SUBJECT: Fiscal Year 2025/26 Fourth Quarter Financial Review RECOMMENDATION:
A. Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Operating and CIP Budget for Fiscal Year 2025/26”
BACKGROUND:
This report provides a financial update on the City’s preliminary actual revenue and expenditure activity from July 1, 2025 through June 30, 2026 (fourth quarter) of the Fiscal Year (FY) 2025/26 Operating and Capital Improvement Program (CIP) Budget, which was adopted on June 17, 2025, as part of the two-year FY 2025/26 and FY 2026/27 budget plan and has been amended during the year through the quarterly financial reviews and individual Council actions. Because this is the year-end report, the figures include yearend accrual entries that align revenues and expenditures with the fiscal year in which they were earned or incurred. The timing differences noted in earlier quarterly reports no longer apply. Additionally, this report recommends various year-end budget adjustments, summarized in the report and detailed in Attachment 5, for Council approval by resolution.
All numbers presented in this report are unaudited and may change upon completion of the independent year-end audit now underway. Staff expects modifications, if any, to be minor and immaterial. The audited FY 2025/26 Annual Comprehensive Financial Report (ACFR) is targeted for presentation to the City Council in December 2026.

General Fund revenues closed the year at $58.3 million, $5.3 million (10%) above the current budget and $3.6 million (6.5%) above FY 2024/25. All four major taxes exceeded budget projections. The sources of the increases, including the portion that is one-time, are discussed in the Revenue Analysis section below.
Expenditures and transfers totaled $55.7 million, or 70.3% of the $79.3 million current budget. That percentage understates the year because the budget includes $23.2 million of carryover from FY 2024/25 and $18.0 million of capital projects that span more than one year. When comparing against the operating budget alone, spending was 89.0%.
General Fund capital spending was $1.6 million, with the balance of active project budgets carrying forward. Spending was $9.3 million (20.1%) higher than FY 2024/25, mostly related to one-time and carryover funded work rather than ongoing operations, as described in the Expenditure Analysis section below.
The result is a $2.6 million addition to the fund balance against a budget use of $26.2 million. The $28.8 million difference has two parts: 1) revenues above budget of $5.3 DRAFT 3

million, and budgeted project and encumbrance balances that were not spent this year will be reappropriated in FY 2026/27. Current carryover estimates are $19.6 million. Total General Fund balance at June 30, 2026, is $55.6 million on a preliminary basis. Its components, including reserves, set-asides, and the unassigned balance, are presented under Fund Balance and Reserves.

The June 17, 2025, adopted budget anticipated a $2.2 million use of fund balance for one-time capital funding. Since July 1, 2025, the budget has increased for three reasons:
1. $23.2 million of carryovers from FY 2024/25 (supported by one-time fund balance of the General Fund), which was detailed in the Q1 Financial Report taken to City Council on December 16, 2025.
2. $2.5 million in other expenditure appropriations approved by City Council, of which $1.8 million came through the Quarterly Financial Reviews, and $0.7 million through separate Council actions. These were related to GCC Electrical System Replacement, the Shelby settlement agreement, the Friends of the Goleta Valley Library for upgraded furnishings, and the collections service fee for the misallocation findings by sales tax auditors.
3. $1.7 million in revenue appropriations recognized during the year, related to utility reimbursement revenue received, Goleta Valley Library donations, larger DRAFT 4

property sales in February 2026, Transaction and Use Tax misallocation recovery, and FEMA claim reimbursement.
General Fund Year-End (Q4) Recommended Amendments Summary:
Staff recommends the following year-end amendments and appropriations to the General Fund budget, which increase revenues by $134,000 and expenditures by $328,292, for a net decrease in budgetary fund balance of $194,292.
The $134,000 revenue amendment formally recognizes the 2026 Drone Show sponsorship received.
Expenditure appropriations, net increase of $328,292, funded from reserves previously set aside for these purposes:
• $168,964 for City Attorney litigation and legal services (Program 1400), funded from the Litigation Defense reserve, which is temporarily reduced to $231,036.
• $159,328 for the final Shelby settlement-related invoices in NonDepartmental (Program 8500), funded from the fund balance temporarily set aside for the settlement.
Expenditure transfers between departments and programs that do not change total overall appropriations:
• $44,996 from Current Planning (Program 4100) to Non-Departmental (Program 8500), moving unused budget originally set aside for a portion of the Shelby settlement to the program where the settlement-related invoices were paid.
With the $159,328 above, the Non-Departmental appropriation for the settlement totals $204,323.
• $92,234 from Public Safety (Program 7100) to Finance (Program 3100), using unused budget savings to cover the balance of cost-recovery fees charged by the City’s sales and use tax consultant on audit misallocation findings and salaryrelated benefits. The Q3 review set aside $152,1000 in fund balance towards these fees and costs, but due to unused budget savings in other programs, staff is not recommending additional budget appropriation from that set aside.
The Revenue Analysis and Expenditure Analysis sections below explain each General Fund amendment. Recommended amendments to the Special Revenue Funds are described under Capital Improvement Program and Other Funds. Attachment 5, Exhibit A, contains the complete itemized detail of the recommended budget adjustments for all funds. Attachment 1 presents the General Fund Statement of Revenues and Expenditures, summarizing major revenue sources and departmental expenditures.

General Fund Revenue Analysis (Unaudited):
Table 3 compares FY 2025/26 year-end revenues with the current budget and with FY 2024/25. The four major taxes (property tax, sales tax, transaction and use tax, and transient occupancy tax) make up 85.6% of General Fund revenue, and each exceeded budget this year. They are discussed individually below, followed by Interest and Rent Income, which had the largest variance among the remaining categories, and a summary of all Other Revenues.

Property Tax
Property tax, the City’s third largest revenue source at 18.2% of General Fund revenue, closed the year at $10.6 million, 101.8% of the revised budget, and $469,953 (4.6%) above FY 2024/25. The growth tracks the FY 2025/26 tax roll, on which the City’s net taxable assessed value rose 4.3% to $10.24 billion. About 41% of that growth was the
2.0% Proposition 13 inflation adjustment applied to property that did not change hands, about 32% came from the reassessment of properties that sold during 2024, and the balance came from new construction and improvements. Summary of key results:
• Property tax in lieu of vehicle license fees, $5.12 million, up $210,055 (4.3%).
Allocated on citywide assessed value growth and received in two payments in January and May.
DRAFT 6
Meeting Date: September 15, 2026
• Share of the basic 1% levy, $4.44 million, up $165,203 (3.9%). Secured, unsecured, unitary, and supplemental receipts and the homeowners' exemption subvention. Secured receipts grew 4.0%, in line with the roll, after the pass-through to the former redevelopment project area, where values grew faster (5.2%) than in the rest of the City (4.1%).
• Real property transfer tax, $303,148, up $112,047 (58.6%). This increase was driven by several large commercial transactions, including the February 2026 sales that led to the $125,000 increase in the Q3 review. Receipts at this level are transaction-driven and should not be assumed to recur.
• Redevelopment pass-through and residual, $748,302, down $17,352 (2.3%).
The decrease is due to the absence of a one-time $41,701 receipt in June 2025, which was the City’s taxing-entity share of the final $775,941 installment under the September 2018 settlement with the Department of Finance over the former redevelopment agency. That seven-year payment schedule concluded on June 30, 2025, so FY 2025/26 is the first year without either the payment or the partial return of it. The recurring pass-through and residual actually grew by $24,349 (3.4%), with the project area’s tax increment.
Sales Tax (1% Bradley-Burns)
Sales Tax, the fourth largest revenue source at 15.7% of General Fund revenue, closed at $9.2 million, 104.2% of the $8.8 million budget and $195,057 (2.2%) above FY 2024/25.
Industry details from the City's sales tax consultant are available for the first three sales quarters of the year (July 2025 through March 2026 sales). The April through June quarter will be reported in October. Through March, growth was led by autos and transportation (up 12%), building and construction (up 12%, driven by contractor sales), and the countywide use tax pool (up 12%, reflecting online purchases and medical and biotech supply deliveries into the region), offset by a decline in business and industry (down 6%) and lower reported receipts in general consumer goods, the latter distorted by allocation timing at a major retailer. Sales for the January through March 2026 quarter were 8.6% above the same quarter a year earlier after adjusting for reporting aberrations, compared with 3.0% countywide and 4.0% statewide, with strength in autos, building materials, and restaurants.
Transaction and Use Tax (TUT)
Measure B, the City’s 1% transaction and use tax and its second largest revenue source at 25.4% of General Fund revenue, closed at $14.8 million, 118.3% of the $12.5 million revised budget and $2.5 million (20.1%) above FY 2024/25, the first full baseline year for the tax. The increase reflects two components, both traceable to a misallocation identified by staff and City’s tax consultant, under which a major retailer had not been reporting its Goleta sales to the City's TUT. The first is a one-time correction of prior-period receipts of approximately $1.2 million, recognized in the Q3 review and received in the October and November 2025 disbursements. This makes FY 2025/26 TUT revenue overstated by that amount for trend purposes. The second is ongoing, with the taxpayer now reporting correctly, Measure B receipts for the October through December and January through March sales quarters were up 9.9% and 11.9% over the prior year, against about 2% DRAFT 7
Meeting Date: September 15, 2026
growth in Bradley-Burns sales tax. Excluding the one-time correction, underlying Measure B receipts were approximately $13.6 million, about 10% above FY 2024/25.
Transient Occupancy Tax (TOT)
Transient Occupancy Tax remained the City's largest revenue source at 26.3% of General Fund revenue. It closed at $15.3 million, 111.0% of the $13.8 million budget and $1.2 million (8.5%) above FY 2024/25. Essentially all of the growth is the recovery at one major resort property whose renovation closure impacted receipts in the second half of FY 2024/25. Its remittances were $1.1 million above the prior year, all of it in January through June, while receipts from the City's other hotels combined were flat (up 0.3%) and shortterm vacation rentals added $80,532. Table 4 shows that receipts for July through December were down 1.3% from the prior year, while every month from January through June was up between 16% and 33%, for a combined $1.3 million (21.4%), as the renovated property returned to full operation. June was the strongest month of the year at $1.7 million, up 22.8%, reflecting the first full June at the renovated property and the start of FIFA World Cup travel in the region. Because the FY 2024/25 base was impacted by the renovation, a better measure of the underlying trend is the two-year comparison with FY 2023/24, the last full year before the closure, where TOT is up 7.6% over two years, or about 3.7% a year.

STVR operators remitted $377,779 of TOT in FY 2025/26, up $80,532 (27.1%) from the prior year and about 2.5% of total TOT. The growth follows the number of active licenses, which rose from 38 in May 2025 to 60 on June 30, 2026, as operators were brought into compliance under the updated STVR ordinance. Every month of the year exceeded the prior year, with the largest gains in March through June. Table 5 summarizes license activity and Table 6 shows monthly receipts.

Interest and Rent Income
Interest and rent income closed at $1.5 million, 146.8% of the $1.0 million budget and $597,753 (28.4%) below FY 2024/25. Both variances trace to investment earnings.
Realized earnings on the City's pooled investments were $1.81 million, nearly double the $950,000 budgeted, because the budget assumed more moderate average returns.
Realized earnings were $69,853 (3.7%) below the prior year as rates eased. The category also carries the year-end fair market value (FMV) adjustment required by accounting standards, which is an unrealized, non-cash figure. This reduced reported interest income by $371,105 this year, compared with an increase of $148,220 last year. That $519,325 swing accounts for nearly all of the decline in the category, and the adjustment is held in a separate reserve so that it does not affect spendable fund balance (see Fund Balance and Reserves). Rents and leases contributed $71,000, including $28,339 in new lease revenue.
All Other Revenues
The remaining categories (Cannabis Tax, Franchise Fees, Licenses and Service Charges, Fines and Penalties, Reimbursements, and Other Revenues) together closed at $6.9 million, 108% of budget and $179,000 (2.5%) below the prior year. Three items explain most of the movement.
1) Licenses and Service Charges grew $705,686 (29.1%) on building permit activity, principally the Heritage Ridge project, whose permits alone approached half of the DRAFT 10
Meeting Date: September 15, 2026
annual building permit budget; plan check revenue was correspondingly below budget because those fees were collected in the prior year. 2) Reimbursements of $1.1 million included $399,607 of FEMA and Cal-OES storm claim reimbursements recognized in the Q3 review, compared with $731,659 of FEMA and Cal-OES reimbursements in FY 2024/25.
3) Other Revenues were $602,513 below the prior year because FY 2024/25 included one-time library donations of $406,700 and a $170,000 return of economic development funds. Cannabis tax of $580,096 was 22.0% below the prior year as the number of operators declined, consistent with the $100,000 budget reduction made in the Q3 review. The one revenue amendment in this group, $134,000 in Drone Show sponsorships, is described under General Fund Year-End Recommended Amendments.
Account-level detail is provided in Attachment 2.
General Fund Expenditure Analysis (Unaudited):
General Fund expenditures and transfers totaled $55.7 million, 70.3% of the $79.3 million current budget and $9.3 million (20.1%) more than FY 2024/25. Table 8 shows the results by category and Table 9 by department; both are on the same basis as Table 1 and Attachment 1, with transfers shown separately from departmental spending. Unspent budget of $23.5 million is largely project and contract balances that will be carried into FY 2026/27. Every department finished within budget except Finance and NonDepartmental, and both are covered by the budget adjustments discussed earlier in the report. In addition, other amendments are recommended and are part of that earlier discussion. Staff's current estimate of the carryover is $19.6 million, to be finalized in the Q1 Financial Review in December 2026. The sections below the table provide details for the Goleta Library, the Goleta Community Center, and the Goleta Train Station.

The Goleta Library consists of the main Library and the Bookvan, which was established in FY 2022/23. The Library is supported by four funds, the General Fund, County Per Capita, Library DIF, and Measure L. The General Fund revenues only are displayed to show the offsetting amount when compared against the General Fund expenditures. The Bookvan utilizes only County Per Capita funds but may elect to use General Fund if there is an operational budget need. The tables on the next page provide a program operational financial summary, excluding Capital Improvement Projects (CIP), of the Library and Bookvan funds. The California Library Grant Fund (325) is currently in use for capital improvement projects, but not for daily operations.

This program was created in FY 2026/27 during the Mid-Cycle budget adoption for the purpose of capturing the costs related to the operation of the Goleta Train Station (Amtrak Train Station). Although no FY 2025/26 budget exists, FY 2026/27 budget is $426,200, which will initially be managed by multiple departments as City staff start to develop and learn the necessary expenditures to operate the facility. The revenue and expenditures for the Goleta Train Station utilize the General Fund and Program 1811, and will be continued to be reported on in future quarterly financial reviews.
General Fund – Estimated Ending Fund Balance and Reserves (Unaudited):
The table on the next page provides a recap of the Fund Balance as of June 30, 2025, and June 30, 2026, which has been revised to reflect an actual balance instead of a projected balance, which is displayed in the first three quarters of the fiscal year. The FY 2025/26 revised estimated ending fund balance column reflects actual revenues and expenditures and includes estimated carryover amounts, shown in the CIP Project Funding and Encumbrances categories for FY 2026/27.
The reserve amounts are still under review and are subject to change after the audit is complete. The final numbers will be reported in the City’s Annual Comprehensive Financial Review (ACFR) and the First Quarter Financial Review for FY 202 DRAFT

Revenue Neutrality Agreement (RNA):
The receipts and payments as a result of the RNA are not included in the budget. Under the RNA Agreement, the County is allocated 30% of the 1% Bradley-Burns Sales Tax revenues generated within the City of Goleta and shares equally in the Property Tax (AB 8 Allocation) revenues of the City. The estimated cost for FY 2025/26 of the total RNA payments is $8.6 million. The estimated total contribution since City incorporation in 2002 is approximately $168.6 million through the end of FY 2025/26.
Capital Improvement Program and Other Funds:
The Special Revenue Funds summary with budget-to-actual comparison is provided in Attachment 3. The Other Funds section below briefly describes the financial activity through the quarter for some of the City’s major operating funds. Attachment 4 provides a CIP Expenditure Summary on a budget-to-actual basis to ensure that projects do not exceed the appropriations allocated to the project.
Other Funds:
Attachment 3 provides a summary with a budget-to-actual comparison for the following Funds.
Gas Tax Fund (Fund 201)
State law requires that the Highway Users Tax Account (HUTA) funds be used exclusively for the maintenance of the street and highway system. Therefore, any unspent budget will be carried over for the pavement rehabilitation project.
SB1 Road Maintenance & Repair Act (RMRA) (Fund 203)
State law requires the revenues that are generated from fuel and vehicle registration taxes to be used exclusively for the transportation system. The entire budget is programmed towards the City’s pavement rehabilitation program, and budget balances will continue to carry over for that purpose.
Measure A Fund (Fund 205)
The Santa Barbara County Association of Governments (SBCAG) administers a half-cent sales tax, known as Measure A, to fund transportation improvements throughout Santa Barbara County. The City of Goleta receives a portion of those funds to use exclusively for transportation-related purposes. Budget balances will continue to be carried over for transportation and street maintenance-related projects.
Lease Revenue Bonds and Sales Tax Revenue Bonds (Fund 609 and Fund 610) In March 2025, the City issued $18,735,000 of Lease Revenue Bonds, Series 2025A, and $14,655,000 of Measure A Sales Tax Revenue Bonds, Series 2025, depositing a DRAFT 16

Spending of bond proceeds recorded to date reflects trustee disbursements posted to the City's ledger. A substantial portion of project costs during the period was paid from the General Fund, Measure A, and other City local funds in advance of reimbursement from bond proceeds. Staff is completing the allocation of bond proceeds to eligible project expenditures and will return to Council in October with reimbursement and budget adjustment recommendations to those projects. All bond proceeds are anticipated to be fully spent within three years of issuance, by March 2028, consistent with federal tax rules for tax-exempt bonds. The bond-funded projects include:
• Project Connect (CIP Project No. 9002, 9033 and 9114) • San Jose Creek Multipurpose Path (CIP Project No. 9006) • Cathedral Oaks Crib Wall Repair (CIP Project No. 9053) • Goleta Train Depot (Goleta Train Station) and South La Patera Improvements (CIP Project No. 9079)
Recommended Grant Appropriations:
Throughout the year, the City of Goleta receives grants that are typically awarded for a period of time for specific purposes related to project plans and capital improvement projects. When a grant is awarded, a budget appropriation is submitted to establish the grant. At the close of the grant process, budget appropriation adjustments are submitted to reduce any remaining unused budget, thereby closing out the grant. During the cycle, budget appropriations may be requested to cover other reconciliation needs.
Table 15 shows all activity that had a direct effect from grant activity, or an indirect effect on non-grant funds from grant activity.

Meeting Date: September 15, 2026
Recommended Budget Amendments – Special Revenue Funds:
Staff is recommending various revenue and expenditure budget adjustments for various other Special Revenue Funds. Additional details and corresponding revenue adjustment (if applicable) are found in Attachment 5 – Exhibit A.
FINANCE COMMITTEE REVIEW:
The Finance Committee met to review the Fiscal Year 2025/26 Fourth Quarter Financial Review Report on September 08, 2026. Other recommended adjustments post Finance Committee review are found in Attachment 5 – Exhibit A.
FISCAL IMPACTS:
General Fund
The recommended amendments increase revenues by $134,000 and expenditures by $328,292, a net decrease of $194,292 in budgetary fund balance. The expenditure amendments are funded from the Litigation Defense reserve ($168,964) and the fund balance set aside for the Shelby settlement ($159,328), so they do not reduce the unassigned fund balance. On a preliminary basis, General Fund balance at June 30, 2026 is $55.6 million, including $10.2 million unassigned. As described under Fund Balance and Reserves, that balance does not yet reflect the uses of fund balance in the adopted FY 2026/27 budget, the final carryovers, or the audit. The FY 2026/27 fund balance projection will be presented at a future meeting. Account-level detail is provided in Attachment 5, Exhibit A.
Other Funds
The recommended amendments to Other Special Revenue Funds described above are detailed in Attachment 5 - Exhibit A.
Council is asked to adopt the attached resolution (Attachment 5) approving the recommended budget adjustments.
City’s Cash Flow and Position:
The City’s Finance Department monitors its cash flow and position daily. The cash funds are pooled and considered very liquid, as most of its funds are invested in overnight pooled investment accounts such as LAIF or its money market account. The City’s special revenue accounts have a committed fund balance that is pooled with the General Fund.
When pooled all together, the City’s cash position was approximately $72.7 million, with a liquid amount of $
