TO: Honorable Mayor Rios and City Council
DATE: May 16, 2022
FROM: Rene Mendez, City Manager
SUBJECT: MOU - Hartnell College, King City, Greenfield, Soledad, Gonzales, and Salinas
RECOMMENDATION
Consider, Approve, and Authorize the City Manager to Sign a Memorandum of Understanding Between the Hartnell Community College District and the Cities of King City, Greenfield, Soledad, Gonzales, and Salinas for Intermediary Services for the Salinas Valley Five Cities Workforce Development Effort; and authorize the use of $10,027.71 of American Rescue Plan funds (Fund 111) to fund the City’s 3-year contribution to the MOU from Fiscal Year 2022-2023 thru 2024-2025.
BACKGROUND
The Salinas Valley Five Cities (SVFC) workforce development is an effort that has been in existence since the end of the Salinas Valley Enterprise Zones (SVEZ). At that time, the five Cities came together to use the remaining SVEZ funds to initiate a workforce development effort and contracted with Hartnell to utilize their strengths and connections with the private sector to provide intermediary services. Since then, a lot of work has been done to help develop the workforce for the agriculture technology and health sectors. Attachment 1 of the proposed MOU details some of the key results of this effort, which over the years has resulted in the development of internships, mentorships, apprenticeships, stronger connections with industry, and enhanced opportunities for students.
REVIEW AND ANALYSIS
The proposed MOU (attached) extends SVFC effort through Fiscal Year 2023-2024 and maintains the relationship with Hartnell as the intermediary. As identified in the MOU, it details the responsibilities of Hartnell and the expectations, roles, and responsibilities of the Cities. A new component that was added to this MOU is that it clearly identifies the key deliverables, including the number of internships, mentorship opportunities, and training and education opportunities that will be developed. In addition, there is a focused effort on partnering and supporting our school districts in graduating seniors completing their FAFSA (Free Application for Federal Student Aid), and CADAA (California Dream Act AGENDA
ITEM
21 Application). This is important because it is the key component for students to qualify for and receive financial aid.
