SUBJECT: Resolution No. 2022-20 Award Slurry Seal Project to VSS International
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2022-20, A Resolution of the City Council of the City of Gonzales Awarding the Slurry Seal Project to VSS International, Rejecting All Other Bids, And Authorizing Execution of Contracts with VSS International in the amount of $380,000, and with MNS Engineers in the Amount of $30,000 for Construction Management and Inspection Services.
BACKGROUND
A slurry seal is a preventive roadway maintenance treatment that involves the application of a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and additives to an existing pavement surface. Applying a slurry seal protects streets from water penetration, provides a new surface with improved skid-resistance, and extends the life of the pavement.
Using the City’s Pavement Management Report prepared in 2020 that included a visual inspection of each street in the city, staff developed a list of streets to be included in this Slurry Seal Contract. Street in the Canyon Creek, California Breeze and Cipriani Subdivisions are included with several city streets west of US 101.
Construction documents (plans, technical specifications, and cost estimate) for the Slurry Seal Contract were prepared by MNS Engineers. The scope of work for the slurry seal consists of surface preparation, crack seal, traffic control, application of the slurry seal, and replacement of traffic striping and markings.
MNS staff estimated the project cost at $354,450.
REVIEW & ANALYSIS
AGENDA
ITEM
13 This project was issued for public bid on May 16 and construction documents were provided to the Central Coast Builders Exchange in Salinas and the Santa Clara/San Benito County Builders Exchange for review by interested contractors. On June 9, City staff received and opened bids from the following contractors:
BIDDER BID AMOUNT
1 VSS International $326,000
2 Pavement Coatings Company $351,500
City staff reviewed the two bids and determined that the lowest responsive and responsible bid was submitted by VSS International. Therefore, staff is recommending the City Council award the construction contract for this project to VSS International and that the City Council reject the other submitted bid.
This contract will be funded with a combination of city street funds, assessment district funds, Measure K and RSTP funds from the Transportation Agency for Monterey County. The funding summary is as follows:
Source of Funds for Construction Amount
Canyon Creek Assessment District $140,000
California Breeze Assessment District $75,000
Cipriani Subdivision Assessment District $50,000
City Street Fund $25,000
City Measure K Contribution $50,000
TAMC RSTP Funds $40,000
Total = $380,000
The contributions from the Assessment Districts will come from the reserves of the respective assessment districts. The RSTP funds from the Transportation Agency for Monterey County were identified after the project was issued for bid and city staff will coordinate with the contractor to add several streets west of US 101 to their scope of work.
Based on the available funding including the addition of the TAMC RSTP Funds, staff recommends that the Council authorize a contract with VSS International for the not-to-exceed amount of $380,000 for the Slurry Seal Project.
The schedule for the work is as follows:
Milestone Date
Award Construction Contract at City Council Meeting June 20 Construction Contract Executed June 30
Preconstruction Meeting / Notice to Proceed July 7
Contractor Mobilization (approx.) July 20
Construction Complete August 30
MNS Engineers provided the attached letter proposal for providing Construction Management and Inspection Services on the project and staff recommends the Council authorize a $30,000 consultant agreement with MNS Engineers.
