A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
AUTHORIZING STAFF TO SUBMIT A FORMAL LOAN APPLICATION TO
THE US DEPARTMENT OF AGRICULTURE FOR PARTIAL FUNDING OF
THE FIRST PHASE OF THE COMMUNITY CENTER PROJECT
WHEREAS, The Community Center Complex base project will be comprised of a Community Center, a Monterey County Branch Library, a Teen Innovation Center, Onsite parking, landscaping, and areas for outdoor activities; and WHEREAS, At the September 19, 2022 Council meeting, staff provide a progress report on delivery of the project, discussed applying for a US Department of Agriculture (USDA) loan secured by long term City revenue sources and recommended a phased approach for constructing the project due to funding commitments for the Teen Innovation Center and the Library; and
WHEREAS, On March 15, 2023, USDA staff issued a letter stating the city’s preapplication was accepted and the city was invited to submit a formal application for a loan; and
WHEREAS, USDA’s formal application requires that a public meeting be held to inform Gonzales residents of the proposed project and accept comments on items such as economic and environmental impacts, service area, project alternatives, or other issues; and WHEREAS, Public Notice of this evening’s meeting was published in the April 5, 2023 edition of the Salinas Valley Tribune and public notices were posted at the kiosks at City Hall and the City Council Chambers.
WHEREAS, This Meeting constitutes the most recent public meeting to inform Gonzales residents of the project and accept comments on items such as the economic and environmental impacts, service area, project alternatives, or other issues; and WHEREAS, Staff recommends that the City Council authorize the City Manager to submit a Formal Loan Application including executing all related forms to the USDA for Phase 1 of the Community Center Project; and
NOW THEREFORE BE IT HEREBY RESOLVED, the City Council of the City of Gonzales hereby authorizes staff to submit a Formal Loan Application to the USDA for partial funding of the First Phase of the Community Center Project.
