Consultant shall disclose to and obtain the written approval of City for the self-insured retentions and deductibles before beginning any of the services or work called for by any term of this Agreement. 4.4.5 Waiver of Subrogation. Consultant hereby agrees to waive subrogation which any insurer or contractor may require from vendor by virtue of the payment of any loss. Consultant agrees to obtain any endorsements that may be necessary to affect this waiver of subrogation.
The Workers' Compensation policy shall be endorsed with a waiver of subrogation in favor of the entity for all work performed by the consultant, its employees, agents, and subcontractors.
4.4.6 Subcontractors. Consultant shall include all subcontractors as insureds under its policies or shall furnish separate certificates and certified endorsements for each subcontractor. All coverages for subcontractors shall be subject to all of the requirements stated herein.

Project Understanding
The City of Gonzales is starting a water rate study that will ultimately support a Proposition 218 process and rate adoption. The latest 5-year Water System CIP was prepared in 2019 and needs to be updated for inclusion in the City budget and the rate study. The two most recent water master planning studies (Kimley Horn in 2019 and AECOM in 2011) focused on providing service to proposed developments within the City sphere of influence, and only briefly addressed projects needed within the existing system. Schaaf & Wheeler is currently updating the City’s water model to assess near-term development projects.
Scope of Work
1. Update the City Water Model
1.1. Schaaf & Wheeler will make additional updates to the current condition model, if needed to correctly model infill development, particularly in the industrial park.
1.1.1.Once the model is updated, we will run the peak hour and maximum day plus fire flow scenarios to identify deficiencies.
1.1.2.Because the model is skeletonized, we will evaluate identified deficiencies to determine if they exist only in the model. Missing pipelines may be added to the model to assess if low flow or low pressure conditions may actually exist. The resulting list of deficient areas will then be brought to O&M staff for assessment.
1.1.3.City staff reports high pressures being an issue along the southwest (lower) side of town. We will use the model to assess the causes and means of mitigating these conditions.
2. Evaluate projects listed in previous master plans
2.1. The previous master plan reports listed several proposed projects to mitigate existing deficiencies (listed below). We will use the updated model to assess the need for these projects and to identify alternatives or additional projects, as needed. The current list of master plan recommendations are:
2.1.1.Add a parallel pipeline in Johnson Canyon Road to the water tanks to improve conveyance. The size of this pipeline is variously listed as 14, 18 and 24-inch diameter.
2.1.2.Add a hydropneumatic tank next to Well 6 to act as a surge suppresser.
2.1.3.Add a forebay tank and booster pump next to Well 6 to address low pressure periods.
2.1.4.Replace the 6-inch water main in First Street with a 10-inch main to improve conveyance to/from Alta Street.
2.1.5.Construct Well 7 (complete) and a pipeline connecting it to the east side of Hwy 101.
2.2. Evaluate additional projects as needed to address identified deficiencies.
2.3. Meet with City Staff to discuss results
3. Prepare cost estimates and implementation schedules
3.1. Projects will be ranked in order of importance and placed on a draft schedule. The schedule may exceed the 5-year budget planning window.
3.2. For each proposed project, a detailed description and conceptual cost estimate will be prepared. Cost estimates will be based on recent public work bid results, so the extent available. Costs will be scaled to current month using the ENR cost indices, and projected forward assuming an agreed upon inflation rate.

4. Prepare a summary report
4.1. Results of the modeling update and the recommended list of capital projects will be summarized in a technical memorandum. The report will be submitted as draft for staff review and then as final.
