REVIEW AND ANALYSIS
On January 31, 2023, staff issued the Request for Proposals (RFP) to the following three “short-listed” Design/Build Teams (Contractor/Architect):
• Blach/Steinberg Hart
• Otto Construction/WRNS
• Bernards/Perkins-Eastman
After receiving and reviewing the RFP, the Bernards/Perkins-Eastman team withdrew from the RFP process due to adjustments in their Northern California projects and related staffing over the prior ten months.
The other two teams were very engaged during the RFP process, including several confidential meetings with staff and stakeholders. Proposals were received from the Blach/Steinberg Hart and the Otto Construction/WRNS teams by the April 21st deadline and both teams were interviewed on April 27th. The interview panel was comprised of:
• City Manager Trevin Barber
• Director of Outreach/Strategic Partnerships Carmen Gil • Public Works Director Patrick Dobbins
• Swinerton Project Executive John Baker
• Swinerton Project Manager Albert Wege
• Monterey County Free Libraries Director Hillary Theyer • Group 4 Architect Carolyn Carlberg
• Measure X Committee Member Emily Rios
Based on their submitted proposal, the Otto Construction/WRNS team was determined to be the top ranked Design/Build team. City and Swinerton staff are discussing their scope of work, fee and schedule.
Staff plans to present a staff report at the June 5 Council meeting with a recommendation to award the Design/Build contract to the Otto Construction/WRNS team.
Therefore, staff recommends the City Council authorize the issuance of the attached Notice of Intent to Award the Design-Build Contract to the Otto Construction and WRNS Team.
