CITY MANAGER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: February 7, 2022
FROM: Rene Mendez, City Manager
SUBJECT: FY 2020-2021 AB 1600 - Impact Fee Report

RECOMMENDATION
Review and accept the FY 2020-2021 AB 1600 Annual Impact Fee Report.

BACKGROUND
As required per AB 1600, attached is the Annual Impact Report for the Fiscal Year 2020-2021.

REVIEW AND ANALYSIS
The attached report presents the information required per AB 1600 and is organized by Fund. As the report indicates, the City has done remarkably well with the use of these funds and has made significant improvements to infrastructure to keep pace with growth. Areas that have seen significant improvements over the last few years, have been the sewer system, water system, park system, and fire services equipment.

Major improvements currently underway and/or planned, include an extensive upgrade to the Wastewater Treatment Plant, the completion of a new Water Well, and the construction of the Community Center and Teen Innovation Center.

With the proposed planned expansion of the City, there will be significantly new facilities and infrastructure and/or upgrades to existing facilities and infrastructure over the next decade. This will either be done by the developers directly, and/or through the impact fees that will be generated.

Finally, the report provides a five-year look and reflects the separation of all these funds into individual accounts, which make it easier to track balances from year to year. In many of the funds, the balances are not yet high enough to begin the improvements identified in the Development Impact Fee Nexus Report and as such, are being allowed to continue to accumulate resources as new development occurs.
