PUBLIC WORKS / CITY ENGINEER DEPARTMENT
STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: February 7, 2022
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: René L. Mendez, City Manager
SUBJECT: Resolution No. 2022-12 Awarding the "City Hall & Police Generator Replacement Project" to Alltech Services
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2022-12, A Resolution of the City Council of the City of Gonzales awarding the “City Hall & Police Department Generator Replacement Project” to Alltech Services, Rejecting All Other Bids, and Authorizing the City Manager to Execute a Contract with Alltech Services in the amount of $175,000 which includes a contingency budget of $17,775 for unanticipated field changes.
BACKGROUND
The back-up generators at City Hall and the Police Department are near the end of their service life. Last year, the City received a $150,000 grant from the California Office of Emergency Services to replace the generators. The current generator at the Police Building is undersized and provides a fraction of the power needed to operate the building during an outage. The new generator for the Police Department will be upsized to power most of the building during a power outage.
Replacement of the generator at the California Breeze Sewer Lift Station was added to the project as the original generator stopped working last year and a temporary trailer mounted generator is being used during power outages. Replacement of this generator will be funded by Sewer Impact monies.
REVIEW & ANALYSIS
The construction documents (plans and technical specifications) for the project were prepared by Tom Pinkerton of Fehr Engineering. This project was issued for bid on December 17th, and the bid documents were provided to the Central Coast Builders Exchange in Salinas and the Santa Clara/San Benito County AGENDA
ITEM
13 Builders for review by local contractors. Pre-bid site visits were held on January 4th and January 19th to allow interested bidders the opportunity to visit the three locations and ask questions.
On January 27th, the City received eight bids for the project. One of the bids was deemed nonresponsive as the bidder did not complete and submit any of the required forms from the City’s bid document. Bids were received from the following contractors:
BIDDER BID AMOUNT
1 Alltech Services $157,225
2 Kinyon Construction $188,401
3 Days Generator Service $191,005
4 Monterey Peninsula Engineers $275,000
5 Kies & Sons Construction $276,810
6 Coastal Electric $294,901
7 Lord’s Electric $322,000
City staff and Tom Pinkerton of Fehr Engineering reviewed the bids and determined that the lowest responsive and responsible bid was submitted by Alltech Services. The City received a Bid Protest letter from Kinyon Construction on January 31st. After reviewing the letter, the City Attorney notified Kinyon Construction that their protest was rejected for failure to establish any basis for a bid protest. The correspondence is attached to this staff report.
Staff is recommending the City Council award the construction contract for this project to Alltech Services and that the City Council reject the other submitted bids.
The schedule for the project is in the below table:
