RESOLUTION NO. 2022-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
APPROVING A POLICY FOR THE OUTDOOR DISPLAY OF GOVERNMENTAL
FLAGS ON CITY PROPERTY
WHEREAS, the Gonzales City Council has expressed its desire to establish a policy that would institute orderly regulations and guidance for the display of the flags of the United States of America and the State of California at City Hall and City facilities, particularly with respect to circumstances that allow for such flags to be flown at half-staff in commemoration of the death of a local official, public safety officer, or local citizen of note; and WHEREAS, after receiving input from the Council on several occasions, Staff has prepared a Policy that will allow half-staffing, taking into consideration federal law and guidance and state law and regulations on the display of flags; and WHEREAS, the proposed Policy also affirms that the City’s flagpoles are not intended to serve as a forum for free expression by the public.
NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Gonzales that Policy “Outdoor Display of Governmental Flags on City Property,” a copy of which is attached hereto as Exhibit A and by this reference incorporated herein, is hereby approved and adopted.
