City of Gonzales
PUBLIC WORKS / CITY ENGINEER DEPARTMENT
STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: February 6, 2023
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Trevin Barber, City Manager
SUBJECT: Resolution No. 2023-07 On-Call Consultant List
RECOMMENDATION
It is recommended that the City Council Adopt Resolution 2023-07, A Resolution of the City Council of the City of Gonzales Establishing an On-Call Consultant List for Professional Services.
BACKGROUND
City staff engages consulting firms to perform a variety of professional services such as designing Capital Improvement Projects, peer reviewing submittals for land development projects and other efforts needed by the Public Works Department. The City, like other public agencies, uses on-call consultant lists to accelerate project timelines by negotiating the scope, fee and schedule with a consulting firm on the approved on-call list and presenting the contract at a Council meeting for approval.
The current on-call consultant list was approved at the February 18, 2020 Council meeting. The on-call list was effective for a three-year period so it’s appropriate to establish a new on-call consultant list.
Consultants from the on-call list have been used on numerous projects over the last three years and some examples are:
• 2022 Slurry Seal contract (design and construction management) • Well 7 (technical support and construction management) • Industrial Wastewater System (design and program management) • Storm Water Permit compliance and annual report
• FEMA Flood Zone Mapping review
AGENDA
ITEM
11 REVIEW & ANALYSIS
Staff released the attached Request for Qualifications (RFQ) for Professional Services on September 12, 2022. The following disciplines and services were listed in the RFQ:
1. Program Management (Capital Project Delivery, Staff Augmentation, Utility Coordination)
2. Civil Design (Pavement Rehabilitation, Water, Wastewater, and Drainage)
3. Development Management and Review
4. Traffic Engineering
5. Architectural Design for public building alterations and tenant improvements
6. Landscape Architecture for park and streetscape improvements including street tree replacement.
7. Construction Management/Inspection
The consultants were advised:
1. That we were primarily interested in their in-house services
2. To submit qualifications on the services they have significant expertise and experience with.
A preproposal meeting was held on October 6, 2022, where staff provided an overview of the RFQ and responded to questions. On October 7, 2022, staff issued Addendum No. 1 regarding two items:
1. Added design of bus stop improvements to the desired scope of services as Monterey Salinas Transit is planning to “piggy-back” off the city’s consultant list to engage a firm to prepare construction documents for bus stop improvements in the cities of Gonzales, Soledad, Greenfield, and other cities in Monterey County.
2. Added expertise in Broadband communications related to the city’s involvement with the recently formed South Salinas Valley Broadband JPA.
Statements of Qualifications (SOQs) were received from 16 consulting firms by the October 27, 2022 deadline. City staff reviewed the submitted SOQs and deemed them all responsive and recommend that the Council establish the following On-Call Consultant List for professional services for the next three years (firms are listed in alphabetical order):
