BACKGROUND
The 2026-27 Goleta City Grant cycle opened on January 5, 2026, and closed on February 6, 2026. For this grant cycle, the City received ninety-six (96) applications requesting a total of $790,426 in funding. This represents an increase from last year’s ninety-four (94) applications, which requested a total of $873,156. Applications were submitted across ten (10) categories:

Educational Programs, The Arts, Food/Nutrition, Programs for Low-Income & Homeless, Programs for Seniors, Recreational Activities, Youth Programs, Environmental/Wildlife and Animal Programs, Community Engagement, and Miscellaneous Programs.

Of the ninety-six (96) applications, fifty-seven (57) will be reviewed by the Human Services Standing Committee, eighteen (18) will go to the Parks and Recreation Commission, six (6) applications are related to the Community Engagement category and will go to the Economic Development Committee, six (6) will be reviewed by the Homelessness Issues Standing Committee, and nine (9) applications were not accepted and deemed ineligible for funding.

This Committee has an allocation of $25,000 in funding to award for the Programs for LowIncome & Homeless category. The Committee’s funding recommendations will be forwarded to the City Council for consideration at a meeting in May. To conserve resources and allow for a longer application review period, Committee members received electronic copies of the applications to review individually in advance of the scheduled public Committee meeting.

The Program serves the vehicular homeless and those referred to us via CES county-wide through overnight shelter, CM, SO, and RRH services to help individuals obtain/maintain permanent housing. South and North County program offices are open M-F from 9-6. Program lots are open from 7pm-7am and for daytime shelter from 7am-7pm daily. We also have a 24/7 emergency hotline. We utilize best-practice standards, HMIS, the CSQ-8 and stakeholder surveys, and leadership analysis to monitor the program.

50 Does the program
satisfy an unmet or

the community or a

goal? Describe.

In the most recent '25 PIT Count, Goleta experienced a 138% increase in unsheltered homeless from '22 to '25, with a 92% increase in vehicular homeless over '24. Safe Parking is directly aligned with '25-'27 Goleta Strategic Plan goal 2.1 and 2.2.

We remain as low-barrier as possible, and our offices, materials, and services are accessible for those with disabilities. We work with very vulnerable clients due to our expertise in homelessness, veterans, and people struggling with mental illness.

If your program takes
place on school
grounds, have you
received permission

the appropriate
school?
My program or activity does not take place on school grounds.

These are direct services, including providing case management and RRH services to the vehicular homeless in Goleta with the ultimate goal of helping individuals and families transition back into permanent and traditional housing. Does the program
satisfy an unmet or
under-met need in
the community or a
Goleta Strategic Plan
goal? Describe.

SHP advances Goleta's goal of equity, inclusion, and access by providing free bilingual clinical services to very low-income households at risk of homelessness, addressing an under-met need among affordable housing residents lacking clinical support.

Part 1: Program Information
Program Name Resiliency Grants Program
Amount Requested 8500
Please select the
category of funding
being requested.

Homeless & Low-Income Programs.

Describe the
proposed program for
which you are asking
for funding. Please
share how it will
operate (days, hours,
eligibility, etc.), how it
will be monitored,
and the people you
intend to serve
(target population).

United Way of Santa Barbara County's Resiliency Grants program coordinates 19 local service agencies, such as CommUnify, LEAP, and Transition House, to support families on their path to financial security.

Families under active case management who encounter a one-time or unexpected need are eligible for support. Needs must positively impact long-term financial security (employment, childcare, housing, etc.). To date, Goleta households represent 17% of all Resiliency Grants awarded in the county.

Please provide the
approximate number
(numerical response
only) of Goleta
residents your
program will serve
(or benefit).
20 Does the program
satisfy an unmet or
under-met need in
the community or a
Goleta Strategic Plan
goal? Describe.

The program has a significant impact on economic stability and a strong public assistance infrastructure, supporting households with unmet needs that are often prohibitive to sustainable financial resiliency, such as housing deposits or car repairs.

Does the program
(including the facility
where the program or
service is held) have
any physical,
communication, or
programmatic
barriers that may limit
individuals with
disabilities from
participating in the
program? Please
describe the
measures taken to
ensure inclusive
access, including any
accommodations.

United Way is intentional in onboarding experienced service agency partners that represent the needs and required expertise for the diverse community we serve. United Way's service team are bilingual and can offer in-person, ADA compliant services.

If your program takes
place on school
grounds, have you
received permission
and approval from
the appropriate
school?
My program or activity does not take place on school grounds.

Part 2: Budget This section requests a clear breakdown of the program's total proposed budget. Applicants should clearly identify which costs will be covered by Goleta City Grant funds and describe any other funding sources supporting the program. For this section, include only the budget for the proposed program, not the organization’s full operating budget.

Required attachments, including financial statements and the organization’s budget, should reflect the full organizational budget.

Budget Narrative The Resiliency Grants program operates countywide. Though the attached budget is for the full program, approximately 17% of all program participants reside in the City of Goleta. ($173,800 average investment). Requested funds from the City of Goleta will be used for direct household support (rent, car repairs, medical bills, etc., paid directly to a vendor). Additional funding is requested for infrastructure support to expand the network of partners focused on serving Goleta residents.

Are the requested
funds necessary or
vital in carrying out
the program? Please
specify how you will
make up for any
partial funding
received from the
City of Goleta,
including other
potential funding
sources that can be
pursued to ensure
successful program
delivery.

Requested funds would represent the largest regional support for the program in Goleta. Due to high demand, leadership has expanded its direct support target to $1M+ and plans for strategic investments from diverse funding partners to achieve it.

Is your organization
currently receiving,
recently applied for,
or is expecting to
receive other
funding, support, or
in-kind contributions
from the City of
Goleta?
Yes
If yes, please list
each source and
provide the amount,
purpose, and funding
period or expiration
date. This includes
grants, contracts,
sponsorships, in-kind
contributions, or any
other financial
support from any City
department or
program. Clearly
identify whether the
funding is confirmed,
pending, or
anticipated. Describe
how the funding
request differs from
what is already being
funded or asked for.
$50,000 was secured from the City of Goleta (3/28/3035) for United Way's Brighter Futures Childcare Initiative, a separate effort to support parents, childcare providers, and employers through a strategic fund for scholarships and facilities grants. This funding is maintained in a separate initiative for United Way and does not have program or budgetary impacts on the Resiliency Grants program or this request.
