13 Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? I love Goleta and have since I originally moved here to attend UCSB in 1968. My three sons were born, raised, and still live here along with my 6 grandchildren. For years I, with many other residents, longed for Cityhood and when we finally won that status I was thrilled that we could guard our unique character from the domination of our neighbors to the south and could have the ability to better chart our own course. After our children grew and left the house, my wife and I relocated to Ventura County to downsize. Throughout our 13 years living an hour away, however, we continued to work in Goleta and care deeply about the community. We have just succeeded, after a year's effort, in purchasing a new condominium in Goleta and are eager to not only return to our family roots but to increase our involvement in and service to our community, especially since I have retired a year and a half ago from full-time civil service employment.

Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.

I am very familiar with our community after living and/or working here for more than 50 years. I have a BA from UCSB and an MA in clinical psychology from Antioch University in Santa Barbara. Years of working in my father's photography business (largely involved with commercial and architectural photography) helped me learn the importance of design, balance, scale, composition, light, and texture, and the incredible power of images and appearance. As a psychotherapist and as a team supervisor and manager I have learned to listen carefully to others, assist them to clearly express their own points of view, and help assure that they understand the perspective of others. I am skilled at promoting dialogue, collaboration, and creative problem solving, as well as thinking systemically and balancing competing interests. My 13 years of service in providing mental health care through Santa Barbara County Behavioral Wellness to residents of Goleta has helped me to gain a deeper insight into how some members of our community may be impacted by decisions made regarding projects in their neighborhood and elsewhere within the community. One aspect of the course I have taught on Community Mental Health in the Master's Degree program at Antioch addresses the impact of aesthetics, style and landscaping in a development on those nearby, as well as all who view the final construct, whether the project is a sign or a significant public structure. My limited time on the Goleta City Design Review Board has helped me become more attuned to the City approval processes and the relevant regulations that pertain to development and building modification in our community. In addition, I have had the experience of preparing and submitting an application for a conditional use permit to the County in the 1980s, and of building my own house as owner-builder in the, including working with the building designer on the floor plan and basic design features, exterior materials, elevations, and landscaping. I also served on our Homeowners Association Board for 6 years. My role as a pastor in Goleta for nearly 50 years has helped me understand the concerns of literally hundreds of local residents drawn from a very diverse range of community members.

Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
I want to help Goleta move into the future in a way that respects our past and our distinct character as a community. For that to happen, commissioners must assist our elected officials "to balance the public good with private rights and interests." I have a great interest in land use and development concerns in that the supply of open space is finite and the important uses to which it may be dedicated are diverse. The design elements of whatever is put on any part of our community have significant and unavoidable impacts on everyone in the community. A balanced and sensitive approach needs to be sought out if we are to continue to be "the Good Land" that I have enjoyed being a part of since first moving here.

Jonathan W. Eymann
14 Question applies to multiple boards
Have you obtained any memberships in professional organizations? I am a member of both the State and local chapter of the Association of Marriage and Family Therapists and was inducted into Phi Beta Kappa in recognition of outstanding scholarship at UCSB.

Question applies to Planning Commission
What do you believe to be the role of the Planning Commission.

To help our local government faithfully and sensitively apply the general plan and pertinent regulations and laws to the use of land and resources in the city of Goleta, and to work with the community and the City Council in regard to any future changes in the General Plan. In addition, to assist our elected officials and city employees in anticipating future trends and needs. To assist the residents of Goleta and other interested parties, especially in the venue of public hearings, in determining how proposals for development or changes in land use may or may not be acceptable in light of the existing general plan and applicable rules and regulations.

Question applies to multiple boards
What civic and/or volunteer activities have you participated in? You may include past or present activities.

Being a lover of local history, and acutely aware how so much of the early days of Goleta had disappeared, my wife and I applied for and obtained County Historical Landmark status for the Sexton House (built in 1880 on Hollister Avenue) and much of its historic botanical gardens. We were privileged to own and live on the property for nearly 10 years in the late 70s and early 80s. When it became apparent that I could not fully restore the house and grounds we realized we would have to sell and move. We decided, however, that we would take steps to try to guarantee its preservation for future generations even though we expected that doing so would reduce the value of the property. For close to 10 years with the support of our church and a number of other churches and organizations I promoted an annual celebration of Goleta each Thanksgiving season by organizing a community celebration called "Give Thanks Goleta". In that non-sectarian event, we extolled the virtues of our hometown. Currently, under my direction, my church also participates in the Old Town Christmas Parade. We also have served our neighborhood as a polling site in elections on about two dozen occasions. I have participated in a number of live community meetings dealing with the problem of homelessness in the Goleta Valley and participated live or online in conversations about several other issues including the design of the new train station and discussions about old town redevelopment and the future of the Community Center on Hollister. I am personally CERT trained and my church is a member of VOAD (Volunteer Organizations Active in Disaster). I personally helped provide mental health services to evacuees during the Thomas Fire.

Question applies to Design Review Board
List your relevant experience as it relates to: A) Reading plans (i.e. site plans, elevations, roof plans, building sections, grading plans, landscape plans, photometrics, lighting cut-sheets, sign plans, and sign sections). B) Making findings (i.e. determining if a project be compatible with the neighborhood in terms of size, bulk and scale; if a project has a well- defined/harmonious relationship to its surroundings; if a project impacts or enhances a viewshed; if a project will respect the privacy of neighbors.

Prior to my 4 years of service on the DRB, my experience in these areas was as an amateur concerned with two significant remodel projects at our churches and others at my homes, as well as helping design and then building a home on Lincolnwood Drive as owner-builder.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why? In brief, I feel the fundamental issue is context. If the style and scale of a project or sign is departing from the precedent set for the area of the project, the extent of the innovation has to be more carefully evaluated for its impact on immediate neighbors, nearby properties, passers-by on foot and in vehicles. It should also be considered as far as compliance with any overarching community guidelines (like the long-standing preference for red-tile roofs and stucco in much of Santa Barbara) if any. Finding a balance between drawing attention and being intrusive seems to often be a challenge. I value creativity and innovation but have a certain conservative tendency that prompts me to want to look closely at any proposal and not assume that different or newer is better. Neither is the usual always preferable.

Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
My voice as an aesthetically aware, but architecturally non-professional member of the community could be a helpful input into important discussions. I imagine I could help those more highly trained than I stay connected to the values and thought processes of the typical resident of Goleta. My ability to promote clear and calm discussion and help mediate broadly supported conclusions may also be beneficial.

I was invited to reapply for the open position after the end of my term.

Why does serving on the City of Goleta’s Public Art Review Board interest you?
I am passionate about art and am a strong believer that everyone should have access to enjoy art, especially the children in our community. Question applies to Public Art Review Board
Why does serving on the City of Goleta’s Public Art Review Board interest you?
I've always loved visiting cities like San Clemente and Santa Cruz that are filled with public artwork and support local artists. Permanent and temporary wall murals, sculptures, photography installations, and other publicly displayed art bring visitors to parts of town they may not have yet explored, and have the power to brighten the day of the residents who walk or drive by them daily. The call to Art is an amazing way to bring people together from different backgrounds and ages to connect and build community. I'm very excited by the idea of this new board to support all the inspiring and creative influence here in Goleta.

The artwork in a town should reflect the cultures and wide breadth of talents of its inhabitants. Since I moved here in 1997 to attend UCSB, I've seen the public visual arts scene growing and am excited to help keep that momentum going! Question applies to Public Art Review Board
Describe your qualifications, training, education, and/or experience related to the visual arts, architecture, urban design, art history, or related fields.

Please explain how this would support the Public Art Review Board.

Professionally as an elementary teacher, and personally as a parent, I have always incorporated a ton of art into children's daily experiences. I see so much value in working with your hands, exploring the creative process, and pushing past comfort zones by trying new techniques. I’ve seen students light up as they find success and when they celebrate the success of a peer. I've always donated time and resources to school art programs so more children can experience the joys of art. I was asked to volunteer as the artistic director for my son’s 6th grade Wizard of Oz play, which included costumes and large sets designed and created entirely by students. I've helped organize field trips to engage with art, and taught hundreds of elementary students. I love to create art myself in daily life through painting, photography, paper folding, wire, collage, chalk art, and even food. I share my passion for art with my youngest son, Tobyn, who recently was featured in the April Goleta Monarch Press for his achievement in the Lion's Club Peace Poster contest. Art can be inspiring, thought-provoking, and cathartic. When a city is filled with it, the positivity and connectivity of the residents is buoyed, and plain spaces transform into something magical.

People can gather in these spaces and find common ground. I think it's important to offer artistic opportunities to people of all ages and mediums so they can share their creativity with a wider audience. I hope that by being part of this board, I can continue to open the minds of adults and children alike to be inspired and excited by the artwork around them. I love to collaborate and find ways to help people connect. I want to celebrate individuals and groups who speak through their art. There are so many opportunities to enhance our public spaces and celebrate our unique coastal city. I would welcome the opportunity to engage further with the artistic community in Goleta and promote more publicly displayed art for all to enjoy.

Question applies to Public Art Review Board
Why does serving on the City of Goleta’s Public Art Review Board interest you?
I am passionate about public art both because of the joy I see that it brings to people and because research has clearly shown that arts engagement can improve individual and community well-being across a spectrum of variables. As an arts and health researcher and evaluator, I bring a unique lens to this work. I have seen community well-being blossom in communities where I have led public arts projects and events. I would be delighted to serve with the Public Art Review Board and to apply my knowledge, skills, and training to help support a public arts movement in Goleta. I recently volunteered to create a Goleta holiday window display that paid homage to Santa Barbara and California wildlife. Mr. Marcos Martinez coordinated this project and can testify to my enthusiasm, communication skills, and quick implementation. This project absolutely confirmed my desire to serve the city through the public art review board. If you view my recent interviews with The EdUp Podcast Experience, "one of the world's leading higher education podcasts," you'll get to hear how much enthusiasm I have for arts engagements – including public art. https://www.linkedin.com/in/peichiwaite/
Question applies to Public Art Review Board
Describe your qualifications, training, education, and/or experience related to the visual arts, architecture, urban design, art history, or related fields.

Please explain how this would support the Public Art Review Board.

As a part of the public art review board, I will bring experience and expertise as an Art Program Director running arts programs that have tallied 11,000 points of in-person engagement to date (including 18 public art projects for 2025-26), as an Artist who has contributed to and produced public art, as an Educator who mentors a team of 24 artists and develops arts education, as a Researcher/Evaluator who studies and understands the theoretical implications of arts engagement, and as someone who has worked for many years in Community Engagement. I have an in-depth understanding of the mechanics behind evaluating, producing, and sustaining the effects of public art that include but reach far beyond aesthetic considerations. I work collaboratively and efficiently, with excellent communication skills and attention to detail. I have read through RESOLUTION NO. 25-44 and believe that my experience with and deep passion for public art will greatly support its success. My uploaded resume illustrates how I have worked amicably with a wide network of diverse partners, was an enthusiastic helper on the last board I served with, and have strongly supported the arts in the previous city in which I resided. I am overjoyed to call Goleta my new home.

Question applies to Public Art Review Board
Why does serving on the City of Goleta’s Public Art Review Board interest you?
I believe that being surrounded by art helps unify the city by creating shared spaces that spark conversation and community pride. Having completed the LEAD Goleta Community Academy, I gained a profound appreciation for our local governance and a desire to give back. My interest in this Board stems from a wish to combine my professional skills as a Business Operations Analyst—specifically in contract management and process optimization —with my passion for the visual arts. I want to help Goleta continue to grow as a culturally rich destination where public art is integrated thoughtfully into our urban design.

Question applies to Public Art Review Board
Describe your qualifications, training, education, and/or experience related to the visual arts, architecture, urban design, art history, or related fields.

Please explain how this would support the Public Art Review Board.

While my primary career has been as a Business Operations Analyst, I bring a combination of logistical expertise and a lifelong commitment to the visual arts that directly aligns with the Board's responsibilities. Professional Oversight: My experience in financial analysis and contract management is highly relevant to the Public Art Review Board's role in overseeing project budgets and artist contracts. I am adept at evaluating complex proposals to ensure they are both fiscally responsible and feasible from a project management standpoint.

Artistic Literacy: I have a deep personal interest in art and how it integrates into public spaces, which I cultivate through travel. My recent focus has been on the integration of historical art within modern public spaces. This global perspective helps me evaluate how different styles and scales of art can influence the 'feel' of a neighborhood. Community Knowledge: My completion of the LEAD Goleta Community Academy provided me with a general understanding of Goleta’s zoning, land use, and public process requirements.

Additionally, my volunteer work with the Santa Barbara Botanical Garden, Food Bank and local nutrition programs has given me insight into how our community interacts with public spaces. I can help the Board ensure that selected artworks are not only aesthetically significant but also culturally and environmentally appropriate for the residents of Goleta." Demographics

44 I have lived in our home in Old Town Goleta for over 35 years. My husband and I raised our daughter here and she attended public schools in Goleta. We have worked within the Goleta area since 1989 and are now retired. / My earliest impulses from childhood forward, were to make things. I have worked in some form of art media throughout my lifetime and continue to explore and experience art as a significant life activity.

Question applies to Public Art Review Board
Why does serving on the City of Goleta’s Public Art Review Board interest you?
I am impressed with the projects and improvements taking place in Goleta. I see transformation from a fractured, divergent component of SB County to a more unified, focused, community-minded city. An identity is being formed around what it means to live in Goleta. As the city determines its boundaries, needs, and unique character, there will be a place for public art works, and I feel the desire to help guide the choices that beautify and define our community.

Question applies to Public Art Review Board
Describe your qualifications, training, education, and/or experience related to the visual arts, architecture, urban design, art history, or related fields.

Please explain how this would support the Public Art Review Board.

My background, though varied, has been centered in visual arts. My exposure to the art museums, monuments and architecture of Europe in 1969, motivated me to study Art History at UCSB; graduating with a BA in 1973. My focus changed over the subsequent years as I studied and worked in a variety of applied art and craft fields: calligraphy, stained glass, and advertising design. These led me to explore Book Arts at UCSB, College of Creative Studies and to earn a BS in Bookmaking at Mills College, Oakland in 1989. / Marriage and a dual path of family and employment, limited my arts output, but I continued to expand my practical experience by volunteering for programs that directly affected my life. I served on committees and the board at San Marcos Parent-Child Workshop, 1994-1997; and on committees and the Board of Trustees at Live Oak Unitarian Universalist Congregation, Goleta, 2002-2023. There I served on the Interior Design Task Force for the newly built Sanctuary, 2008-2009. These positions gave me valuable experience in leadership, communication, cooperation and consensus. / Learning new skills has always been a leading motivator for me, and the practical application of quiltmaking led me to the practice of making Art Quilts for the last 35 years. I taught quiltmaking classes at SBCC Extended Learning from 2006-2011, as well as at several fabric stores and our local Coastal Quilters Guild, of which I have been a member for 33 years. I have served on Guild committees, the governing board and help mount the biennial Members Showcase at Earl Warren Showgrounds. I have won many ribbons at these exhibitions for my art work. I am a 15-year member of Fibervision, a local fiber arts group, and exhibit my work in our shows. In 2016 I had a solo gallery exhibition at the Faulkner Library in Santa Barbara. I continue to work in my home studio in fiber and collage media. / In addition to local museums, galleries and exhibitions, I attempt to educate myself and experience the excitement of visiting art museums and installations in my travels. A recent trip was spurred by the rebuilding and renovation of Notre Dame Cathedral in Paris where I was able to tour the building and compare the newly restored interior with my previous visit in 1969! Other trips include the Nelson-Atkins Museum of Art, and Sculpture Garden, Kansas City, Missouri; Crystal Bridges, Bentonville, Arkansas, the Walker Art Center and Sculpture Garden, Minneapolis, Minnesota; Weisman Art Museum, University of Minnesota, Minneapolis, a Frank Gehry designed building; the Smithsonian Museums, Washington, DC; Pacific Northwest Quilt & Fiber Arts Museum, LaConnor, Washington; Chihuly Garden and Glass, Seattle, WA; Mesa Verde National Park & Canyons of the Ancients National Monument, Utah and Hovenweep National Monument, Colorado; and the Royal BC Museum, Victoria, BC, Canada. / In the last few years I have been informed and intrigued by several experiences that broadened my understanding of the arts and the significant position art can play in a community. After completing the 2024 UCSB Reads selection, "Your Brain on Art: How the Arts Transform Us" by Susan Magsamen and Ivy Ross, I better understood the excitement I feel while experiencing art and my own desire to make art. The book is described as “A life-altering journey through the science of neuroaesthetics that offers proof of how our brains and Kristin L Otte

bodies are transformed when we participate in the arts and aesthetic experiences, and how this knowledge can improve our physical and mental health, help us learn and flourish, and build stronger communities. (Italics are mine.) David Byrne (“Talking Heads”) says the book is “proof for what so many of us have always known, that art…. is transformative beyond measure.” (Italics are mine.) The application to public art is significant. Art can be not only a pleasurable experience, but can improve our general well-being. Art is enjoyed by individuals, and can also be an organizing principle to unite community, as a concert, a play or a piece of visual art does. The residents of Goleta will benefit and feel pride in a city that advances art that reflects their sense of community. / A second informative experience impressed me while visiting my sister-in-law in St, Paul, Minnesota. I happened upon a project that delighted and supplemented my appreciation of public artworks. The Sidewalk Poetry Project, https://www.stpaul.gov/departments/public-works/sidewalks/sidewalk-poetry, partners public works, poets and a non-profit agency that stamps poetry on newly poured concrete sidewalks in neighborhoods around the city. There are now over 73 poems (stamped over 1,200 times) used. I found myself on an engaging walk around the neighborhood to discover the scope of the project and to read and enjoy the poetry. / I see the City of Goleta defining, honing, and polishing its character. From my vantage in Old Town, I am impressed with the changes and upgrades I see taking place: on city streets, roundabouts, resurfacing, traffic patterns, new speed zones; in the addition of new city parks; the renovation of GVCC and the Public Library and construction of the new train station; I see a city striving to provide value to its residents. I believe the arts can play a valuable role in providing the city with a unifying spirit of community and pride of residence.

I believe my arts experience, appreciation of a variety of media, exploration of new ideas, and cooperative attitude will provide a valuable voice to the Public Art Review Board and help create a unique legacy of public arts in the City of Goleta.

Question applies to Public Art Review Board
Why does serving on the City of Goleta’s Public Art Review Board interest you?
I have extensive experience working in the arts sector, and have a solid foundation in leadership and local civics. My hybrid background of administration and active art-making has allowed me to appreciate the value of public art and how it can support a community. As a young city, Goleta has the opportunity to develop a cultural sector and create a visual identity from scratch, which celebrates its history and future through artistry. To support this new effort would be invaluable to me as a permanent resident. As a working artist who regularly shows in Santa Barbara and Carpinteria, I have seen the benefits of communities dedicated to developing arts and arts programs for all ages, something Goleta is ready to build for itself.

Question applies to Public Art Review Board
Describe your qualifications, training, education, and/or experience related to the visual arts, architecture, urban design, art history, or related fields.

I have been involved in all stages of arts management and production, focusing on community engagement, communications, and development. Previous positions include the Marketing and Media Coordinator at Descanso Gardens in La Canada Flintridge, Marketing & PR Director at the Falcon Theatre in Burbank (now, the Garry Marshall Theatre), PR Coordinator at the Santa Barbara Museum of Art, and more recently, I served as the Production Designer for the Santa Barbara Independent. In each of these positions I worked directly with members and city stakeholders to ensure world-class artistry, outreach, and customer experience. My education is extensively focused in the arts: I studied Fine Art Photography from Pratt Institute in Brooklyn, I earned my Bachelors of Arts in Fine Art Media from Art Center College of Design (where I also served as President of the Student Government), and I have a Master of Arts degree in Organizational Leadership from Woodbury University. All of this experience and training has led me to be a seasoned art leader in the community.

Why does serving on the City of Goleta’s Public Art Review Board interest you?
I have been an artist and crafter my entire life. I have participated in the Santa Barbara Fair and Expo, exhibiting my art work and have won many awards. My current love is decorative painting and jewelry making. I have seen artwork covering boring items or eye sores in the City and like the idea, but would add a few twists. For instance, painting the "eye sore" to actually blend in with the background as opposed to standing out. I would like to see more children's art work displayed ~ in Isla Vista, there is a short wall with children's hand prints all over it. It is one of my favorites. I would like to see more art on boring building walls, owner approved. There are several buildings in Isla Vista with this kind of art.

I have studied art history in school through college. I prefer to paint on anything other than paper including wood, bricks, stucco, etc. I know what I would like to see as noted above and nothing too weird. Public Art should be enjoyed by all and bring a smile to your face, not a look of confusion. I have worked with oil paints, acrylic paints and house paints. I have taught projects both in my Decorative Painting Club and at conventions. As I am getting ready to retire, I would like to get involved with my community and art seems like my best choice.

My desire would be to find appropriate gallery space for Goleta artists to display their work, with proper lighting, etc, Mural work with a theme of Goleta history I believe could be interesting.
