SUBMITTED BY: Matthew R. Fore, General Services Director SUBJECT: Award of Professional Design Services Agreement for the Stow House - Southeast Porch and Window Renovation Design
(CIP Project No. 9135)
RECOMMENDATION:
A. Authorize the City Manager to execute a Professional Design Services Agreement with Radames Architects PC for design services for the renovation of the Stow House southeast porch and windows, in an amount not-to-exceed $62,670 ($54,495 base contract, and $8,175 contingency) , and for a term ending December 31, 2028; and
B. Authorize a budget appropriation transfer in the amount of $62,670 from the Public Facilities and Building Maintenance Reserve to CIP No. 91 35 – Stow House Preservation as described in the Fiscal Impact Section.
BACKGROUND:
In January 2023, the City Manager approved a Professional Services Agreement with Bureau Veritas (Agreement No. 2023-003) to conduct Facility Condition Assessments for multiple City sites, including the Stow House. On April 18, 2023, Bureau Veritas issued a report for the Stow House which identified multiple projects that should be undertaken to continue preservation efforts for the facility. Exterior improvements, including window and shutter renovation or replacement , and porch decking repairs, were among the recommendations outlined in the report.
On August 20, 2024, City Staff issued a Request for Qualifications (RFQ) to create a Pre- Authorized Consultant List that would cover various services, including architecture. The City received multiple responses which staff thoroughly evaluated. Staff deemed Radames Architects PC (RAPC) qualified as an authorized consultant under the General Architecture category and the City Council affirmed the inclusion of RAPC to the P re- Authorized Consultant List on January 21, 2025.
1 Meeting Date: August 18, 2026
DISCUSSION:
Stow House Core and Shell Analysis
In October 2025, General Services retained RAPC to conduct a core and shell analysis for the Stow House. As part of this work, RAPC, in conjunction with City Staff and members of the Goleta Valley Historical Society (GVHS) , identified projects within the Stow House complex that were of the highest priority as they related to asset protection, facility preservation, and on -going GVHS operations. Porch decking and railings have begun to deteriorate, creating a potential safety issue. Moreover, periodic water intrusion through the upper portion of the windows has created an on -going maintenance issue .
Therefore, renovation of the porch and windows (both 1 st floor and 2 nd floor) on the southeast side of the house were deemed the most critical project.
In addition to the core and shell a nalysis for the Stow House , RAPC has been assisting City staff to create an asset database for the facility. The City requested a proposal from RAPC for design services to renovate the southeast porch and windows in March 2026.
RAPC submitted a final scope of work and cost proposal on July 2, 2026, which General Services staff reviewed and accepted.
Recommended Award
Based on their extensive design experience with both private and pu blic facilities, their knowledge of the Stow House facility, and a detailed project understanding, Staff recommends that Council authorize the City Manager to execute a professional design services agreement with RAPC to complete the design work specific t o the southeast porch and window renovations.
Next Steps
Staff will work with RAPC to create a renovation design that will stabilize the southeast porch and windows and provide long-term preservation for these important facility assets.
Design will begin in late August and will take approximately six to eight months to complete. All design will be consistent with the “U.S. Secretary of Interior Standards for the “Treatment of Historic Properties.”
GOLETA STRATEGIC PLAN:
City-Wide Initiative: 5.0 Strengthen Infrastructure
Strategic Goal: 5.4 Protect and maintain our City-owned facilities and critical operational assets.
FISCAL IMPACT:
The cost of renovation design services to be provided by RAPC pursuant to its proposal is $54,495. Staff recommends that Council authorize the City Manager to execute an Agreement with RAPC in an amount not-to-exceed $ 62,670, which includes a contingency of $8,175 to be used for additional services that may be required to complete the design, permitting, and bidding support for the Project.
This Council action requests approval of a budget appropriation transfer of $62,670 from 2 Meeting Date: August 18, 2026
the Public Facilities and Building Maintenance Reserve to Capital Improvement Program Project No. 9135 – Stow House Preservation as shown in the table below. The available reserve balance is an estimated Fiscal Year 2025-26 Year End estimate.
General Ledger
Account
Available Budget Transfer In/Out Ending Balance
Facilities Reserve $862,746 ($62,670) $800,076
101-90-9135-57070 $0 $62,670 $62,670
ALTERNATIVES:
The Council may elect not to award the Agreement to RAPC and direct Staff to negotiate with another responsive vendor. However, doing so would delay assembly of design documents, permit submittals, and bidding tasks.

All work will be conducted in accordance with the “U.S. Secretary of Interior Standards for the Rehabilitation of Historic Properties” (USOIS).
Phase 1.1 Pre-Design & Conceptual Design
1.1.1 USOIS Research
Through previous work on the Core & Shell Analysis, the CONSULTANT has clarified existing conditions and performed appropriate historical research to document the original design elements of the structure (or designs and conditions of the structure that were included in the 2000 Landmark Application – NPS Form 10 -900). The research will confirm these design elements, which will b e used as the basis of the renovation design.
CONSULTANT will continue to conduct research into the original color schemes used at the Stow House to allow for paint matching for the renovated elements.
1.1.2 Coordination of Porch Deconstruction Activities
CONSULTANT will coordinate with the approved sub -contractor to conduct selective deconstruct ion elements of the porch and window system(s) to allow clarifications of structural integrity and original construction methodology. 1.1.3 Porch Deconstruction & Investigation
The selected subcontractor will conduct activities that involve removal of portions of the porch and window structures. These locations will be directed by the CONSULTANT, and to some extent, be directed by what is discovered in the field during the actual process. Once the conditions have been documented both photographically and through comparison through existing historical documentation, the subcontractor will re -assemble the elements of the porches and windows that required the deconstruction actions.

Phase 1.2 Schematic Design
1.2.1 Development of Base Design
The CONSULTANT shall assemble schematic level plans for the improvements that will include required details. The schematic level plans shall integrate all required City, state, and federal codes associated with this renovation work on a landmark structure.
