Agenda Item A.6

CONSENT CALENDAR
Meeting Date: August 18, 2026
TO: Mayor and Councilmembers
SUBMITTED BY: JoAnne Plummer, Neighborhood Services Director PREPARED BY: Justin Wilkins, Parks and Recreation Manager SUBJECT: Authorization to Advertise for Construction Bids for the Pickleball Entry/Waiting area at the Goleta Community Center Project RECOMMENDATION:

Authorize Staff to advertise a notice inviting construction bids for the Pickleball Entry/Waiting Area at the Goleta Community Center Project (CIP No. 9126).

BACKGROUND:

While under the management of the Goleta Valley Community Center Organization (Organization), the tennis court and basketball cour t at the Goleta Community Center were converted to four permanent pickleball courts and one temporary pickleball court/permanent basketball court. The project was fully funded by the Organization with support of the players through donations and fundraisers, which included new surfacing, nets, fencing between the courts, windscreen and gates on the north side of the facility.

The Organization had placed large pieces of flagstone from the parking lot leading to the gate to create an aesthetically pleasing walkway to the courts. The courts opened to the public in the spring of 2021.

As the City of Goleta assumed the direct management of the Goleta Community Center in August 2023 , the day-to-day management of the pickleball program remained under the Organization, but the City of Goleta held responsibility for management of the facility.

The walkways to the courts created by the Organization provided an attractive entry to the courts but required improvements to provide an accessible path of travel consistent with the Americans with Disabilities Act (ADA).

The City of Goleta develop ed the Capital Improvement Program Project No. 9126 Pickleball Entry/Waiting area at the Goleta Community Center (Pro ject) to improve accessibility, address drainage concerns, and provide a safe waiting area for players. The Organization contributed $50,000.00 through a one-time donation to the City to support the planned renovations for the entry area of the pickleball courts. 1 Meeting Date: August 18, 2026

On July 1, 2026, the City received and allocated $242,180 in Community Development Block Grant (CDBG) – Entitlement Grant funds from the U.S. Department of Housing and Urban Development (HUD) to support eligible public facility and accessibility improvements as part of CIP No. 9126.

DISCUSSION:

The Project is designed to remove existing accessibility barriers and improve safe, equitable access to the City’s pickleball facilities. The primary objective is to replace the existing deteriorated pedestrian access route, which currently consists of uneven slate pathways and stapled artificial turf coverings that do not provide a stable, firm, and slip - resistant accessible route consistent with applicable accessibility requirements.

The Project will construct a new accessible entry and circulation system that provides an uninterrupted, accessible path of trav el from two ADA -accessible parking spaces to all five pickleball courts, an ADA -accessible portable restroom, and the adjacent storage area. Existing grades within the Project area will be reconfigured to establish compliant running and cross slopes, designed to comply with accessibility standards while improving overall pedestrian safety.

To further enhance accessibility and longevity of the improvements, new slot drainage systems will be installed between the parking lot and the accessible entry pathway, as well as between the entry area and the pickleball courts. These improvements will effectively manage stormwater runoff, reduce ponding, and help maintain a safe, dry, and accessible pedestrian route throughout the year.

The Project also includes modifications to the first row of the existing parking lot to create two accessible parking spaces, including the required access aisles and compliant connections to the accessible route. Due to the necessary grading modifications required to achieve ADA-compliant slopes, the front parking row will be resurfaced as part of the project. Protective concrete safety bollards and/or concrete trash/recycle receptacle units will be installed adjacent to the accessible parking area to safeguard pedestrians using the accessible route and to protect the facilities from vehicle encroachment.

Project Renderings are included as Attachment 1. Staff anticipate returning to Council this Fall to award the construction contract, requesting Council formally approve the Project plans and specifications and adopt the environmental findings pursuant to the California Environmental Quality Act prior to Project approval.

If any project changes help expand the capacity, Park Development Impact Fees can be used for additional budget appropriations, which may be recommended at a future date, if necessary. In addition, further fundraising and donations by the players may also be an option.

ALTERNATIVES:

Council may choose not to direct staff to advertise this Project for competitive construction bids, but that would delay planning for accessibility improvements, and the funding allocated through CDBG may need to be redirected to another eligible activity. 3 Meeting Date: August 18, 2026
