RESOLUTION NO. 2022-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
APPROVING THE SHORTLIST OF PREQUALIFIED DESIGN-BUILD
ENTITIES FOR THE COMMUNITY CENTER COMPLEX PROJECT, AND
AUTHORIZING STAFF TO ISSUE THE REQUEST FOR PROPOSAL TO THE
SHORTLISTED DESIGN-BUILD ENTITIES AFTER COUNCIL APPROVES
THE DESIGN CRITERIA DOCUMENTS
WHEREAS, the Community Center Complex will be comprised of a Community Center, a Monterey County Branch Library, a Teen Innovation Center; and a Gymnasium as an alternative based on available funding; and
WHEREAS, on July 30, 2021, the City issued a Request for Prequalification Questionnaire to builders exchanges and interested architects and contractors; and WHEREAS, on September 30, 2021 the City received Statements of Qualifications from seven Design/Build Teams; and
WHEREAS, the seven prequalification packages were reviewed by the City’s Public Works Director, the City’s Finance Director and Swinerton Management & Consulting staff; and
WHEREAS, the prequalification packages were evaluated on:
1. Financial strength
2. Relevant experience of the Design/Build Team
3. Experience and training of key personnel
4. Their Apprenticeship program
5. Team’s Safety record
6. Experience with Design/Build delivery
7. Termination/Failure to complete contract, violations, claims, arbitration, and litigation; and
WHEREAS, based on staff’s review and evaluation, the top three Statement of Qualifications are from the following Design/Build teams:
• Bernards of Fresno, CA with Perkins Eastman
• Blach Construction Company of Monterey, CA with Steinberg Hart • Otto Construction of Monterey, CA with WRNS Studio
NOW THEREFORE BE IT HEREBY RESOLVED, that the City Council of the City of Gonzales hereby approves the shortlist of prequalified Design-Build Entities for the Community Center Complex Project as set forth above, and authorizes staff to issue the Request for Proposal to the shortlisted Design-Build Entity Teams after Council approves the Design Criteria for the Project.
PASSED AND ADOPTED by the City Council of the City of Gonzales at a regular meeting duly held on the 22nd day of February 2022, by the following vote:
