TO: Mayor and Councilmembers
SUBMITTED BY: JoAnne Plummer, Neighborhood Services Director PREPARED BY: Chuck Flacks, Homelessness Services Coordinator SUBJECT: Approval of a Professional Service Agreement with Corporation for Supportive Housing to Update the Homelessness Strategic Plan RECOMMENDATION:
Authorize the City Manager to execute a Professio nal Services Agreement with the Corporation for Supportive Housing for services related to updating the 2021 Homelessness Strategic Plan, in an amount not to exceed $85,000 , with a term expiring June 30, 2027.
BACKGROUND:
The City of Goleta Homelessness Strategic Plan (HSP) was developed through extensive research, previous work efforts, national best practices in homelessness programs, and robust community and stakeholder engagement. The process began in November 2018 and, following a rigorous public outreach and review period, the HSP was adopted by the City Council on April 20, 2021.
Following adoption of the HSP, the City began implementing its goals through several key actions, including hiring the City’s first Homelessness Services Coordinator; executing multiple service provider contracts; developing coordinated communication and tracking systems; and establishing ordinances designed to protect the public and natural resources. In 2024, the Goleta HSP Three -Year Status Report was presented to Ci ty Council, highlighting significant success in placing individuals into permanent and interim housing and in identifying, tracking, and serving people through coordinated outreach efforts. The report also identified areas for improvement, specifically reg arding service strategies for individuals living in vehicles and approaches to connecting landlords with potential tenants.
In June 2025, the City Council approved the 2025 –2027 budget and workplan for the Neighborhood Services Department’s Homelessness Se rvices Division. The workplan 1 Meeting Date: August 18, 2026
included continued emphasis on outreach , particularly focused on individuals living in vehicles, an expansion of the Safe Parking Program, ongoing placement of individuals into transitional housing, creation of a landlord –tenant program dedicated to securing permanent housing placements, and continued coordination with the Santa Barbara County Sheriff’s Office, UCSB Police, Public Works, homelessness service providers, and other community stakeholders. The approved workplan also supported the Department’s intent to hire a consultant to complete an update of the 2021 HSP, with an approved budget of $100,000.
On April 7, 2026, during the Neighborhood Services Department Workplan review, Council praised the 2021 HSP, and reaffirmed the need and intent for the update. While the 2021 HSP primarily addressed encampments, community concerns, and wildfire risk, Council directed staff to focus the update on emerging challenges, including vehicle habitation, housing access, and recent ch anges in the legal landscape. Council also emphasized the need for the updated plan to include specific benchmarks and measurable outcomes, similar to the approach used in the Goleta Community Center Strategic Plan.
DISCUSSION:
Updating the City of Goleta HSP is essential to ensure that the City’s efforts remain responsive, data -informed, and aligned with current needs. The primary reasons for pursuing an update include:
Changing Landscape . Although the City of Goleta has seen a 50 percent decrease in overall homelessness over the past two years, the 2025 Point in Time Count identified a significant increase , 95 percent, in the number of individuals living in vehicles. Understanding the needs of this population and developing targeted strategies to support them is critical for continued progress.
Prevention. While current efforts have successfully placed many individuals into housing, data show that for every person housed, two or more individuals fall into homelessness. The HSP update will present data, st rategies, and best practices aimed at preventing homelessness among people at imminent risk of losing their housing.
Public Input. General public input on homelessness management has been limited. Although the City receives numerous requests for services related to homelessness, these requests generally originate from a small number of individuals. The HSP update process will broaden engagement, enabling a more diverse cross-section of stakeholders, including those with concerns, to help inform future policy.
2 Meeting Date: August 18, 2026
Request for Proposal Process
On March 30, 2026, the Neighborhood Services Department issued a Request for Proposals (RFP) to procure a consultant to complete the HSP update. Nine complete proposals were received by the April 30, 2026 deadline. The nine p roposals were evaluated, and the top five consultants were invited to participate in interviews conducted by a panel of professionals specializing in homeless ness services. A second round of interviews with the top two firms resulted in selection o f Corporation for Supportive Housing (CSH) as the most responsive proposer and the consultant best suited to lead the update.
The RFP included several key criteria for selecting a consultant:
SMART Goals. To effectively measure progress in addressing homel essness in Goleta, the performance measures in the HSP must be updated. Developing goals that are Specific, Measurable, Achievable, Reasonable, and Timely (SMART) will allow outcomes to be tracked and evaluated. CSH has a strong record of establishing SMART performance measures, and their proposal clearly outlined how they would apply this experience to Goleta.
Assessing Investment. Current service types and program investments may not fully align with present needs. With extensive experience working with communities across the nation, including the City and County of San Diego, CSH is well positioned to conduct an impartial analysis of existing resource allocation and provide recommendations for improvement.
People with Lived Experience. There is growing na tional consensus that individuals with lived experience of homelessness should play a central role in shaping policy and programs. Although the City works with agencies that incorporate lived-experience perspectives, CSH provided the most comprehensive approach to ensuring meaningful involvement from people with lived experience throughout the update process. This is a critical element for developing an effective and informed HSP update.
CSH’s proposed approach includes a comprehensive analysis of programs, policies, and community sentiment. Their work will support an HSP update that is actionable, measurable, and strengthened by examples from other jurisdictions. The Neighborhood Services Department recommends approval of a Professional Services Agreement w ith CSH, in an amount not to exceed $85,000, with a term expiring June 30, 2027, to complete the update to the Homelessness Strategic Plan over the next ten to twelve months.

Exhibit A: Scope of Work
City of Goleta and Corporation for Supportive Housing
CSH will deliver a structured, four-phase work plan designed to deliver a forward- looking, SMART-goal-driven Homelessness Strategic Plan update within the City's 12-month timeline. Our approach is directly responsive to the City's objectives: this update will not recycle prior methods but will build on Goleta's five years of experience to produce an actionable blueprint for the next phase of action.
Phase 1: Planning and Set- `
Up/Ongoing Coordination (September 2026 – June 2027) : Beginning in September 2026, CSH will work with the City of Goleta to identify and invite partners to participate, ensuring broad participation from key partners, including people with lived experience. The City will provide existing data and policies for review, as well as the current Strategic Plan. CSH will review key metrics from the current Strategic Plan and progress made and establish clear roles and responsibilities for the Strategic Plan update. Ongoing coordination will occur throughout the term of the contract.
Phase 1 Deliverable:
• Written Strategic Plan update process that outlines the key activities and timeline for this project.
Phase 2: Stakeholder Engagement (October 2026 – February 2027): Through a multi -modal approach, CSH will collect feedback from system partners and people with lived experience to understand the strengths and gaps within the current system and gather recommendations for inclusion in the Strategic Plan update. Per the RFP, key stakeholders will include City staff and elected officials, County of Santa Barbara Homelessness Collaborative and Continuum of Care partners, local service providers, law enforcement, healthcare providers, education partners, and individuals with lived experience. While CSH is amenable to adjusting the methods utilized to gather stakeholder feedback, we recommend a Provider Survey, up to five key informant interviews, and up to three virtual feedback sessions.
Phase 2 Deliverables:
• CSH will design and implement data collection tools, including a service provider survey, interview questions, and a feedback session facilitator guide. CSH will develop a data analysis report to be included with the final Strategic Plan update.
Phase 3: Best Practices and Policy Review (October 2026 – April 2027): CSH will conduct a targeted, implementation-focused review of best practices, policies, and funding strategies relevant to Goleta’s homelessness response, with a specific emphasis on approaches that have demonstrated success in jurisdictions similar in size, governance structure, and regional context. This phase will focus on practical, scalable strategies that address the challenges identified in Phases 1 and 2, including long -term homelessness, vehicle homelessness, high- acuity Docusign Envelope ID: 85FBAEB3-0E16-8351-816D-1314CCF1521A Docusign Envelope ID: 7720F2D6-E5AB-8F25-8339-9ACBE7D218ED 18 City of Goleta Neighborhood Services

needs, system coordination, and funding sustainability. CSH will assess best practices through three primary lenses:
• Effectiveness: Evidence that the strategy improves housing access, stability, or system performance.
• Feasibility: Alignment with Goleta’s policy authority, staffing capacity, and fiscal environment.
• Sustainability: Ability to be maintained over time without disproportionate reliance on the City’s General Fund.
This review will include an analysis of:
• Local and regional policy levers that influence housing access and service delivery;
• Funding models and resource alignment strategies, including braiding of local, county, state, and federal funds;
• Operational approaches to serving people with long- term and complex needs, including those experiencing vehicle homelessness.
CSH will identify key decision points and tradeoffs associated with adopting or adapting these practices, providing Goleta with clear, actionable options. Findings from this phase will directly inform the development of SMART goals, strategies, and implementation steps in the updated Strategic Plan.
Phase 3 Deliverables:
• Best Practices and Policy Memo summarizing high- impact strategies relevant to Goleta, the conditions required for successful implementation, and associated risks, limitations, and resource implications. • Facilitated working session with City staff to review findings and identify practices to advance, adapt or pilot, and defer or exclude for inclusion in the updated Strategic Plan.
Phase 4: Strategic Plan Update (March – June 2027) : CSH will synthesize findings from Phases 1– 3 to develop an updated Homelessness Strategic Plan that is practical, usable, and oriented toward implementation. The Strategic Plan will clearly articulate priorities for the next phase of action and provide the City with a structured framework for decision-making, coordination, and accountability. The updated Strategic Plan will include:
• A clear assessment of current conditions, incorporating progress to date, persistent challenges, and system gaps identified through data review and stakeholder engagement.
• Defined goals and strategies aligned with a Housing First orientation, focused on improving housing access, long- term stability, and system coordination, particularly for people experiencing long-term homelessness, high-acuity needs, and vehicle homelessness.

• SMART goals and measurable outcomes with defined indicators, timelines, and responsible parties to support ongoing monitoring and reporting. • An implementation roadmap that translates strategies into concrete actions, including sequencing, dependencies, and near -term priorities to support momentum.
• Overview of funding dynamics and sustainability considerations relevant to Goleta’s homelessness response.
CSH will work closely with City staff to ensure that the Strategic Plan is right-sized for Goleta’s capacity, responsive to local and regional roles, and suitable for use by City leadership, staff, and partners as a living document guiding day -to-day work and longer-term policy decisions. A draft of the Strategic Plan will be reviewed with City staff and refined based on feedback prior to finalization.
Phase 4 Deliverables:
• Draft and final Homelessness Strategic Plan, incorporating goals, strategies, implementation steps, and performance measures. • Implementation and monitoring framework designed to support regular progress tracking and future plan updates.
• Presentation of the Strategic Plan to City staff and/or City Council, as requested, summarizing key findings, priorities, and recommended next steps.
