STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: December 5, 2022
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, Interim City Manager
SUBJECT: Resolution No. 2022-89 Authorizing Execution of an Agreement with Schaaf & Wheeler to Update the City's Water System Capital Improvement Program for a Not-To-Exceed Fee of $29,000
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2020-89, A Resolution of the City Council of the City of Gonzales Authorizing Execution of a Consultant Agreement with Schaaf & Wheeler in the not-to-exceed amount of $29,000 which includes a contingency budget of $2,100 for Updating the City’s Water System Capital Improvement Program.
BACKGROUND
The City of Gonzales operates a municipal water system that produces and supplies water for approximately 1,920 connections (residential, commercial, and industrial users). Groundwater is the sole source of water supply for the city.
The latest 5-year Water System Capital Improvement Program (CIP) was prepared in 2019 and should be updated for the following reasons:
1. The CIP is an important input to the Water Rate Study contract approved at the November 21, 2022 Council Meeting.
2. The two recent water master planning studies (Kimley Horn in 2019 and AECOM in 2011) focused on extending water service to proposed developments within the city’s sphere of influence and briefly addressed project needs within the existing system.
AGENDA
ITEM
12 3. The city’s overall CIP was presented to the City Council at the December 2, 2019 meeting and unit costs for pipe and other materials have significantly increased due to COVID impacts on availability of raw materials, manufacturing and trucking.
4. With the recent completion of Well 7, there may be a need for upsizing pipelines in the vicinity of the Corporation Yard to take advantage of the increased capacity from this robust well.
REVIEW & ANALYSIS
Staff requested Schaaf & Wheeler to provide the attached letter proposal to update the City’s Water System Capital Improvement Program. Schaaf & Wheeler maintains the Water Model that was prepared in 2018 using Bentley Water CAD software for the city.
For the reasons mentioned above it’s important to review and update the Water System Capital Improvement Program.
Schaaf & Wheeler is on the city’s on-call consultant list as approved at the February 18, 2020 City Council Meeting. They have an office in Salinas and provide professional engineering services to cities and water/sewer districts in the Monterey Bay region.
Therefore, City staff recommends engaging Schaaf & Wheeler to update the City’s Water System Capital Improvement Program for the not to-exceed fee of $29,000 which includes a $2,100 contingency How Recommendation Supports the Vision
