BACKGROUND:

Recognition may be based on factors such as longevity, economic development, prosperity, sustainability, resilience, or other efforts that promote ongoing community enrichment.
Under the Program guidelines, nominations are open to the public, and self-nominations are encouraged. Nominations may be submitted at any time through an online for m and are intended to be given on a quarterly basis depending on nominations. Award recipients are typically selected by City of Goleta staff in consultation with the Greater Santa Barbara Hispanic Chamber of Com merce and the Santa Barbara South Coast Chamber of Commerce.
DISCUSSION:
Saigon Noodle House has been selected for recognition in honor of its status as a minority- and woman-owned business and its longstanding presence in the City of Goleta.
Passed down through several generations and now owned by Nancy Phan, Saigon Noodle House has been part of Goleta’s culinary community for more than 20 years.
Following a recent remodel, the restaurant has refreshed its space while continuing to serve the community as a minority- and woman-owned business.

A certificate will be formally presented to Saigon Noodle House at the City Council meeting on October 6, 2026.
FISCAL IMPACTS:
The only fiscal impacts of this program include staff time and negligible expenses related to the purchasing and printing of certificate s. Sufficient funds are available in the City Manager’s Office Economic Development budget to cover these costs.
