa Barbara County Fire Protec t District adopted Ordinance No. 5269 and Resolutions No. 25-250 and 25-251, thereby adopting by reference the 2025 California Building Standards Codes on second reading, including the Fire and Wildland -Urban Interface Codes and associated local amendments for the Santa Barbara County Fire Protection District (District). The District provides fire protection services within the City of Goleta and unincorporated areas of Santa Barbara County. The Santa Barbara County Fire Department has requested that the City adopt the same local amendments applicable to the 2025 Fire and Wildland-Urban Interface Codes.
At the Goleta City Council meeting on November 18, 2025, staff indicated it would return to the Council after the adoption of the County’s second reading of Ordinance No. 5269 to ratify the local amendments as adopted by the County.
The attached Resolution ratifies Chapters 10 and 15 of the Santa Barbara County Code, regarding the Fire Code and the new Wildland -Urban Interface Code with local amendments as adopted by the County (Attachment 1). These County Ordinance and Resolutions include building standards and findings relating to fire and life safety, which are more restrictive than those endorsed by the State Fire Marshal and contained within 1 Meeting Date: January 20, 2026
the California Building Code California law requires building standards adopted by local jurisdictions, which are more restrictive than those adopted by the State, to be enacted within 180 days after the State adopts and publishes the California Building and Fire Codes. The California Health and Safety Code authorize the District to adopt such standards but requires ratification by the legislative body where the standards will apply.
Therefore, for the more restrictive standards to apply within Goleta, the City Council must ratify stan dards adopted by the District. Council adoption of the proposed Resolution allows Santa Barbara County Fire Protection District to enforce certain building standards related to fire safety within the City of Goleta.
Copies of the County adopted Ordinance and Resolutions are provided as Attachment 2.
FISCAL IMPACTS:
There is no fiscal impact associated with the adoption of this Resolution.
ALTERNATIVES:
In accordance with California Health and Safety Code 13869.7(c), the Council may modify or deny Cou nty Ordinance No. 5269 and Resolution s 25-250 and 25-251, if a written statement describing the reasons for any proposed modifications. However, an action by the City (ratification, modification, or denial) is mandated by the California Health and Safety Code 13869.7(c).
