STAFF REPORT
TO: Honorable Mayor Rios and City Council
DATE: June 20, 2023
FROM: Patrick Dobbins, Public Works Director/City Engineer THROUGH: Carmen Gil, Acting City Manager
SUBJECT: Resolution No. 2023-43 Well 5 Repair
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 2023-43, A Resolution of the City Council of the City of Gonzales Declaring an Emergency Pursuant to Section 22050 of the Public Contract Code and Section 316.050 of the Gonzales Municipal Code and Authorizing Emergency Repair Work by Salinas Pump Company for Well 5 in an Amount Not to Exceed $75,000.
BACKGROUND
The city operates a water system serving residents, commercial businesses, and industrial facilities.
Water supply is from four active water wells and the city has three water storage tanks with a total of 7.0 million gallons of storage. Over the last four weeks, staff had an electrician and a pump company investigate why Well 5 wasn’t properly operating. Salinas Pump Company pulled the pump and determined the pump bearings needed to be replaced.
REVIEW & ANALYSIS
Salinas Pump Company provided the attached $64,585 quote to replace the bearing and other associated costs. Staff recommends adding a $10,415 contingency for unforeseen efforts for a $75,000 authorization to Salinas Pup Company to repair and reinstall the Well 5 pump.
Section 3.16.050 “Bidding Required: Exceptions” of the City’s Municipal Code allows for exceptions to public bidding if “There is a breakdown in machinery or an essential service which requires the immediate purchase of supplies or services to protect the public health, welfare or safety.” AGENDA
ITEM
16 Sections 22050 and 20168 of the Public Contract Code provide that in the case of an emergency, the City Council, by four-fifths vote, may pass a resolution declaring the public interest and necessity demand the immediate expenditure of public funds to safeguard life, health and property, and that such monies may be expended without compliance with mandatory contract bidding procedures; and The repair of the pump for Well 5 is urgent and staff recommends the City Council declare the repair an emergency and authorize Salinas Pump Company to repair the Well 5 Pump at a not-to-exceed cost of $75,000.
