RESOLUTION NO. 2023-33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GONZALES
AWARDING THE DESIGN/BUILD CONTRACT FOR THE COMMUNITY
CENTER COMPLEX PROJECT TO THE OTTO CONSTRUCTION/WRNS
TEAM AND AUTHORIZING THE ISSUANCE OF A NOTICE TO PROCEED WITH DESIGN SERVICES AT A NOT-TO-EXCEED AMOUNT OF $4,900,446 WHEREAS, The Community Center Complex will be comprised of a Community Center, a Monterey Cotnty Branch Library, a Teen Innovation Center to be constructed on a cityowned parcel at Gabilan Court/Fifth Street; and WHEREAS, on September 30, 2021 the City received Statements of Qualifications from seven Design/Build Teams; and
WHEREAS, at the February 22, 2022 Council Meeting, the Design Criteria Documents were approved and the following three teams (contractor and architect) were “short-listed” to receive the city’s Request for Proposal for the project:
• Bernards of Fresno, CA with Perkins Eastman
• Blach Construction Company of Monterey, CA with Steinberg Hart • Otto Construction of Monterey, CA with WRNS Studio
WHEREAS, on January 31, 2023 the city issued the Request for Proposals for the project to the three “short-listed” Design/Build Teams (Contractor/Architect) and on April 21, 2023 received proposals from the Blach/Steinberg Hart and Otto Construction/WRNS teams; and WHEREAS, based on their submitted proposal the Otto Construction/WRNS team was determined to be the top ranked Design/Build team; and
WHEREAS, staff recommends the City Council award the Design-Build Contract for the Community Center Complex Project to the Otto Construction/WRNS Team and Authorize the Issuance of the Notice to Proceed with Design Services at a not-to-exceed amount of $4,900,446.
NOW THEREFORE BE IT HEREBY RESOLVED, the City Council of the City of Gonzales hereby approves the shortlist of prequalified Design-Build Entities for the Community Center Complex Project and authorizes staff to issue the Request for Proposal to the shortlisted Design-Build Entity Teams after Council approves the Design Criteria for the project.
