RESOLUTION NO. 2022-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
AWARDING THE SLURRY SEAL PROJECT TO VSS INTERNATIONAL,
REJECTING ALL OTHER BIDS, AND AUTHORIZING EXECUTION OF
CONTRACTS WITH VSS INTERNATIONAL IN THE AMOUNT OF $380,000, AND WITH MNS ENGINEERS IN THE AMOUNT OF $30,000 FOR CONSTRUCTION
MANAGEMENT AND INSPECTION SERVICES
WHEREAS, staff issued the Slurry Seal Project for bid on May 16, 2022; and WHEREAS, on June 9, 2022 the City received two bids for the project, as follows:
BIDDER TOTAL
1 VSS International $326,000
2 Pavement Coatings Company $351,500
WHEREAS, staff determined that VSS International provided the lowest responsive and responsible bid, and that VSS International is qualified to undertake the proposed work and willing to perform the same on a timely basis; and
WHEREAS, funding for this project will come from a combination of city street funds, assessment district funds, city Measure K contribution and RSTP funds from the Transportation Agency for Monterey County; and
WHEREAS, MNS Engineers submitted a proposal to provide Construction Management and Inspection Services on the project and staff recommends the Council authorize a $30,000 consultant agreement with MNS Engineers.
NOW THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Gonzales that VSS International submitted the lowest responsive and responsible bid for work associated with the Slurry Seal Project, that the City accepts VSS International bid and that the construction contract is hereby awarded to the VSS International, All other bids are rejected, and the City Manager is directed to notify all other bidders in writing of the City’s decision.
BE IT FURTHER RESOLVED that the City Manager is authorized and further directed to prepare and execute the appropriate contracts with VSS International in the amount of $380,000 and MNS Engineers in the amount of $30,000.
