Hello,
My name is Charles Wilcox and I am a golfer who lives in Santa Barbara. Sandpiper is one of my top choices for golf in Santa Barbara County. I enjoy the beautiful course along our awe inspiring coastline. I’m especially excited for the proposed course renovations, the plans look fantastic. Additionally, the clubhouse renovation looks modern and inviting and a place not only for golfers, but for the community as well.
Another aspect about the plan is beyond the course. I like how much time and effort is put into ecological improvements and ensuring that all of nature’s beings are respected. Public access is key and honestly, Goleta needs this. Barnsdall improvements (such an iconic piece of Goleta’s history) will benefit the community. Also, the power lines being buried, hallelujah. I wish this was standard across the county. Let’s maximize our jaw-dropping views As you can tell, I am supportive of this plan. I’m available for comment if you would like.
Thanks
Charles Wilcox

Hello,
This is Chuck and Barb Davis at 7797 Goldfield Ct in the Bluffs. We are 100% supportive of the Sandpiper project. We believe that the project will significantly improve the areas environmental footprint, access to the ocean, historical preservation of the Rio Grande gas station (needs preservation or removal), golf course infrastructure, and greatly enhances the western entrance to Goleta. A tremendous addition to Goleta’s perception and tax base.

Hello,
Along with many senior golfers currently enjoying Sandpiper golf course Preferred Player program, we are all very concerned with the affordability of golf in the area and especially if/when Sandpiper is upgraded. We love the couse and fear the local golfers program, Preferred Players cost will be prohibitive.
Can we get a commitment that the golfing fees for golf walkers will not increase, or be close to existing prices within 10%?
Thank you,

Dear Goleta City Council,
My wife and I have attended the previous hearings addressing restoration of the Sandpiper Golf Course and the Barnsdall Rio Grande Gas Station, and we wholeheartedly support continued advancement of the review process of these plans. The planning has been thorough, and the high quality of the changes proposed will make this a world-class golf course and provide public dining and relaxing features that will improve the lives of Goleta residents and visitors to the area as well. We can think of no better way to honor the historical significance of how this part of Goleta has contributed to the development of all of Southern California. Please support advancing these plans forward.

Mssrs, I am writing to show may support for the Sandpiper Golf Course project. This is a proposal with NO downside. The local folks get better beach access, a world class golf course, and a great restaurant, all with no increased density for the area. Tourism to the course will increase which will be good for local businesses. There will be no increased water use, as I understand it and it doesn't appear to increase traffic substantially. Why would this proposal NOT be approved?

My wife and I have been playing at the Sandpiper Golf Club for over 10 years - first when visiting our two daughters and grandchildren and the past two years as part time residents of Goleta/Santa Barbara. Our family golfers - children and adults all love the course and feel quite privileged to have access. The staff both inside and outside are always courteous and welcoming.
The Course is phenomenal in terms of view and location; but, as many of you know, it is in need of an upgrade for a number of reasons. The Clubhouse/Pro Shop are quite dated, and neither make good use of the view and location.
The course will get a redo that will put it in one of the best courses along the coast.
We are very familiar with the fabulous plan that has been presented for the redevelopment of the Clubhouse/Pro Shop and Course. The design and venues in the proposed Clubhouse will certainly enhance the experience of the golfers as well as members of the communities looking for a new dining venue in the evening and weekends. The redesign of the golf course not only will do justice to the location/view, but greatly improve the golf experience.
The golf course architect is world renowned for both playability and beauty. In addition, the environmental advantages the redesign incorporates with greatly reduced the water usage and greatly enhanced views not only of the golfers, but the general community along with the improvements at the entrance and along the road.
The Historic Preservation Committee heartily endorsed the restoration of the Barnsdall Rio Grande Gas Station, as do we. It will be bring back to life a community treasure for the pleasure of golfers, community members, bikers and visitors to Goleta/Santa Barbara. Hollister Road travelers will find the enhancements quite appealing.
Thank you for the opportunity to provide input on this important project for the Goleta/Santa Barbara area. We look forward to your approval of this important and generous contribution to our community by Mr. Warner.

Dear Goleta City Council,
I’m writing to express my support for the Sandpiper Golf Club revitalization project ahead of the June 2 hearing. Having lived in the area and played Sandpiper going back to 1992, I believe this project provides meaningful environmental, recreational, and community benefits for Goleta. The plans to significantly reduce water use, improve coastal access, underground utility lines, restore the historic Barnsdall building, and preserve the property as open space reflect thoughtful long-term planning for the community.
I also appreciate the investment being made to modernize the golf course while improving environmental sustainability and public amenities that residents and visitors can enjoy. Sandpiper is an important part of Goleta’s identity, and I support this effort to preserve and improve it for future generations.
Thank you for your consideration.

Hi -
I am writing to voice my support of the Sandpiper golf course refresh. I believe it will positively affect the community.
That being said, I wanted to voice one concern. When this approval process restarted in earnest, and consequently the project's "selling" restarted in earnest, one of the talking points was to maintain a significantly reduced green fee for Goleta & Santa Barbara residents. (similar to what they offer now)
That now seems to have dropped off the list (see below). I don't know if the Goleta City Council can secure a commitment or make that a formal condition of approval from Sandpiper. But if you claim the project will benefit the Goleta Community while pricing out all but the wealthiest residents I don't see that as benefiting the community. I also believe the only way to gain longterm commitment to making Sandpiper affordable post renovation is to formalize this condition as a part of your approval.
Thanks or your consideration.
Tim Miller
Historical Preservation
The project restores and preserves the historic Barnsdall Rio Grande Gas Station, an important local landmark that has deteriorated over time.
The restored Barnsdall building will become a public-facing amenity with café seating, gathering space and bike facilities.
The project honors Goleta’s history while giving the historic structure a meaningful new community use.
Enhancements tied to the historic De Anza Trail strengthen the area’s cultural and recreational value.
Community Benefits
The project improves public coastal access through trail enhancements, safer crossings and beach access improvements.
The new clubhouse and dining facilities will be open to the public, creating a new gathering place for residents and visitors, not just golfers.
Utility lines along Hollister Avenue will be undergrounded, improving scenic coastal views and the overall visitor experience.
The project represents a major private investment in Goleta’s recreation and coastal infrastructure without relying on taxpayer funding.
The project keeps the property as open space and recreational land rather than converting it to dense development.

I am completely in favor of the proposed renovation project for the Sandpiper property. The new clubhouse and restaurant facilities will be a great addition for golfers and all Goleta residents alike.
The improvements and enhancements to the course will increase the pride and joy I have when playing and sharing this course with my friends. We will have a world class facility that we can be proud of.
Reducing the amount of pavement used on the course is an exciting idea (hopefully I can still ride a powered cart, being 74 walking this course now is not possible for me). Please approve this project when it is brought before you for consideration.

Dear Mayor and Members of the Goleta City Council,
I am writing in support of the Sandpiper Golf Restoration Project.
Sandpiper is an important coastal property, and this proposal represents a strong investment in environmental restoration, public access, historic preservation, and recreation.
I especially support the project’s environmental improvements, including replacing irrigated turf with native habitat, reducing water use, improving drainage and water quality, and converting from septic to sewer. These upgrades help protect Goleta’s coastal resources while improving the property responsibly.
I also appreciate the restoration of the historic Barnsdall Rio Grande Gas Station into a public gathering space, as well as the proposed improvements along Hollister Avenue and the De Anza Trail, including better walking and biking access, landscaping, and underground utilities.
Importantly, the project has undergone extensive environmental review, and the Final Environmental Impact Report found no significant unavoidable impacts with mitigation measures in place.
I respectfully urge the City Council to approve the Sandpiper Golf Restoration Project and support its environmental, historic, and community benefits.
Thank you for your consideration and service to our community.

Dear Mayor Perotte and city council,
I am writing to ask that you approve the project at Sandpiper Golf Course for the good of the city and the community at large. Besides my obvious desire to see the historic Barnsdall station finally saved, restored and repurposed, the project also provides a lot of other benefits for Goleta.
The numerous environmental improvements alone are worth supporting, but also the undergrounding of the power lines, the new trails and the improved restaurant facility will all be huge assets to western Goleta.
But most importantly is the fact that all of this and the restoration of everyone's favorite historic building will all be paid for by Sandpiper. This is truly a golden opportunity that is too good to miss out on.
I am not alone when asking that you please approve this project and allow them to move on to the next step in getting this done, finally!

Dear Mayor Perrote and Council Members,
I submit these comments in enthusiastic support of the Sandpiper Golf Course revitalization and restoration project.
My wife and I live at the Hideaway across the street from the Sandpiper Golf Course. The developer has offered us, and many others in the immediate neighborhoods, multiple opportunities to review the plans for the proposed renovation. We are excited about all the terrific improvements it will make to our neighborhood. It will create real, measurable and beneficial impacts to our community and environment.
The renovation will restore habitat, and improve coastal access and views. It will restore the historically significant Barnsdall gas station, something very important to the entire city of Goleta. All existing utility lines bordering Hollister and the golf course will be buried. The plan also includes new hiking trails, and improvements to hiking trails that border the golf course.
Of special interest to our neighborhood is the proposed installation of a much needed cross walk at Hollister and Las Armas, a request we have been making to the city for many years.
We much appreciate that the golf course renovation plans are environmentally friendly. It will significantly reduce water use. Importantly, it appears that each and every potential environmental impact will be fully mitigated.
In 2014, my wife and I moved to our current residence at the Hideaway. Since that time, we have seen several proposals for projects on a vacant lot to the east of us. Currently, an out of town developer is proposing a massive self-storage facility for the property. This project as well as at least two other projects previously proposed projects for the property have been strongly opposed by the residents in Western Goleta as incompatible and detrimental to the existing residential neighborhoods, which also includes the Ellwood Preserve, Elwood Elementary School and the Westmont senior citizen home. As strongly as we have opposed these projects, we enthusiastically endorse and applaud the Sandpiper Renovation project. It will bring numerous and significant improvements to Western Goleta.

Dear Members of the Goleta Planning Commission,
Thank you for approving the Sandpiper Golf Course revamp this week. The course has been part of this community for fifty years, and the plan treats that history with real care.
A few things stood out to me. Restoring the old Barnsdall gas station. Trading turf for native plants. Bringing back Devereux Creek. Giving land to the city. Keeping local rates and low- cost access for young players.
Good for the course. Good for Goleta. I'm glad you moved it forward.

As a nearby resident to the golf course, I am enthusiastically supportive of the proposed renovation project. The proposal captures the vision of the future City of Goleta as prescribed in the Goleta Strategic Plan. While the design for the club house is forward looking, the restoration of the Barnsdall Rio Grande Gas Station pays homage to the city's history.
The proposal provides environmental benefits across several sectors such as reduced water consumption, drought tolerant grasses, and native plants, etc., and seeks to achieve a higher level of sustainability.
Placing power lines underground will significantly improve the ocean views for all of us who live across Hollister from the golf course and anyone walking or traveling along Hollister.
The new trails and paths will undoubtably provide improved recreational facilities for all and easier access to the ocean.
Ultimately, this is a vibrant project that will benefit the quality of life for the local residents as well as the entire city. I personally look forward to the new coffee shop at the restored gas station. It will be a great meeting place for friends and neighbors as well as an opportunity to engage with visitors.

Re: Support for the Sandpiper Golf Course Renovation and New Clubhouse Project Dear Mayor and Members of the City Council,
I am writing to express my strong support for the proposed renovation of Sandpiper Golf Club at 7925 Hollister Avenue. Having followed this project closely, I believe it represents a rare and meaningful opportunity to significantly improve the environmental health of one of Goleta's most beautiful coastal properties.
The environmental benefits of this project are substantial. The plan replaces over half of the irrigated grass with native habitat and reduces the use of concrete cart paths and agrochemicals. The renovation also aims to reduce water use and improve water quality by converting from septic to sewer. These are exactly the kinds of improvements our coastal environment needs.
I am particularly encouraged by the habitat restoration components. The project includes restoring portions of Devereaux Creek to its natural condition and flow, as well as undergrounding the existing overhead powerlines adjacent to Hollister Avenue. The proposal also includes provisions for monarch butterfly foraging and the preservation of five acres of Bell Canyon. Given the proximity of this site to the Ellwood Mesa and its well-known monarch habitat, these measures are commendable and ecologically significant.
The Final Environmental Impact Report has determined that the renovation would have no significant unavoidable environmental impacts, with mitigation measures identified for all potentially significant concerns. I am reassured that this project has been subjected to rigorous environmental review and that the Planning Commission voted unanimously to recommend it to the Council.
I urge the Council to approve this project. The environmental improvements alone — native habitat restoration, creek naturalization, reduced chemical use, and coastal access enhancements — make this a net positive for Goleta and for generations of residents to come.
Thank you for your continued stewardship of our city's natural resources.
Sincerely,
Dan Durbeck

I have been playing sandpiper Golf Course for over 40 years. I feel it is one of the top destinations in the country, except the standards of the golf course are not as good as the top courses in California. I would love to see it redone and become a destination golf course for the whole country. Please allow the updates on the course.

RE: Sandpiper Golf Course Renovation Project
Dear Members of the Goleta City Council,
I am writing to you to provide input to your upcoming review of the Sandpiper Golf Club renovation project. As a member of the Goleta community, I strongly embrace the project and recommend approval of it for the betterment of our town.
I am a resident of The Bluffs Community which is immediately adjacent to Sandpiper Golf Club along the Southern side of Hollister Avenue. I moved into the community in 2012 and have now spent almost 14 years enjoying the many benefits that Sandpiper brings to our community.
While neither my husband nor I play golf, we do enjoy having the ability to walk to the club to partake in a late afternoon beverage while enjoying the sunset. This has become a favorite past time of ours and some of our neighbors. It has been hard not to notice the ongoing deterioration of the Sandpiper facilities over the years, and we are very excited about the new upgrades being proposed and the additional food and beverage amenities that we will be able to enjoy.
Of special note to this project will be the complete refurbishment of the Barnsdall Gas Station.
It has been heartbreaking to see this beautiful and historic building literally “fall apart” in the years we have been here. It has tried to weather the elements and the tests of time with absolutely no support from anyone. The addition of the metal fences, protecting the public from the deteriorating building, only amplifies our desire to see it restored.
There are so many benefits to the Public and the City of Goleta for moving this project forward.
These include the following:
1. Environmental – Reduces irrigated turf and replaces it with native plantings thus reducing the use of water to maintain the beautiful golf course
2. Historical – refurbishes and preserves the historical Barnsdall Gas station into a mini museum for the public to enjoy
3. Golf – These upgrades enhance one of our few remaining public golf courses into a nationally recognized destination course.
4. Travel and tourism - This should help to stimulate travelers/visitors to the area and help to generate revenue for the City of Goleta and its businesses.
-2-
5. Enhances Goleta – The upgrades and design elements (buried power lines, new sidewalks, new access trail to the beach, power stations for e-bikes, etc. will greatly enhance this corner of Goleta and make it a place for our community to enjoy.
6. New eating establishments – the addition of the café and multiple casual and higher end eating establishments provide much needed eateries to our area for public use.
My only concern with the approval process for this project is that the City of Goleta will request too many “additional enhancements” as part of this project that will disrupt the traffic flow and natural beauty in our area. Some examples of these might include:
1. The addition of too many traffic lights to control traffic along Hollister Avenue and thus create traffic jams and interrupt the current designed flow into and out of communities in the area.
2. Extra-wide sidewalks that will encourage e-bike use in the same areas used by pedestrians or people walking their pets. (This is not a safe design as we have all experienced when walking on Hollister Avenue East of Ellwood School.) The meandering narrower sidewalk with vegetation on both sides, as we see on either side of the entrance to The Bluffs community, is a model we’d like to see kept in front of Sandpiper Golf Course as well.
3. The disfiguring of the beautiful natural coastline by requiring the building of new elevated coastal paths and walkways for pedestrians. I have walked these on other golf courses, forced to create these for approvals, and the metal chain-link fences built to protect the pedestrians from golf balls are hideous and real eye sores. We also don’t want these to disfigure the gorgeous view of the course, ocean, and Channel Islands that we get as we turn onto Hollister Avenue from Winchester Canyon.
With all these thoughts documented, my main hope is that the City of Goleta City Council understands the huge opportunity that is presented to our community, via this renovation project. The upgrades to the Sandpiper Golf Club property will provide lasting economic, environmental and public benefits to our Goleta Community. And, I believe will drive increased tourism into the area as well.
Thank you for your consideration of these points and looking forward to celebrating the approval of this project.!

Hi,
We would like to provide our strong support for the proposed renovation project at Sandpiper golf course.
While we are both golfers we are most excited about the other changes which we believe will be a tremendous benefit to Goleta:
Environmental improvements
Increased coastal access
Removal of visibly unappealing telephone wires
Renovation of Barnsdall Gas Station
Addition of an ocean view restaurant
Increased tax revenues from the property
We are so very excited and supportive of this project and strongly believe it will create significant value for the Goleta community.
Thank you for the opportunity to provide our input.

The project includes restoration of the historic gas station on Hollister which is a laudable plan. It also includes establishment of a fast food restaurant. As neighbors living right next to the gas station, we have a special interest that those living a block or two away from it do not have. We are concerned with the smells and sounds associated with a fast food restaurant.
There is no demand for a fast food restaurant at this location. Currently, the pathway along Hollister is friendly for bicyclists and pedestrians. A restaurant with parking lot will bring automobile traffic across this pathway. I understand from our HOA that you are receiving positive support from them for the project, but these enthusiastic supporters will not be directly impacted by the sights, smells and sounds of the fast food restaurant.

Sandpiper's plans are good in general.
Let them do what they propose.
That said...
Move the maintenance area away from the residential homes along the east side of the golf course.
AND MAKE THEM STOP USING THEIR BLOWERS AT 6 AM
Will be overall good for Goleta.
Put in a round about at the three way.... Too many cars blow through that intersection without stopping.
Safer for all of us, especially bicycles.

Dear Sirs,
I support all the time careful thought that has been applied to the remodeling to the Sandpiper Golf Course. It is where I began playing 20 years ago Although the affordability of playing the course does not fit my present budget for weekly play, I still consider it a magical place. Once completed I will make it a point to play there on special occasions. I was really impressed with the treatment of the environment in the design of the course and lessoning water usage to irrigate the course.
I hope to see the project move forward after the all concerns have been addressed and revolved.
Respectfully yours,

Hello, everyone!
We live on Island Oak Lane in The Bluffs and can see the beautiful golf course through the Eucalyptus trees and hear golfers, laughing and enjoying themselves.
Tom and I have frequently gone over there on a sunny day to have a glass of wine and enjoy the milion dollar views and golfers from their patio. We've played golf over too, until my husband had back surgery and can no longer play.
The current building with its dilapated cedar shingles is reminiscent of an older era.
Even though we know there will be a lot of construction noise for many years, we still approve Ty's modern design for the club and his kindness to remodel the old gas station.
Please stop making Ty and his excellent team "jump through hoops" to get this approved. The city of Goleta will benefit from this project! Just go over there, look at the views, which are as good as, if not better, than Pebble Beach.
Let's get this project going!

I’m a longtime resident of Santa Barbara Shores. I’m in full support of the gas station restoration and the upgrades to the golf course . They are all well needed, environmentally friendly and local community complimentary.
Not a big fan of that proposed storage facility you are planning across from the gas station restoration. Not a good fit for this community which is primarily residential.
What’s the status of the fire station across from Sandpiper? When are we getting our Santa Barbara Shores Drive street paved? You guys just paved Hollister section adjacent to the restoring gas station which was just done a couple of years ago and was already in perfect condition. Why are you wasting paving dollars on that and not putting it towards the local community streets? I’ve seen this in other areas of Goleta as well where the road was perfectly fine and it got repaved. Strange. Really strange.

The permits and other delays of construction improvements has exceeded many, many decades. The loans for construction improvements are difficult enough and are not valid by the time the permits approved. If nobody wants any improvements made for anybody, the wood turns to rotted waste behind a fence where people can break in and graffitti, trash it further. A cafe for people who walk, bike in a greenspace would keep it decent and fund exterior facade of paint that protect wood from further decay. The old oil riggs and decaying wood is a bad look for the city of Goleta and Santa Barbara.

What defines Goleta?
Ellwood Mesa, Goleta Beach, Girsch Park and our thriving high-tech industry come to mind. Goleta is on the cusp of approving what will become a defining architectural masterpiece and an even more renown golf course - Sandpiper. This community treasure will become a stronger community asset with increased coastal access, environmentally sound practices, historical preservation and added culinary choices for Goleta residents.
The local community has supported Sandpiper for decades and their owners have generously offered preferred player incentives that are mutually beneficial. While I am unsure of the mechanisms available, I would urge the City Council to do everything in their power to require that Sandpiper remains an affordable recreational option for locals.

Hello City Council,
The Sandpiper project is one of those rare proposals that delivers benefits on every front:
environmental improvements, historic preservation, enhanced public access, new community amenities, underground utilities, reduced water use, and a world-class golf destination—all funded through private investment. With so many positives and so few downsides, approving this project should be an easy decision.

Dear Mayor and Members of the City Council,
I am writing regarding the Sandpiper Renovation Project and a potential conflict between the project’s parking lot planting requirements and the City’s policies protecting public coastal and island views.
The project’s own stated objective is to improve public views from Hollister Avenue.
However, Landscape Plan Sheet L-1.10 appears to place 12 mature canopy trees directly within one of the most significant existing public coastal view corridors from the southbound Cathedral Oaks/Hollister approach.
I have attached a marked-up version of Landscape Plan Sheet L-1.10 showing a sightline from the intersection sidewalk toward the corner of the clubhouse. Between that sightline and the proposed entrance road, the plan clearly includes twelve large planned trees. If those trees are planted as shown, they will substantially obstruct the existing public coastal and island views from this intersection.
As a Planning Commissioner, I did not find that the current record adequately supports findings under LU 1.8 and related Coastal Development visual resource policies if the planned landscaping would obstruct this public viewshed over time. Policy VH 1.1 specifically states:
“The City shall support the protection and preservation of the following scenic resources: a.
The open waters of the Pacific Ocean/Santa Barbara Channel, with the Channel Islands visible in the distance.” That is precisely the viewshed at risk here.
Speaking also as a Goleta resident, I believe there are many parking lots in the City, but far fewer meaningful public coastal and island views. Where these policies conflict, the City’s General Plan and Coastal visual resource protections should prevail.
I respectfully ask the City Council to require preservation of that public viewshed before approval, including appropriate limits on tree placement and ongoing maintenance within the affected view corridor.
Respectfully,
Cary Penniman

Dear Mayor, City Council Members, and Staff,
I am writing to express my strong support for the proposed Sandpiper Golf Club renovation project.
As Executive Director of the Society of Seniors Golf Association, I have had the privilege of working with Sandpiper Golf Club for many years. Sandpiper has been a valued host of our national championships and has consistently provided our members with one of the finest public golf experiences in the country. Its reputation extends well beyond California and serves as a tremendous asset to the Goleta community.
The proposed renovation thoughtfully balances environmental stewardship, historic preservation, public access, and recreation. The significant reduction in irrigated turf, restoration of native landscapes, improved coastal access, preservation of the historic Barnsdall building, and undergrounding of utilities represent meaningful investments that will benefit both residents and visitors for generations to come.
Equally important, this project preserves the property as open space and recreational land while ensuring Sandpiper remains a sustainable, world-class public golf facility.
The planned improvements will enhance the experience for golfers and non-golfers alike while protecting the natural beauty of Goleta's coastline.
On behalf of the Society of Seniors, I thank the City for its consideration of this project and encourage your support. We greatly appreciate Sandpiper's longstanding partnership with our organization and look forward to returning to Goleta and Sandpiper for future championships once the renovation is complete.

Hi there, I won't be able to attend tonight's meeting but if this does not pass it will be one of the worst decisions to effect Goleta in the last few decades. This is a once in a century opportunity to attract more visitors to Goleta, provide something for the community to enjoy, at no or little cost for the city. This MUST be passed and approved! Do not do something that you would regret for decades upon decades. --
