PUBLIC WORKS / CITY ENGINEER DEPARTMENT
STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: October 17, 2022
FROM: Patrick Dobbins, Acting City Manager
THROUGH: Carmen Gil, Interim City Manager
SUBJECT: Resolution No. 2022-74 Accepting the Slurry Seal Contract as Complete
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2022-74, A Resolution of the City Council of the City of Gonzales Accepting the Slurry Seal Contract as Complete, Authorizing Staff to Record a Notice of Completion, and Release Retention Monies to the Contractor.
BACKGROUND
A slurry seal is a preventive roadway maintenance treatment that involves the application of a mixture of water, asphalt emulsion, aggregate (very small, crushed rock), and additives to an existing pavement surface. Applying a slurry seal protects streets from water penetration, provides a new surface with improved skid-resistance, and extends the life of the pavement.
Using the City’s Pavement Management Report prepared in 2020 that included a visual inspection of each street in the City, staff developed a list of streets to be included in this Slurry Seal Contract. Streets in the Canyon Creek, California Breeze and Cipriani Subdivisions were included with a number of City streets west of US101.
REVIEW AND ANALYSIS
This contract was issued for public bid on May 16, 2022, and construction documents were provided to the Central Coast Builders Exchange in Salinas and the Santa Clara/San Benito County Builders Exchange for review by interested contractors. On June 9th, City staff opened bids from the following contractors:
BIDDER BID AMOUNT
AGENDA
ITEM
10 1 VSS International $326,000
2 Pavement Coatings Company $351,500
City staff reviewed the two bids and determined that the lowest responsive and responsible bid was submitted by VSS International. The City Council awarded the contract to VSS International at the June 20, 2022 Council meeting.
MNS Engineers performed Construction Management/Inspection services on the project. Their efforts included material submittal reviews, field inspections, coordinating with the contractor on the two-week and three-day advance notices provided to residents along affected streets, reviewing/processing progress payments, and resolving any issues with city staff and the contractor.
A preconstruction meeting was held on July 27, 2022, field work began on August 29, 2022, and punch list items were completed on October 7, 2022. Staff recommends that the City Council accept the contract as complete and direct staff to record a Notice of Completion with the County Recorder.
