As a follow up to yesterday's team meeting regarding the Checklist we went over during the meeting, see items and notes:
Application for Federal Assistance SF 424
Please complete a new application form SF 424 along with SF 424-C, Budget Information (For construction projects Only) note this needs to match the PAR with the project cost along with the feasibility report.
2. Preliminary Architectural Report PAR
Use 1942-A, Guide 6. Please note this is a standalone document that requires approval.
3. Agreement for Architectural Services
This will be part of the Preliminary Architectural Report
4. Design Build Documents
The city provided Design Build documents with the Pre-Application. They are still pending approval.
Appropriate NEPA Documentation
Environmental Report has been submitted and comments provided to the city.
Per your email from February 17, 2023, USDA RD Applicant Section 106 THPO Initiation letters were sent out by the city requesting a response by March 20, 2023. Please provide status on those tribal responses and/or submit copies to USDA RD the Tribal responses. Upon receipt we can proceed to finalize our review.
General Counsel Agreement
Provide agreement the City of Gonzales has with their City Lawyer to review construction contracts and right away certificates.
7. Financial records for up to five years, current budget year plus Year to Date Financials
Please provide 2022 Audit. Once, we have a complete application, the city will need to provide YTD financials less than 30 days old.
Financial Feasibility Study without Opinion, prepared by a qualified Firm/Individual; Independent CPA.
Use Guide 1942-A, Guide 5
We encourage a draft be submitted to USDA for review.

Please provide letter prepared by Bond Counsel. It may be part of #12 below.
12. Bond Counsel Agreement (public bodies)
Provide letter/agreement prepared by bond counsel the city will be working with.
13. List of Board/Council Members, their terms and Resumes or Curriculum Vitae (CF). Please include their Middle initials.
Please provide updated list.
14. Equal Opportunity Agreement

15. Assurance Agreement

16. Certificate for Contracts, Grants, and Loans

Please provide Lease Agreements) with county for the library Please note, all construction after Feb 1, 2023, will be required to use Build American Buy American Act (BABA) construction materials and components. Please consider this when estimating cost
Do not start construction without Environmental Report approval and loan approval.
Upon receipt of a complete application, USDA Rural Development will complete an overall 'eview of the financial, environmental, and architectural/engineering components of the project if the application is given further consideration for funding, USDA Rural Development will issue a Letter of Conditions, outlining the conditions of the funding. Once the applicant agrees to the conditions, funding is officially reserved for the project and a formal approval is delivered to the applicant.
Please provide an electronic copy and mail a hard copy. Hard copies can be mailed to my attention at the following addressed.
