PUBLIC WORKS / CITY ENGINEER DEPARTMENT

STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: May 15, 2023
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Trevin W. Barber, City Manager
SUBJECT: Resolution 2023-19 Purchase of a New Holland Backhoe

RECOMMENDATION
Staff recommends that the City Council Adopt Resolution No. 2023-19, A Resolution of the City Council of the City of Gonzales Approving the Purchase of a New Holland Backhoe from Coastal Tractor in the amount of $99,047 and approve the surplus sale of the existing backhoe.

BACKGROUND

The City’s Public Works backhoe is primarily used at the city’s Wastewater Treatment Plant as it’s used to rip the disposal field to provide for percolation of the treated wastewater. The backhoe is a Tier 0 vehicle in regard to being a self-propelled off-road diesel vehicle with exhaust discharge according to the California Air Resources Board (CARB). As of November 2022, CARB requires Tier 0, 1 and 2 vehicles be replaced with Tier 3 or 4 vehicles.

The City’s existing backhoe is a 1996 model and is the oldest vehicle in the city fleet. The backhoe needs extensive repairs and should be replaced to the cost of the on-going repairs and due to exhaust emission requirements.

REVIEW & ANALYSIS
CARB approved amendments to the In-Use-Off-Road Diesel-fueled Fleets Regulation on November 17, 2022, requiring further reduction of emissions. Recent clarifications required retirement of vehicles that are Tier 0, 1, and 2 and require cities to only purchase Tier 3 and 4 vehicles. A waiver can be obtained for vehicles that are not yet proven in this category. Purchasing the vehicle this year would alleviate the need to apply for a waiver and meet the requirements going forward.

AGENDA
ITEM
15 Coastal Tractor and the City of Gonzales are members of Sourcewell which is a cooperative sourcing solution for public agencies which provides for expedited quotes, significant discounts and free shipping on products. As the attached quote shows the full retail cost for the new tractor is $151,744 and the cost to the city through Sourcewell purchasing program is $99, 047.
